CALL TO ORDER

Chair Kehoe called the meeting to order at 7:55 p.m.  He announced the exit locations in accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


AMENDMENTS TO AGENDA

RECOGNITIONS AND AWARDS

Resolution Honoring Robert J. Damaschi

                to adopt the following resolution:


RESOLUTION HONORING ROBERT J. DAMASCHI

Whereas, Robert J. “Bob” Damaschi has served the town of East Hartford with loyalty and dedication since 1974; and

Whereas, Bob Damaschi has served the town of East Hartford for 29 years as an elected official, initially serving 6 six years on the Board of Education beginning in 1979; and

Whereas, Bob Damaschi also served on the Town Council from 1987 through 1989; and

Whereas, Bob Damaschi returned to the Board of Education in 1989 until 2010; and

Whereas, While serving on the Board of Education, Bob served on various Subcommittees of the
Board of Education including the Curriculum, Facilities, Finance & Audit, Future Planning Ad Hoc,
Policy and Audit, Public Building and Transportation Committees; and

Whereas, Bob Damaschi was an outspoken advocate for fiscal discipline with Board of Education finances and the teaching of basic skills for our students to succeed in life;  and

Whereas, Bob Damaschi has, and continues to be, a strong fighter for improving our town’s schools for the benefit of each and every child and family.

Now Therefore Be It Resolved that the Town Council thanks Bob Damaschi for his years of selfless service to our community, extends its appreciation for all the volunteer time and energy he has expended on behalf of our town’s students and wishes Bob much happiness in the future.

On call of the vote, motion carried 9/0.


Each Councillor thanked Mr. Damaschi for his exemplary service to the Town of East Hartford.  Mayor Currey recalled her days serving on the PTO when Bob was on the Board of Education, remarking on his conservative fiscal responsibility even then.


The town’s legislative delegation, represented by State Representatives Henry Genga and Timothy Larson, presented Mr. Damaschi with a citation for his years of service to the community.  Representative Genga read as follows:

BE IT HEREBY KNOWN TO ALL that the Connecticut General Assembly hereby offers its sincerest congratulations to
Robert “Bob” Damaschi
In recognition of serving your community of East Hartford with loyalty and commitment for forty years in numerous government positions: the Republican Town Committee, the first Emergency Medical Service Commission, Zoning Board of Appeals, Inland/Wetlands Commission, Economic Development Commission, Redevelopment Commission, Public Building Commission, Town Council, and – for twenty-eight years – the Board of Education.  

We owe you a debt of gratitude.  May you enjoy a happy and healthy retirement. The entire membership extends its very best wishes on this memorable occasion and expresses the hope for continued success.

Representative Genga and Representative Larson praised Bob for his staunch views on town financial issues and congratulated him for the legacy he leaves behind for the younger members of the Board of Education.

Chair Kehoe read the following statement from State Representative Jason Rojas, who could not attend tonight’s meeting:

My apologies for not being in attendance this evening. My wife and I had the birth of our third child, Celia Katherine Monday evening at 10 pm and then had election day to deal with and then arrived home this afternoon. I did want to provide a written statement recognizing Bob Damaschi for his years of service to the children and families of East Hartford. I have served in 3 elected offices and the Board of Education was by far the most difficult job that there is. Bob had the energy and commitment to serve on our Board for almost 30 years and that is an accomplishment that I believe will go unmatched in our town’s history. Bob served with a conviction that is rarely seen in politics and while Bob and I had our share of disagreements on issues I always maintained a deep reverence and respect for Bob as a colleague, friend and fellow public servant. I am proud to have him as a constituent in the 9th Assembly District and there is a part of me that likes to think that he may have even voted for me but perhaps Bob will keep that to himself. Bob is a great example of public service and he has made East Hartford proud. He always maintained a focus on what was in the best interests of our district, our town and our kids and I am forever grateful that he has worked on behalf of our East Hartford Public Schools which my children will one day attend.  

Mr. Damaschi addressed the Council and the viewing audience, thanking all for the recognition of his years of service to the town and, particularly, to the Board of Education.


2010 Service to Youth Award: Nate Quesnel

Linda Chamberlain, Youth Services Program Coordinator, announced that this is the 28th year of the Service to Youth Award Program.  Dr. Edward Orszulak, Assistant Principal of the East Hartford Middle School, who spearheaded the nomination process, congratulated Mr. Nate Quesnel for being the recipient of the 2010 Service to Youth Award.  

