Chair Russo called the meeting to order at 5:31 p.m.


APPROVAL OF MINUTES

March 6, 2012 Meeting Minutes

to approve the minutes of the March 6, 2012 Real Estate
Acquisition & Disposition Committee meeting.

NEW BUSINESS

46 Central Avenue: Discussion and Vote Concerning Possible Offer to Purchase

Assistant Corporation Counsel Rich Gentile initiated a general discussion of the town’s
progress with negotiations regarding 46 Central Avenue and the town’s possible acquisition
of the parcel to make it part of the Raymond Library “campus”.  The town is presently
attempting to acquire the parcel by way of a short sale.

MOTION  By Bill Horan
                seconded by Linda Russo
                to authorize Peter Graham of Graham Real Estate to submit an offer on
                behalf of the Real Estate Acquisition & Disposition Committee for the town
                to purchase 46 Central Avenue for the purchase price of $95,000, provided
                that (1) Mr. Grahams’ service fee is paid for in whole by the seller or seller’s
                agency and (2) that the purchase is subject to receipt of a satisfactory
                environmental Phase I report, land records title search, an 8-24 Planning
                and Zoning Commission approval and final Town Council approval.
                Motion carried 2/1.  Nay: Thompson


OLD BUSINESS

40 Central Avenue – Discussion of Appraisal Results and Vote Concerning Possible Purchase

Assistant Corporation Counsel Rich Gentile updated the Committee on the town’s progress
with its attempt to acquire the parcel at 40 Central Avenue.  The owner’s last demand is commensurate
with the Town Assessor’s valuation and the appraisal of the property ($188,000).  Attorney Gentile
feels that the demand is fair and hopes to move forward with plans to acquire the property.

MOTION  By Linda Russo
                seconded by Eric Thompson
                to recommend that the Town Council vote to acquire the property known
                as 40 central Avenue for the sum of $188,000 subject to receipt of a
                satisfactory environmental Phase I report, land records title search and an
                8-24 Planning and Zoning Commission approval.
                Motion carried 3/0.


Raymond Library Lease – Update

Mary Martin, Raymond Library Project Coordinator, updated the Committee on the state funding
available if the “campus” project moves forward. Attorney Gentile discussed the scope of the Library
museum, which should be determined in June 2012.

No further action taken at this time.
