REVERSE AUCTION PURCHASES
MEMBERSHIP IN THE CENTRAL CONNECTICUT SOLID WASTE AUTHORITY

Chair Kehoe called the public hearing to order at 7:12 p.m.

The following is a copy of a legal notice published in the Tuesday, August 10, 2010 edition of the Hartford Courant.

LEGAL NOTICE

Public notice is hereby given that the Town Council of the Town of East Hartford, Connecticut, will hold a public hearing on Tuesday, August 17, 2010 at 7:00 p.m. in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut, regarding the following proposed revisions to the East Hartford Code of Ordinances:

Section 10-7, Subsections (b) and (d), entitled, Reverse Auction Purchases
Section 16-24, Membership in the Central Connecticut Solid Waste Authority

Any person(s) wishing to express an opinion on this matter may do so at this meeting.

The Chair gave a brief explanation of the revisions to subsections (b) and (d) of Section 10-7 – Reverse Auction Purchases – which will allow the town, instead of going out to bid, to participate in a reverse auction process through the federal or state government, a regional governmental entity, a purchasing consortium of state governments, or through the Connecticut Conference of Municipalities.  

The new Section 16-24 – Membership in the Central Connecticut Solid Waste Authority (CCSWA) – will allow the Town of East Hartford to join the CCSWA, which authority was formed by the Capitol Region Council of Governments (CRCOG) as a way for those towns that are currently participating in the Connecticut Resources Recovery Authority (CRRA) for the disposal of their solid waste, to come together and negotiate for a more cost effective price.  Membership in the CCSWA is voluntary and the town has the ability to opt out of the CCSWA at any time.


Susan Kniep, 50 Olde Roberts Street, is against the passage of both ordinances.  Mrs. Kniep suggested that there may be a conflict of interest since the Mayor is the president of CRCOG and CCM.
