Chair Weinberg called the meeting to order at 5:30 pm.
APPROVAL OF MINUTES
November 30, 2011

to approve the minutes of the November 30, 2011 meeting.

Councillor Clarke requested from Mike Walsh the wage charts for the non-union, classified employees and the non-union, non-classified employees (Directors). She stated that this should be a yearly practice.

Economic Development Services Coordinator
Santiago Malave, Human Resources Director, described the changes within the position. Eileen Buckheit, Development Director, stated that
this would be a good position for a potential candidate coming out of college. Mayor Leclerc said that the changes would remove the
administrative part of the position, thus allowing the candidate to focus on economic development. Ram Aberasturia suggested that the
administration should try to recruit individuals who have experience in the field and not necessarily coming right out of college. Esther Clarke expressed that we should not water this position down, but rather beef it up so that we may have a strong Development Department. Marc Weinberg suggested that the qualifications should state “4 year bachelor’s degree from an accredited college” within the job description.

to recommend that the Town Council approved the revised job description
of Economic Development Services Coordinator as presented to the
Personnel & Pensions Subcommittee with the following addition:
Under Qualifications:
“…four year Bachelor’s degree from an accredited college”.

Reference Librarian/Cultural Assets Manager
Santiago Malave, Human Resources Director and Mayor Leclerc both stated that the changes to this job description are important in order
to address the numerous artifacts found in the library. The town needs an individual with the expertise to handle these artifacts.

to recommend that the Town Council approved the revised job description
of the Reference Librarian/Cultural Assets Manager as presented to the
Personnel & Pensions Subcommittee.
Motion carried 3/0.
Project Administrator – Public Works Department
Santiago Malave, Human Resources Director, and Tim Bockus, Public Works Director agreed that this position still needs work. They are currently in negotiations with the CSEA Local 2001 (union) regarding pay grades. The union wants to increase the pay grade to pay grade 16. Tim Bockus will also tighten up the educational requirements in order to have the most qualified individual. Ram Aberasturia cautioned that if this job description states no supervision of staff is needed, if and when the position is filled the town should abide by that agreement. This will avoid potential issues with the union in the future.

information from the Human Resources Department.

Contract Negotiations Specialist
Santiago Malave, Human Resources Director and Mayor Leclerc stated this position would be used on an “as needed” basis only, which is generally during contract negations. Esther Clarke asked is this position slated for a prominent East Hartford Democrat. Mayor Leclerc stated no.
