CALL TO ORDER

Temporary Chair Russo called the meeting to order at 5:43 p.m.

NOMINATION OF OFFICERS

ADOPTION OF RULES GOVERNING MEETINGS

                seconded by Linda Russo  
                to adopt Robert’s Rules of Order as the rules that shall govern
parliamentary procedure at all subcommittee meetings, with the exception
that (1) the Chair shall not be required to restate the motion of any
Council member unless requested by another Councillor, or when in the
discretion of the Chair, such restatement is necessary to avoid any
confusion as to the motion; and (2) where such rules are in conflict with
the provisions of the State Statutes, the Town Charter, or Town
Ordinances.

NEW BUSINESS

Raymond Library Lease

Assistant Corporation Counsel Rich Gentile discussed the progress being made regarding the Raymond Library Lease.  Negotiations are ongoing.  A general discussion of the negotiation process followed.  Attorney Gentile was optimistic that a lease could be available for review by this Committee in April.


40 Central Avenue

Mary Martin, Raymond Library Project Coordinator, discussed the Town’s desire to purchase 40 Central Avenue for use as additional parking for the Raymond Library.  Attorney Gentile gave a brief history of the negotiations with the owner of the property.  The Town is looking to move forward by getting an appraisal on the property and to continue negotiations with the property owner.

                to direct the Administration to obtain a real property appraisal on the
                property known as 40 Central Avenue, and to enter into negotiations for the
                purchase of all or a portion of such property by the Town; provided the final
                acquisition will be subject to the fulfillment of the requirements of Section
                10-18 of the Town of East Hartford Code of Ordinances and the approval of
                this Committee and the Town Council.

Porter Brook Culvert Easements

Tim Bockus, Public Works Director, initiated a general discussion about the Porter Brook Culvert and provided the Committee with photographs of the culvert both before and after the start of the project to remove sediment from the culvert and generally clean up the culvert.  The Town is looking to release a larger existing easement and obtain a smaller easement on each side of the culvert for purposes of further cleaning the culvert area.

Mr. Bockus opined that surrounding property owners are generally pleased with the plan because cleaning the culvert benefits everyone, especially landowners upstream.  Attorney Gentile opined that the Town could obtain the easements at no cost.

                seconded by Bill Horan
to recommend that the Town Council accept permanent drainage
easements, to clean accumulated sediment and debris from within and
around the drainage culvert that carries Porter Street over Porter Brook,
as outlined on easement maps dated November 29, 2011, by the
BSC Group, which maps were presented to the Town Council at its
February 21, 2012 meeting, as follows:
                
  • Easement across the property known as 111 Porter Street
    ( Property of Vincent J. Incandella and Camille H. Marshall)
  • Easement across the property known as  121 Porter Street
    ( Property of James Bidwell, et al.)
