TRANSFER OF 590 BURNSIDE AVENUE – DALEY COURT

Chair Kehoe called the public hearing to order at 7:13 p.m. after which he announced the exit locations in accordance with Connecticut General Statutes § 29-381.


The following is a legal notice published in the Hartford Courant on Friday, May 22nd and Friday, May 29th, 2009.  ===============================================================

LEGAL NOTICE

Public notice is hereby given that the Town Council of the Town of East Hartford, Connecticut, will hold a public hearing on Tuesday, June 2, 2009 at 7:00 p.m. in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut, to hear public comment on the proposal to transfer title of 590 Burnside Avenue (a/k/a 582 Burnside Avenue/the former East Hartford Housing Authority property known as Daley Court) to the East Hartford Redevelopment Agency.


Any person(s) wishing to express an opinion on this matter may do so at this meeting.

Chair Kehoe stated that the purpose of this meeting was to hear the public’s input on the proposal to transfer the property on Burnside Avenue that was formerly known as “Daley Court” to the East Hartford Redevelopment Agency, and then to a private, non-profit developer.  The Chair also gave a brief history of the ownership of this property and thought it would be helpful to have people associated with the proposed transfer and development to speak to this issue.  Those individuals were: Jeanne Webb, the Director of Development for the Town of East Hartford; Robin Pearson, Chair of the East Hartford Redevelopment Agency; Bill Fairbairn, President of New Samaritan Corporation, the proposed developer for this project in partnership with Daniel Merida and Emily Wolfe, from Sheldon Oak Central.

A rendering of the front and rear elevations of this 24-unit senior housing building, along with a floor plan of the individual units, was available for the Councillors and the public to review.


The following citizens came forward to speak on the proposed transaction:

Jon Searles, 51 Spaulding Circle, spoke against this project based solely on the financial impact to the citizens of East Hartford.  Mr. Searles believes that the fair market value of this property far exceeds the sale price to New Samaritan Corporation.  Additionally, Mr. Searles commented on the state of disrepair that the property is in.  


Susan Kniep, 50 Olde Roberts Street, spoke (1) to the poor condition of the property; (2) on the assessed value of this property as reported on the town’s property card in relation to the proposed selling price of this property; and (3) on the placement of signage on the property announcing the public hearing.



There being no further comments, the Chair closed the meeting at 7:40 p.m.
