CALL TO ORDER

Chair Kehoe called the meeting to order at 7:40 p.m.  He announced the exit locations in accordance with Connecticut General
Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

The Chair recognized Councillor Marc Weinberg who called for a moment of silence to honor the life of Rudolph “Rudy” Buck.


RECOGNITIONS AND AWARDS

East Hartford High School Class of 2011: Top Twenty Students

Mayor Leclerc read the following resolution into the minutes:

KNOW ALL MEN BY THESE PRESENTS:

WHEREAS, Matthew Ryan, Principal of East Hartford High School, has announced the names of the “Top 20 Students” in the Class of 2011 -
the 125th graduating class in the history of East Hartford High School; and

WHEREAS, inclusion in this elite group of scholars is the result of four years of consistent exceptional work and dedication to studies; and

WHEREAS, special honors and awards have been bestowed on the members of the “Top 20”, and the support and guidance of parents, family
and teachers must also be recognized and commended.

NOW, THEREFORE, BE IT RESOLVED:

That the Town Council of the Town of East Hartford hereby acknowledges the academic excellence and selection as a “Top Twenty” student of

That Mayor Marcia A. Leclerc joins the Town Council in this affirmation of tribute and honor.

The Top Twenty students who were present thanked the Council for this acknowledgement of their achievements and announced the college or university that they will be attending in the fall.

The Mayor joined with the Town Council in congratulating the students for their dedication to their studies and wished them well in their future endeavors.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Susan Kniep, 50 Olde Roberts Street, (1) asked that the Council be mindful of the difficult economic times the state is having when they specifically deal with these agenda items: Connecticut Neighborhood Assistance Act, the Suspense List and the Referral to Fees Committee for various leases; (2) asked for a copy of the letter of intent from Goodwin College submitted to the East Hartford Housing Authority; and (3) requested an outline of the responsibilities and duties of Council liaisons to the various town agencies.

COMMUNICATIONS AND PETITIONS

Connecticut International Baccalaureate Academy

Chair Kehoe announced that the Connecticut International Baccalaureate Academy (CIBA) was honored by the Magnet Schools
of America at their national conference in Indianapolis as a Magnet School of Excellence, recognizing the school’s efforts at
reducing racial and economic isolation, promoting diversity and offering a challenging, innovative curriculum.  Minority Leader Eric
Thompson, whose two daughters are enrolled at CIBA, could personally attest to the challenging curriculum that his daughters
findinteresting and exciting.  He announced that Daria, his oldest daughter, received the “Excellence in Chinese” award this year,
as she had last year.


NEW BUSINESS

Connecticut Neighborhood Assistance Act

                seconded by Susan Skowronek
                to adopt the following resolution:

Whereas, the Connecticut Neighborhood Assistance Act Tax Credit Program provides State of Connecticut tax credits to businesses who contribute to community programs benefiting low income or handicapped individuals in such areas as: job training, job education, community services, and energy conservation, and;

Whereas, fourteen proposals have been received from area agencies, listed on the 2011 State of Connecticut Neighborhood Assistance Act Proposal Summaries sheet as attached, and have requested to be included in the 2011 State of Connecticut tax credit program through the Town of East Hartford, and;

Whereas, a Public Hearing to present these applications was held on May 17, 2011, as required by the State of Connecticut.

NOW THEREFORE LET IT BE RESOLVED: that Marcia A. Leclerc, Mayor of the Town of East Hartford, is authorized to forward these applications to the State of Connecticut Department of Revenue Services for their review and inclusion into the 2011 Neighborhood Assistance Act Tax Credit Program.

Referral to Fees Committee re: Leases for ERASE, YMCA Day Care, Friends of Center Cemetery, and East Hartford Community Television

                to refer to the Fees Committee the leases for ERASE, YMCA Day
                Care and Friends of Center Cemetery, which are all at McCartin
                School, and the East Hartford Community Television at Town Hall,
                with instructions to review the leases and the suggested lease rates
                and to report back to the Town Council with its recommendations, if
                any.

Outdoor Amusement Permit Applications

Euros Unite

                to approve the outdoor amusement permit application “Euros
                Unite”, submitted by Anthony Pacileo, Manager/Owner of
                Eurosnobs Performance, to conduct a car show, with food and
                music, as a fundraiser to benefit HARC and CT Special Olympics
                on Saturday, June 18, 2011 at 936 Silver Lane from 8AM to 5PM
                with music from 10AM to 5PM, with a rain date of Sunday, June 19,
                2011 at the same hours, subject to compliance with adopted codes
                and regulations of the State of Connecticut, the Town of East
                Hartford, and any other stipulations required by the Town of East
                Hartford or its agencies; and to waive the associated permit fee, under
                the provisions of town ordinance section 5-6.

Pappy’s Cookout

                to approve the outdoor amusement permit application “Pappy’s
                Cookout”, submitted by Patricia Rancourt, President of Rancourt
                Enterprises, dba Pappy’s Café, to conduct a cookout with food and
                music, on Saturday, June 25, 2011 at Pappy’s Café, 37 Burnside
                Avenue, from approximately 12PM to 8PM with music during those
                same hours, subject to compliance with adopted codes and
                regulations of the State of Connecticut, the Town of East Hartford,
                and any other stipulations required by the Town of East Hartford or
                its agencies.

CT for God

                to approve the outdoor amusement permit application “CT for
                God”, submitted by Felisa Sanchez-Collazo from La Casa Del
                Alfarero, Inc. (The Potter’s House), to conduct a concert with music
                on the Town Green on Saturday, June 25, 2011 from 10AM to 8PM
                with music from 12PM to 6:30PM, subject to compliance with
                adopted codes and regulations of the State of Connecticut, the
                Town of East Hartford, and any other stipulations required by the
                Town of East Hartford or its agencies; and to waive the associated
                permit fee under the provisions of town ordinance section 5-6.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Ram Aberasturia inquired on the accessibility of Channel 5 through AT&T U-Verse.  Also, he asked if the administration had looked into the possibility of using solar panels at Town Hall.

Susan Skowronek thanked the Mayor for her quick response to a neighborhood issue. Additionally, she commended the students at the East Hartford Middle School for their wonderful performance at a recent instrumental concert.  Councillor Skowronek also praised the Middle School’s interim music director, Amy Wilhelm, and noticed how positively the children responded to her. Councillor Skowronek strongly supports appointing Ms. Wilhelm the permanent music director.

Eric Thompson thanked the Mayor for flying the Tree City USA flag in front of Town Hall.


COUNCIL ACTION ON EXECUTIVE SESSION MATTERS

CSEA, Local 2001, SEIU, CTW, CLC and Town of East Hartford (L. Machia)

MOTION  By Barbara Rossi
                seconded by Bill Horan
                that we accept the recommendation of the Corporation Counsel’s
Office to fully and finally settle all pending grievance arbitration cases and
appeals related to former employee, Lawrence R. Machia, in accordance
with a Settlement Agreement, including a General Release on file on
June 6, 2011 with the Acting Director of Human Resources.
Motion carried 9/0.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Mayor Leclerc (1) noted that she, Rich Kehoe and Barbara Rossi attended the ribbon cutting for the CCAT Advanced Manufacturing Center, which will be a great resource for manufacturing throughout the state and East Hartford; (2) acknowledged the many end of school year activities for students; and (3) reported that the Public Works department is working with the Parks and Recreation department to address areas in town that need attention in regard to lawn maintenance.
