CALL TO ORDER

Chair Kehoe called the meeting to order at 7:43 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


Appointment of Ram Aberasturia, Town Councillor

                seconded by Bill Horan
                to appoint Ram Aberasturia to fill the unexpired term of
Marcia Leclerc to the East Hartford Town Council.
                Motion carried 8/0.

At this point, Sharon Miller, Town Clerk, administered the oath of office to Mr. Aberasturia.  The Councillors welcomed him as he took his seat on the dais.  Councillor Aberasturia thanked the Councillors for their confidence in him.



OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Susan Kniep, 50 Olde Roberts Street, (1) congratulated Ram Aberasturia on his appointment to the Town Council; (2) urged the Council to reject the Collective Bargaining Agreement for the Emergency Dispatch Operators due to poor economic times; (3) asked that the Mayor post a list of employees’ salaries and pensions, along with the town’s checkbook register, on the website; (4) asked that there be term limits set for people appointed to the town’s various boards and commissions; (5) suggested that the names of nominees to boards and commissions be posted to the town’s website prior to the Council voting on their appointment; and (6) recognized that the Mayor is driving her own vehicle to work, and not using a town car.

Pasquale “Bud” Salemi, 17 Pheasant Lane, congratulated Ram Aberasturia for his appointment to the Town Council.  

Todd Matthews, 81 Central Avenue, asked that the Council promptly address the noise regulation issue, referred to the Ordinance Committee last year, before the good weather arrives. Additionally, Mr. Matthews commented on the poor response time from the police department when he calls in a concern or a complaint.

Mayor Leclerc (1) congratulated Ram Aberasturia for his appointment to the Town Council; (2) introduced Mike Manning, who will serve as the Mayor’s Administrative Assistant; (3) toured the town with the Tim Bockus, acting Public Works Director, and the East Hartford Postmaster, in response to some residents not receiving street-side mail delivery; (4) recognized the efforts of all those who do volunteer to serve on the town’s boards and commissions; (5) stated that there is still a town-wide parking ban in effect; and (6) reminded all that Presidents’ Day is Monday, February 21st and recycling and garbage pick up for the week will be delayed by a day.

Referral to Fees Committee re: Friends of the East Hartford Senior Center, Inc./McCartin School

Bid Waiver: East  Hartford Police Department re: Rescue Phone Sentinel Video System

                of the Town Ordinances to permit the East Hartford      Police Department to
purchase the Sentinel Video System from Rescue Phone Inc., to enhance
the police department's rescue phone functionality, using funds borne by
the 2010 Byrne Justice Assistance Grant, as stated in a memo from Lt.
Timothy A. Juergens to Police Chief Mark Sirois dated January 10, 2011,
which was attached to a memo from Chief Sirois to Mayor Leclerc         dated
January 27, 2011.

Outdoor Amusement Permit Application: 2nd Annual Burnside Craft Brewers Festival

                to approve the outdoor amusement permit submitted by Roger
Moss, Director of the East Hartford Parks & Recreation Department
in conjunction with The Burnside Brewing Co, Podunk Bluegrass
Music Festival and Franklin Distributors, to conduct a Craft Brewing
Festival with beer tasting, music, vendors, children’s activities and
overnight camping at Martin Park, located at 307 Burnside Avenue
on Saturday, June 18, 2011 from approximately 9AM to 11PM with
music form 1:30PM to approximately 7PM, subject to compliance
with adopted codes and regulations of the State of Connecticut, the
Town of East Hartford, and any other stipulations required by the
Town of East Hartford or its agencies.

Collective Bargaining Agreement: Teamsters, Local 559 Telecommunicators

Approval of Agreement

to approve the collective bargaining agreement between the Town of East Hartford and Teamsters Local 559, Telecommunicators, for the time period beginning July 1, 2010 through June 30, 2013, and as signed by Marcia A. Leclerc, Mayor, Ronald Savitski, Human Resources Director and John Lupacchino, Teamsters’ Staff Representative, dated February 9, 2011.

Contingency Transfer

year settlement costs of the collective bargaining agreement
between the Town of East Hartford and the Teamsters Local 559,

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Pat Harmon commented on the great job the Public Works department employees who were involved with snow removal have performed during this winter season.

Bill Horan commented on his recent ride-along with a Public Works employee who plowed the town’s streets and what a valuable experience it was for him.

Ram Aberasturia thanked his parents for their support of his pursuing public service and also thanked the East Hartford teachers for their guidance and dedication.

Susan Skowronek commented on the importance for those people who serve on the town’s boards and commissions to attend as many meetings as possible. Councillor Skowronek also mentioned that she attended the Winter Instrumental Concert, given by the EHHS band, and congratulated all involved for a wonderful presentation.

Mayor Leclerc commended Rick Walz and Bob Canevari, two Public Works employees, for saving the life of a town resident when they alerted the resident of smoke coming from the garage and called the Fire Department.  Mr. Canevari, who is also a volunteer firefighter in Glastonbury, was able to extinguish the fire.
