Chair Leclerc called the meeting to order at 4:30 pm.


APPROVAL OF MINUTES

January 20, 2009

                to approve the minutes of the January 20, 2009 meeting.

NEW BUSINESS

Parts Clerk & Mechanics I and II: Public Works Department

Mark Callahan, a Public Works department employee and President of Local 1174, initiated a discussion with the Committee on contract negotiations between Local 1174 and the Administration at which time the issue of upgrades was raised.  The mechanics gathered information regarding the expansion of knowledge needed to repair the aging fleet of vehicles.  The union bifurcated the upgrades from contract negotiations and the contract was ratified with a zero increase.  

The Committee discussed the financial impact to the town on approving the proposed upgrades. Mr. Callahan suggested that the Committee approve the upgrades with implementation over a period of time.

seconded by Don Pitkin
to table the job description changes and upgrades for Parts Clerk and Mechanics I & II in the Public Works Union, AFSCME, Local 1174 as addressed in a memo from Steven Bielenda, Director of Human Resources to Melody Currey, Mayor dated April 13, 2009, pending review of the town’s next fiscal year’s budget.
Motion carried 3/0.

Councillor Pitkin pointed out that the job descriptions for Parts Clerk and Mechanics I and II reference receiving work orders and/or direction from a “Supervisor”.  Since the title of “Supervisor” is not contained within the budget, Councillor Pitkin suggested that the title “Supervisor” be changed to “Lead Fleet Manager” when these upgrades are reviewed next year.

Supervisor – Aquatics: Parks and Recreation Department

Roger Moss, Director of Parks and Recreation, explained that the retirement of the employee who currently holds this position has prompted the changes to the job description, which was last updated in 1990.  Mr. Moss stated that the changes are necessary to reflect the duties of the job to candidates applying for the position.  The Committee noted that the revisions to the job description do not impact salary or grade level.

                seconded by Don Pitkin
                to recommend that the Town Council approve the revised job description
for Supervisor of Recreation – Aquatics as referenced in and attached to a
memo from Steven Bielenda, Human Resources Director to Melody Currey,
Mayor dated May 29, 2009.
