CALL TO ORDER
Chair Kehoe called the meeting to order at 7:37 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381. To accommodate the Boy Scout troop that was late in arriving, the Pledge of Allegiance was recited later in the meeting.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Mayor Currey announced that the UFL (United Football League) is coming to East Hartford, planning on five games being played at Rentschler Field next year. It will be an affordable sporting event.
At this point, the members of Boy Scout Troop 57, with Scout Masters Henry Skowronek, Ed Merrick and Scott Gay, led the Council in the Pledge of Allegiance. The Boy Scouts present were Israel DeJesus, Solomon DeJesus, Patrick Gay, Freddie Marcel and Alexander Skowronek.

COMMUNICATIONS AND PETITIONS
October 1, 2009 Grand List
Chair Kehoe summarized the town’s process of tabulating the Grand List. The total
Grand List value for October 2009 is $3,326,269,667. The largest contributor to the
Grand List is United Technologies Corporation, with a value of $352,787,600. There is a
slight decrease in value from the previous Grand List year of -0.37% primarily due to the
weak economy.
Salary Review/Non-Classified Positions
Mayor Currey provided the Council with the 2009 salary survey from Connecticut Conference of Municipalities (CCM), the pay grid for the town’s non-union non-classified Directors as of January 2010, the pay grid for the town’s non-union non-classified employees, a list of the employees classified as “assistants” to directors, and the 1997
Thompson Study of Non-bargaining positions. The Mayor stated that, compared to towns whose populations are 40,000 or above, most salaries for directors and non-bargaining employees are toward the bottom of the chart.
Chair Kehoe thanked the Mayor for the information that she provided for the Council and agreed to review the issue at this year’s budget workshops.

Appointment to the Patriotic Commission

Contingency Transfer: Republican 7th District Primary

to transfer funds in the amount of $4,872.00 from account
#G9600-63492 Reserve for Contingency to the following account #’s:
- G1300-60135 Registrar of Voters – Election Officials: $2,475.00
- G1300-62360 Registrar of Voters – Election Day Expenses: $2,397.00
to pay the expenses associated with having a Republican primary for the
7th District.

Personnel & Pensions Subcommittee re: Revised Job Description for Office Interdepartmental

to refer to the Personnel & Pensions Subcommittee the matter of the revisions to the job description for the Office Interdepartmental employee with changes as described in a memo from Mayor Melody Currey to Richard Kehoe dated February 9, 2010 with instructions to report back to the Council with its recommendations, if any.

Outdoor Amusement Permit Applications:
Gengras Harley-Davidson Spring Open House Weekend

to approve the outdoor amusement permit application of Gengras Harley-
Davidson to conduct the Spring Open House Weekend, featuring live
music, barbeque, vendors, sales and a bike wash to benefit CT Children’s
Medical Hospital, to be held on Gengras’ premises at 221 Governor Street
on Friday, April 23, 2010 from 9AM to 5PM, on Saturday, April 24, 2010
from 9AM to 4PM, with music provided from 1PM to 3:30PM, and Sunday,
April 25, 2010 from 10AM to 4PM, subject to compliance with adopted
codes and regulations of the State of Connecticut, the Town of East
Hartford, and any other stipulations required by the Town of East Hartford
or its agencies.

Todd Johnstone on behalf of Gengras Harley-Davidson/Gengras
Motorcycles to hold a demo truck event at 221 Governor Street to take
place on Saturday, May 15, 2010 from 9AM to 4PM, with music provided
on that day from 1PM to 3:30PM, and on Sunday, May 16, 2010 from
10AM to 4PM, subject to compliance with adopted codes and regulations
of the State of Connecticut, the Town of East Hartford, and any other
stipulations required by the Town of East Hartford or its agencies.

OPPORTUNITY FOR RESIDENTS TO SPEAK
Councillor Susan Skowronek attended the Winter Instrumental Concert at East Hartford High School on February 11th and commended the instructors and the students for a wonderful program.
Councillor Barbara Rossi congratulated the teachers and principal of Anna Norris School for their Presidents’ Day program held on Friday, February 12th which she attended.
Mayor Currey asked the Council to reconsider their previous motion under New Business, entitled Personnel & Pensions Subcommittee re: Revised Job Description for Office Interdepartmental.

Personnel and Pensions Subcommittee, approve the revised job
description for the position of Office Interdepartmental, with the following
change: under “Supervision Received”, delete “Finance Director” and
replace with “Mayor” as follows:
“Reports to the Finance Director Mayor…”

Councillor Marcia Leclerc inquired on an upcoming amusement permit application from Burnside Brewery to hold a beer tasting event in Martin Park. The Mayor indicated that the application has not yet been received by the town.
