ADOPTION OF RULES GOVERNING MEETINGS

to adopt Robert’s Rules of Order as the rules that shall govern
parliamentary procedure at all subcommittee meetings, with the exception
that (1) the Chair shall not be required to restate the motion of any
Council member unless requested by another Councillor, or when in the
discretion of the Chair, such restatement is necessary to avoid any
confusion as to the motion; and (2) where such rules are in conflict with
the provisions of the State Statutes, the Town Charter, or Town
Ordinances.

NEW BUSINESS
Receive and Accept the Draft of the Comprehensive Annual Financial Report for
Fiscal Year ended June 30, 2011.
Finance Director Mike Walsh provided a brief overview of the fiscal state of the town and noted that the economy continues to be depressed, making it difficult to make fiscal progress. A one-time sale of a school (Willowbrook) for $1M was advantageous to the town in the most recent fiscal year but was a one-time occurrence, otherwise things would look worse. It was also noted that the town continues to have an AA2 bond rating, which is good.
Vanessa Rossitto of Blum Shapiro followed Mike Walsh and noted that (at pages 1-2 of the CAFR) East Hartford was given the highest rating available. An overview of the Comprehensive Annual Financial Report followed. State and Federal audits of programs at the town and the Board of Education were undertaken and no problems were disclosed.

presented by the town's auditors for Fiscal Year ended June 30, 2011.

Audit of Town Construction Projects over $500,000
Finance Director Mike Walsh discussed the audits of town construction projects over $500K of which there are two: Firehouse #5 and Town Hall Renovations. An audit of Firehouse #5 does not need to be undertaken because the Federal Government will audit this project. An audit of the project involving and including the new windows at Town Hall will be required and Mr. Walsh suggested inquiring of BlumShapiro regarding such an audit.
Ms. Rossitto will return to this Committee at a future date with a suggested scope for an audit and an estimated fee for that audit. The Committee can expect to hear back from Ms. Rossitto in January.
