CALL TO ORDER

Chair Kehoe called the meeting to order at 7:40 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


AMENDMENTS TO AGENDA

                to amend the agenda by adding, under New Business,
                item 8.F. “Resolution Regarding the Recovery Agreement between the
East Hartford Housing Authority and the U.S. Department of Housing and
Urban Development”.

OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Susan Kniep, 50 Olde Roberts Street, (1) believes that the resolution regarding the East Hartford Housing Authority should be postponed until the next meeting, which would give the public a chance to review it; (2) supports the Mayor’s proposed “Improving East Hartford” program, but believes that the majority of residents cannot afford to invest in their property due to the poor economic climate; (3) spoke to the reduction in fuel aid allotted to Connecticut by the federal government; and (4) addressed the need for revisions to the state’s collective bargaining laws and will read an excerpt from a resolution regarding this at the end of this meeting.

Esther Clarke, 197 Langford Lane, supports the concept of the Mayor’s proposed “Improving East Hartford” program, but cautions classifying the town as “deteriorating” as is referenced in the draft resolution for this program.

Mayor Leclerc (1) thanked the Councillors for participating in the Citizens Academy program and will invite the Councillors to the graduation ceremony to be held in a few weeks; (2) announced that East Hartford Youth Services will celebrate their 40th anniversary on October 12th; (3) thanked David Repoli for taking on the responsibility of full member to the Zoning Board of Appeals; (4) stated that the resolution attached to the “Improving East Hartford” Program was a draft from another entity and is only a guide for the Tax Policy Committee to use if the program is approved by the Town Council; and (5) supports the Hazard Mitigation Grant Program which is funded through the Federal Emergency Management Agency (FEMA) and the State of Connecticut Department of Emergency Management and Homeland Security (DEMHS).

NEW BUSINESS

Federal Emergency Management Agency/State of Connecticut Department of Emergency Management and Homeland Security: Hazard Mitigation Grant Program

                seconded by Barbara Rossi
                to adopt the following resolution:

RESOLVED, that the Town Council of the Town of East Hartford, Connecticut, may enter into with and deliver to the State of Connecticut Department of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate pertaining to the “Hazard Mitigation Grant Program” for Disaster Declaration FEMA-DR-1958-CT; and

FURTHER BE IT RESOLVED, that Marcia A. Leclerc, as Mayor of the Town of East Hartford, Connecticut, is authorized and directed to execute and deliver any and all documents on behalf of the Town of East Hartford and to do and perform all acts and things which she deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements, amendments and documents contemplated by such documents.

Appointment of David Repoli from Alternate to Member on the Zoning Board of Appeals

                to approve the appointment of David Repoli, formerly an alternate,
as a full time member to the Zoning Board of Appeals, whose term shall
expire December 2014.

Referral to Ordinance Committee: Section 10-7 Bidding Procedures “Request for Quote” on State and Federal Projects

to refer to the Ordinance Committee the issue of the requirements for bidding procedures on Public Works projects when funded by Federal or State monies under Section 10-7 of the Town of East Hartford Code of Ordinances, with instructions for the Committee to review the bidding procedures currently in place and to report back to the Town Council with its recommendations, if any.

Referral to Tax Policy Committee: Improving East Hartford Program

to refer to the Tax Policy Committee the Mayor’s proposed Improving East Hartford Program with instructions for the Committee to review this policy initiative and to report back to the Town Council with its recommendations, if any.

Resolution Regarding the Recovery Agreement between the East Hartford Housing Authority and the U.S. Department of Housing and Urban Development”

                to adopt the following resolution:

Whereas, the United States Department of Housing and Urban Development (HUD) has found the East Hartford Housing Authority (Housing Authority) to be a 'troubled agency' as a result of fiscal problems; and

Whereas, HUD and the Housing Authority have entered into a Fiscal Recovery Agreement providing steps which the Housing Authority should take to address the stated fiscal problems; and

Whereas, under federal law, the Town Council must sign the recovery agreement in its capacity as the appointing authority for the directors of the Housing Authority; and

Whereas, the Town Council has worked cooperatively with HUD and the Housing Authority to ensure that significant steps were taken to address the fiscal problems; and

Whereas, the Town Council wishes to continue its role as facilitating the recovery of the Housing Authority, provided it is clear that: (i) it is not taking on any liability for the debts or errors or omissions of the Housing Authority, and (ii) the signature on the Recovery Agreement is not interpreted to mean that the Town Council is a party to such agreement with responsibility for the implementation of the agreement.

Now therefore be it resolved that the Town Council authorizes its Chair to sign the recovery agreement consistent with the stated intent of the Town Council in this resolution.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Pat Harmon is concerned about through truck traffic on Prospect Street and suggested that the town post larger signs at both entrances to Prospect Street which indicate that truck traffic is limited to deliveries only.

OPPORTUNITY FOR RESIDENTS TO SPEAK

Susan Kniep, 50 Olde Roberts Street, (1) suggested that the Town Council is responsible for the financial difficulties of the East Hartford Housing Authority, since the Council appoints the Commissioners; (2) is concerned about the future of residents at King Court; and (3) read a portion of a resolution for reform to the state collective bargaining laws.

Mayor Leclerc stated that spraying has resumed to mitigate the mosquito population in stagnate water areas within the town.

Marc Weinberg announced the September birthdays of Bill Horan and Don Sugalski.
