TOWN COUNCIL CHAMBERS

DECEMBER 15, 2009

CALL TO ORDER

Chair Kehoe called the meeting to order at 7:40 p.m.  He announced the exit locations in accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


RECOGNITIONS AND AWARDS

The Chair announced that the Rotary Club had recently honored Minority Leader Donald Pitkin with the Paul Harris Award. The Council congratulated Mr. Pitkin on this recognition.

Recognition of Patricia Harmon, former Town Councillor

                to adopt the following resolution:

Know All Men By These Presents:

That Patricia Harmon has selflessly served her community with honor and distinction as a Town Councilwoman from November 2005 through November 2009; and

Whereas, her concerns have been for the welfare and well-being of all citizens of East Hartford with special care for the students driven to and from school over the past thirty-nine years; and

Whereas, she has served on Council committees including the Economic Development Commission, the Public Building Commission, the Budget Committee, the Neighborhood Improvement Committee and the Town-Owned Property Other Than Real Estate Committee; and

Whereas, the sincerity, honesty, and dedication that Patricia Harmon has demonstrated deserves the highest degree of appreciation and recognition that the East Hartford Town Council can bestow on an individual.

Now, Therefore Be It Resolved that the Town Council, the governing body of the Town of East Hartford, does hereby express the community’s appreciation for this faithful service with the highest honor it can bestow to:

Further, Let It Be Known that Mayor Melody A. Currey joins the Town Council in this affirmation of tribute and honor.

Minority Leader Pitkin requested that the following letter from Councillor Eric Thompson, who could not attend tonight’s meeting, be read into the minutes:

It is with regret that I could not be here tonight for my former colleague and friend, Patricia Harmon and her being honored.  I have nothing but respect and admiration for you, Patty.  Throughout the years serving with you on the council, you showed resolve and passion and to that I esteem you highly.  You were instrumental in my 1st budget session as a councilor and I am forever in your debt because of those times of reassurance and support.  I concur with a sentiment brought out, about you, in this year’s election cycle; in that you provide ‘Great Constituent Service!’ I hope that I can live up to the standard that you set with the residents of East Hartford, may your future be brightened knowing that you served your town with integrity and purpose.  East Hartford is a better place because of you.  May you, and all of my colleagues on the Council as well as East Hartford, have a Merry Christmas and Happy New Year.  God bless you all.  And lastly Patty, keep fighting the good fight!

Mrs. Harmon thanked the Council for this tribute and stated that she plans to stay involved in the community. The Councillors, along with the Mayor, expressed their best wishes to Mrs. Harmon for her future endeavors.  
        

Recognition of Neighboring Towns’ Assistance re: Fire at 71 George Street

Chair Kehoe called upon the Mayor and Fire Chief John Oates to present the following Certificates of Appreciation to the surrounding towns for their support at a recent fire on George Street:

for their valuable assistance, saving lives and property, during the major fire in our town on December 7, 2009.

The Mayor and Fire Chief Oates praised the Fire Departments that assisted in putting out this major fire, as well as the East Hartford firefighters, for their hard work and dedication.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey stated that the town successfully sold $8.675 million in general obligation bonds to Fidelity Capital Markets at a rate of 2.779869%.

RESOLUTIONS

Public Health Preparedness Grant Contract

MOTION  By Linda Russo
                        seconded by Barbara Rossi
                        to adopt the following resolution:

RESOLVED, that Melody A. Currey, Mayor, is authorized to make, execute and approve on behalf of this corporation, any and all contracts or amendments
thereof with the State of Connecticut Department of Public Health to fund a $86,576 “Public Health Preparedness” grant for the period August 10, 2009 through August 9, 2010.

Reprogramming 35th Program Year Community Development Block Grant Funds

MOTION  By Barbara Rossi
                seconded by Marcia Leclerc
                to adopt the following resolution:

WHEREAS, the Town of East Hartford has $159,815  in Community Development Block Grant funds available for reprogramming from the 35th Program Year Commercial Façade Improvement Program;  and

WHEREAS, the Town desires to use those funds to establish a Streetscape Improvements account to up-grade sidewalks in low to moderate income areas of town;

NOW, THEREFORE, BE IT RESOLVED that the East Hartford Town Council does authorize the reprogramming of the aforementioned 35th Year funds for Streetscape Improvements.

AND FURTHER, BE IT RESOLVED that the East Hartford Town Council does authorize its Mayor, Melody A. Currey, to act as a representative of the Town and to submit such documents as may be necessary to enact this reprogramming to the US Department of Housing and Urban Development.