Mayor Currey presented the Service to Youth Award to Mr. Quesnel and thanked him for his dedication to the youth of East Hartford.

Nate Quesnel first thanked Bob Damaschi for his years of service to the town’s youth, and then thanked the Mayor, the Council, and all involved with the Service to Youth Award for this recognition.


Proclamation: Brio Academy

Mayor Currey called upon Jo-Ann Dorn, Social Services Program Supervisor, to explain that, for the past five years, the town has been partnering with Brio Academy to provide complimentary back-to-school hair cuts for the local students participating in the town’s back-to-school program.  Additionally, in July 2010, Brio Academy expanded the partnership with the town to include complimentary back-to-work haircuts for those residents who are re-entering the workforce and who are part of the Social Services back-to-work program.

The Mayor presented the following proclamation to Karen Schwarzmann, Director of the East Hartford branch of Brio Academy and Stuart Arnheim, President and Chief Executive Officer of Brio Academy:

for their unselfish donation of time and energy to offer haircuts to children going back to school and residents attempting to re-enter the

Mr. Arnheim thanked the Mayor and the Council for this recognition.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Larry Stenger, 22 Linden Street, suggested that the East Hartford Police Department establish a narcotics division to focus on illegal drug activity.

Mayor Currey (1) reminded all that leaf collection will start on Monday, November 8th in the south end of town – approximately south of Silver Lane/Main Street to the Porterbrook area; (2) stated that the town will continue to sell leaf bags until the supply is depleted; and (3) was pleased that the road bond referendum passed at the recent election and will send a letter to the residents effected by the road repairs to invite them to attend a future meeting.

At this point, the Chair recognized Councillor Marc Weinberg for a point of personal privilege.  Councillor Weinberg wished a Happy Birthday to Patricia Begley, a member of the Patriotic Commission and frequent volunteer for many town events.


COMMUNICATIONS AND PETITIONS

Resignation from the Patriotic Commission: Michael and Victoria Brinius

The Chair announced that Michael and Victoria Brinius have both tendered their
resignations from the Patriotic Commission and thanked them for their service to the
town.


Disposition of Town-owned Property Other Than Real Estate: Surplus Vehicles and
Equipment

Chair Kehoe explained that from time to time, the Council is notified of vehicles and/or equipment that are deemed unsafe and, therefore, worthless.  These items are sent to auction.  This notification is in accordance with section 10-3 of the East Hartford Code of Ordinances.  See below.

Report from the East Hartford Police Department: Use of Federal Funds

Chair Kehoe stated that, by Ordinance, the Administration is required to report to the Town Council the status of money that the East Hartford Police Department receives from the federal government, as a result of, among other things, drug forfeitures.  The report shows the town received $1,884.93 in federal revenue under this program and started the fiscal year with a balance of $18,923.24.  A total of $13,682.71 was spent on police equipment.

Appointment to the East Hartford Housing Authority: James Patterson

Sale of Mobile Home Tax Liens

                to approve the sale of tax liens as listed on the report prepared
                April 8, 2010 and updated September 14, 2010 by Finance Director
                Michael Walsh attached to a memorandum dated October 19, 2010 to
                Mayor Melody Currey, which lists and enumerates twenty-eight properties
                at Rivermead, Inc. and nine properties at The Willow’s Mobile Home Park
                along with the amount of the tax lien for each property and the high bid for
                each property, resulting from the request for proposal relevant to the tax
                lien sale and to accept the high bid for each of the thirty-seven properties
                which collectively totals $370.00.

                to approve the request of the  East Hartford Fire Department
to revise the fees charged for monitoring the Municipal Fire Alarm
system and the fees charged for the duplication of fire and other
incident reports as indicated in a letter from Fire Chief John Oates to
Mayor Melody Currey, dated July 19, 2010 and more specifically as
follows:

Annual fee for monitoring the Municipal Fire Alarm System:  $325.00

Duplication of Fire and other Incident Reports:

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Pat Harmon (1) commended Fire Chief Oates for the lighting of the town’s firehouses in pink to support breast cancer awareness month, and asked that the Chief consider lighting the firehouses to celebrate the Holidays; (2) inquired on when the “no left-hand turn” sign will be installed on Forbes Street near the back entrance to Stop and Shop; (3) asked that the Council receive an update from the Development Department.

Bill Horan received a call from an irate constituent on a series of incidents at Mt. Carmel. He also commented on the helpfulness of the dispatcher that he spoke with at the Police Department.
