CALL TO ORDER

Chair Kehoe called the meeting to order at 7:40 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381.  The Council, led by Boy Scout Troop #1 – which is the oldest troop in the United States - joined him in the pledge of allegiance.

Minority Leader Donald Pitkin asked for a point of personal privilege, as he invited all to attend the Jazz, Java & Chocolate Festival sponsored by the Friends of the East Hartford Senior Centers, Inc. on Saturday, February 28th.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey (1) stated that she’s always enjoyed the Jazz, Java & Chocolate Festival; (2) noted that Mr. Pitkin will be honored at the Lincoln’s Day dinner to be held on Saturday, February 21st; (3) told the Council that the recommended 2009-2010 budget is in the process of being printed and should be available later this week; (4) was pleased to report that there have been concessions from a number of town employees’ unions to help with the present financial situation; (5) reported that the renovations to town hall, as well as the renovations to the new Youth Services offices at the East Hartford Community Cultural Center, is progressing; (6) said that Marc Scheinberg, president of Goodwin College, told her that there are tenants ready to occupy the offices a 2 King Court; (7) told the Council that the top of the Goodwin College building is being programmed to reflect what the weather will be the following day; and (8) stated that the stimulus money from the federal government is on its way and asked the residents to contact Senators Lieberman and Dodd and Congressman Larson to express the need for financial assistance for renovations to the town’s levee system.

Charter Oak Chapter of Connecticut of the American Red Cross

                        to adopt the following resolution:


RESOLVED: That the Mayor, Melody A. Currey, be and herby is authorized to act on behalf of the East Hartford Town Council in executing a Statement of Understanding with the Charter Oak Chapter of Connecticut of the American Red Cross for cooperation and coordination between these parties in carrying out their respective responsibilities in the event of a natural or man made disaster.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Eric Thompson (1) inquired on the dues that the town pays to the Connecticut Conference of Municipalities (CCM), and (2) asked for an update on businesses complying with the town’s newly passed Sexually Oriented Businesses ordinance.

Pat Harmon (1) requested a financial breakdown of the town’s costs associated with two events sponsored by the Parks and Recreation Department: Haunted House and Podunk Bluegrass Music Festival; and (2) thanked the Mayor for her attention to the repair of several potholes on Governor Street and asked that other locations of potholes around town be repaired as well, specifically Columbus Street.

Bill Horan asked for an update on the progress that Premier Martial Arts is making on donations for obtaining vests for the K-9 division of the East Hartford Police Department.

Don Pitkin commented on the number of patches in the temporary walkway that connects the front of town hall to the parking lot.

OPPORTUNITY FOR RESIDENTS TO SPEAK

The following members of Boy Scout Troop #1 came forward:

Ryan Gardner, 88 Beaconhill Road, stated that there are large potholes on his street that need attention.

Danny Dolnick, 187 Holland Lane, a student at East Hartford Middle School, asked what the Council is doing to assist the town’s schools with obtaining updated computer equipment, because their computer lab routinely is shut down.

Brandon Dombroski, 1020 Forbes Street, inquired on the need for every student to be required to take the Collins Writing Project, as the course requirements take away from class time for AP courses required to pass the AP exam.

John Kowzun, Jr., 122 Whitehall Drive, asked if the U. S. Army Corps of Engineers had revised their testing procedures for the town’s levee system.

Councillor Harmon announced that Councillor Pitkin will be honored at the Lincoln Day Dinner on Saturday, February 21st for his years of service to the town.  The Chair extended his congratulations for this much deserved award.
