NEW BUSINESS
Selection of Auditor for Auditing Services for the Town of East Hartford
Finance Director Mike Walsh initiated a general discussion regarding the town’s selection of an auditor for auditing services. A Request for Proposal (RFP) was advertised seeking auditing firms to audit the CAFR for the town. There were four submissions, one of which is our current auditing firm – Blum Shapiro. All fees were competitive. Blum Shapiro was the lowest bidder at $339,500 for a five-year contract. One specification sought was the amount of Connecticut towns that the auditors currently perform auditing services for and Blum Shapiro had far more than any other prospective auditors; some had no municipal clients in excess of a 40,000 population, some had very few and Blum Shapiro has more than fifty. Mr. Walsh pointed out that Blum Shapiro is the successor to Scully & Wolfe and the
town has used the services of these auditors for many years over several auditing contracts. A general discussion regarding the four prospective auditors ensued.

to accept the proposal of Blum Shapiro to provide auditing services
for the Town of East Hartford for five one-year contracts as follows:
fiscal years ending June 30, 2013 ($65,900), June 30, 2014
($65,900), June 30, 2015 ($67,900), June 30, 2016 ($69,900) and
June 30, 2017 ($69,900) contingent upon approval of the Town
Council for each year.

to recommend to the Town Council to appoint Blum Shapiro as the
auditors for fiscal year 2012-2013 to perform required financial
audits consistent with the most recent proposal of $65,900.