COMMUNICATIONS AND PETITIONS

Update and Presentation: East Hartford Fire Department

Fire Chief Oates distributed a written update of the Fire Department’s activities as of December 2009.  The overview included the following areas: Operations Division, Medical Division, Alarm Division, Apparatus Repair Division, Fire Marshal Office, and Emergency
Management.   Additionally, Chief Oates provided the Council with a written synopsis of the Fire Department’s response to the warehouse fire on 71 George Street.


Report from the Greater Hartford Marathon

On hand to speak to the Council was State Representative Timothy Larson and BethShluger, Executive Director of the Hartford Marathon Foundation, Inc.  Mr. Larson indicated that the Greater Hartford Marathon is in its 17th year and has grown to over 12,000 runners.  This year, the participating runners raised nearly $500,000 for various charities.  Also, Ms. Shluger presented the Councillors and the Mayor with Hartford Marathon tee-shirts.

Connecticut Veterans Day Parade: Certificate of Appreciation

Chair Kehoe announced that the East Hartford Town Council is a recipient of a certificate of appreciation for participating in the 2009 Veterans Day Parade.  


Responses to Questions from Councillors at the November 24, 2009 Meeting

The Chair stated that most of the questions raised at the November 24th meeting were answered that evening by the Mayor.  However, a detailed document is available and can be obtained by contacting the Council Clerk.        


Metropolitan District Commission 2010 Budget Update

Vice Chair Horan, who is the Council’s liaison to the Metropolitan District Commission (MDC), as well as an MDC Commissioner, stated that the MDC ad valorem tax for the 2010 budget year has a zero increase for East Hartford and it is the lowest rate since 2005.  Councillor Horan commended the MDC’s ability to provide nearly 7,000,000 gallons of water to fight the recent fire on George Street without any significant drop in pressure to the surrounding neighborhoods.

Approval of Management Services Renewal Agreement: Riverfront Recapture, Inc. and the Town of East Hartford

Bid Waiver: Fire Department re: Medicaid Billing

                to waive the bidding requirements pursuant to Section 10-7(c) of the
                East Hartford Code of Ordinances and authorize the town to enter
                into a contract with EM2S (Emergency Medical Management Solutions, LLC)
                for Medicaid billing services in an amount not to exceed 6% of the collected
                amount; such contract shall terminate no later than December 31, 2011.

Referral to the Real Estate Acquisition & Disposition Committee re: Acquisition of Interest in Property Owned by the State of Connecticut (Easterly Section of Right-of-Way Along Route 2)

                to refer to the Real Estate Acquisition & Disposition Committee
                the issue of the town’s proposed acquisition of a licensing agreement
                in a section of the non-access highway line of state highway Route 2
                for the purposes of installation and maintenance of a sheet pile cut-off
                wall to support the existing flood control system, with instructions to
                investigate the issue and to report back to the Town Council with its
                recommendations, if any.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Don Pitkin (1) asked for clarification on the Mayor’s response to his question at the November 24th meeting regarding using Sterling Manor as a veterans’ residence; (2) asked that, come this spring, flowers be planted at the base of the tree stump at the corner of Linwood Street and Forbes Street; (3) made the Mayor aware that a constituent had contacted the Police Department to suggest that a “speed monitor” be placed on Long Hill Street to reduce speeding traffic in that neighborhood.  That citizen was told the speed monitor was no longer working and there were no funds available to repair it; (4) asked if there was anything that could be done about cars or trucks that park in a residential driveway but are partially in the street as well; and (5) stated that the town should be more diligent about enforcing the ordinance that prohibits the parking of vehicles on front lawns.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Mayor Currey wished all a Merry Christmas.

Susan Skowronek wished Happy Holidays to all and thanked the Council for making her feel welcomed as a new Councillor.  Ms. Skowronek also expressed her disappointment with the Board of Education’s decision to grant wage increases to some of its administrative staff.

Don Pitkin (1) commented on the Board of Education’s proposed budget regarding federal stimulus money allocated to the district; (2) stated that he also is disappointed with the Board of Education’s recent decision to grant wage increases, in light of employees laid off during this last year; and (3) wished all a Merry Christmas.

Marc Weinberg wished everybody Merry Christmas, Happy Hanukkah, Happy Kwanza, and Happy New Year!  Also, Councillor Weinberg wished an early Happy Birthday to Mayor Currey.
