CALL TO ORDER
Chair Kehoe called the meeting to order at 7:38 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Mayor Currey (1) was pleased to announce that the Hampton Inn is scheduled to open in approximately one month. The Mayor commented on what a positive image this is for East Hartford’s riverfront; and (2) explained that there are people picketing in front of Town Hall because the construction management company hired by the Mayor for the new fire station project is a non-union company.

COMMUNICATIONS AND PETITIONS
Responses to Questions from Councillors at the January 5, 2010 Meeting
Chair Kehoe summarized the answers that the Mayor provided to the Councillors from the January 5, 2010 meeting. A detailed document can be obtained by contacting the Council Clerk.
Update: Youth at Risk Task Force
On hand for the update were Cephus Nolen, Director of Youth Services, and Marc Bassos, Youth at Risk Coordinator. Mr. Bassos summarized the first year’s work – July 2008 to July 2009 – with the town’s at-risk youth. He provided the Council with the written report as well as the executive summary. Mr. Bassos categorized the update in four parts: (1) Target Youth At-Risk; (2) Impediments to Success; (3) East Hartford – Juvenile Statistics; and (4) Current & Proposed Programs to Address Youth At-Risk in East Hartford.

NEW BUSINESS
Recommendation from Fees Committee re: Circle of Life – Arts for All: Lease Renewal

to approve the lease renewal for Circle of Life Arts for All, Inc. at the
property known as 50 Chapman Street in the East Hartford Community
Cultural Center, more specifically as follows:
Three rooms on the south-east side of the lower level of the building
(3,404 s.f.) for 3 years, beginning on March 1, 2010, for the cost of $1.80
per s.f., with annual cost increases of .15 cents per s.f. on the annual
anniversary (see below)* *, and with the following stipulations
incorporated into the lease:
1. The lease is not transferable
2. No other organization or non-profit may share the space.
- And further that a copy of the new signed lease be returned to the
Fees Committee for retention.
**March 1, 2010 $1.80 s.f. $6,127.20 or $510.60 monthly
**March 1, 2011 $1.95 s.f. $6,637.80 or $553.15 monthly
**March 1, 2012 $2.10 s.f. $7,148.40 or $595.70 monthly
Lease to expire August 1, 2013.

COMMUNICATIONS AND PETITIONS (Cont’d)
Engineering Department: Operations Engineer
Mayor Currey and Denise Horan, Town Engineer, explained to the Council that an
additional Operations Engineer will be hired by the town to help meet the need for
further staffing in the Engineering Department and would be completely funded from
bond monies directly related to road work. The Mayor stated that there are over $23M
worth of town projects slated for spring of 2010.

Referral to Real Estate Acquisition & Disposition Committee re: Willowbrook School

to refer to the Real Estate Acquisition & Disposition Committee
the action taken by the East Hartford Board of Education at their
December 7, 2009 meeting concerning the Willowbrook School
property located at 95 Willowbrook Road in East Hartford, with
instructions to review the matter and report back to the Town
Council with its recommendations, if any.

Appointment to Building Code Board of Appeals

to approve the appointment of Sarfraz Nistar to the Building Code
Board of Appeals; term to expire December 2012.

Referral to Tax Policy Committee re: Properties Recommended for Tax Lien Sale

to refer to the Tax Policy Committee the list of properties
recommended for the Town’s annual tax lien sale with
instructions to review the proposed list of properties and
the process by which the town proceeds to a tax lien sale
and to report back to the Town Council with its recommendation,
if any.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION
Eric Thompson (1) inquired on, what seemed to be, the delay of the opening of the Hampton Inn; and (2) noted the repair of the billboard on Connecticut Boulevard.
Susan Skowronek remarked on the assistance provided by a town employee to the repairs needed at the Pizza Hut building and asked if the town will be reimbursed for the employee’s time.
Don Pitkin (1) commented on the recent water main break on Oak Street and the poor state of the road patch; (2) asked for an update on the Daley Court construction project; (3) inquired on an estimate for the demolition of the WIC building; and (4) remarked on a personnel issue in the Public Works department.
OPPORTUNITY FOR RESIDENTS TO SPEAK
Barbara Rossi congratulated the East Hartford Hornets – East Hartford High School’s basketball team – for their win over top-ranked Hillhouse High School of New Haven.
Eric Thompson announced that today, he and his wife will be celebrating their 16th wedding anniversary on Friday, January 22nd.
Bill Horan reminded all that East Hartford Little League registrations will be starting on February 2nd, 8th and 23rd at the East Hartford Middle School.
Mayor Currey congratulated Vincent Mancini, a volunteer for Channel 5, and his wife, on celebrating their 53rd wedding anniversary. Additionally, the Mayor stated that she appreciated the time that the Council allotted for the update on the At-Youth Risk program.
