PUBLIC HEARING/BUDGET

CALL TO ORDER

Chair Kehoe called the meeting to order at 7:09 p.m.  He announced the exit locations in accordance with
Connecticut General Statutes §29-381 after which the Council joined him in the Pledge of Allegiance.

The Chair gave a brief overview of the Mayor’s recommended 2011-2012 budget which represents a 3.6% increase
resulting in a mill rate of 35.05.  However, this proposed budget maintains funding for the town services and programs
that are currently received by the residents.  

Additionally, Chair Kehoe stated that Governor Malloy’s proposed state budget has created a net loss of $2.9 million
in revenue to the Town of East Hartford due to the proposed repeal of the Manufacturing Machinery and Equipment
PILOT Funds.  A letter from State Representative Henry Genga assures the Mayor that OPM Secretary Ben Barnes is
committed to finding a solution to this problem.  When rectified, the 3.6% increase to the town’s budget should certainly be reduced.

Also, Chair Kehoe announced that Michael Walsh, Finance Director, received confirmation from the Board of Education
that the custodian position, which is responsible for opening the facility at East Hartford High School for the early morning
swim three days a week, will not be cut from their budget.  Therefore, the early morning swim program remains in force.

The following citizens came forth to speak against any proposed tax increases and against any proposed salary increases:


Susan Kniep, 44-46 and 50 Olde Roberts Street; Franklin Kucza, 87 Greenlawn Street; John Bezzini, 92 Copper Beech Way;
Janice Allison, 97 Copper Beech Way; Vincent Mondo, 90 Naomi Drive; Peter Santoro, 16 College Drive; Holly Reed, 93 Michael Avenue; Kristen Bradbury, 232 O’Connell Drive; Roger Coleman, 22 Kenneth Drive; Reed Berube, 35 Naomi Drive; and Lucille Merrick, 123 Harvest Lane
