CALL TO ORDER
Chair Kehoe called the meeting to order at 7:33 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
At this point, the Chair, together with the members of the Town Council, congratulated Councillor Jason Rojas on his election to the State Legislature.

RESOLUTIONS
Roberts Street Pavement Rehabilitation
MOTION By Barbara Rossi
seconded by Eric Thompson
to adopt the following resolution:
WHEREAS, the Town of East Hartford has published a legal notice display ad, mailed the news release to a number of officials and agencies, and mailed a formal letter to abutting property owners, announcing the proposed STP Urban Transportation project known as Roberts Street Pavement Rehabilitation Project #42-HO44; and.
WHEREAS, the Capitol Region Council of Governments has selected this project as a regional priority and to utilize federal funds for right-of-way, preliminary engineering and construction activities; and
WHEREAS, the Town Council finds that the proposed Roberts Street Pavement Rehabilitation Project is in the best interest of the Town of East Hartford, and will promote the health, safety and general welfare of its residents and provide for convenience and safety of the motoring public.
NOW THEREFORE BE IT RESOLVED: that the East Hartford Town Council strongly supports the Roberts Street Pavement Rehabilitation Project.
On call of the vote, motion carried 9/0.
COMMUNICATIONS AND PETITIONS
Update from the Hockanum River Commission
Paula Flack Saaf, the Chair of the Hockanum River Commission (HRC), introduced the following members of the Commission who were in attendance: Peter Klock, Tony Hollister, Dave Cannell, and Bruce Jokubaitis. Also present was Stacey Smith, who volunteers for the Commission, particularly in photographing the trail. Ms. Saaf summarized the activities that the recently formed HRC has undertaken over the last few months. A massive clean-up effort, with volunteers from the Connecticut International Baccalaureate Academy, resulted in the collection of several large items of trash along the Hockanum Trail. Chair Kehoe asked Ms. Saaf to keep the Council updated periodically on the Commission’s progress.
NEW BUSINESS
Outdoor Amusement Permit Application: “Holiday Fest ;08”

to approve the outdoor amusement permit application of “Holiday Fest 08”
for the purposes of conducting the Annual Holiday Fest as follows:
- Tree-lighting ceremony with music and singing to be held on the lawn of the Town Green on Friday, December 5th between the hours of 6:30 and 7:30 PM.
- Miscellaneous activities including a petting zoo, horse & buggy rides and a snowman building contest to be held on the Town Green on Sunday, December 7th between the hours of 12:00 PM and 3:00 PM.
- Tree of Lights ceremony with music to be held on the lawn of the Raymond Library on Monday, December 8th between the hours of 6:00 PM and 6:30 PM.

required by the Town of East Hartford or its agencies.

Waiver – Carpet Installation Services

seconded by Marcia Leclerc
to waive subsection (i) of Section 15-12 of the Town of East Hartford
Code of Ordinances to permit the town to enter into a contract for carpet
installation services with Michael Parys not to exceed $4,000.00.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION
Don Pitkin (1) asked for an update on road repairs to Hills Street; (2) inquired on the status of the town dikes; (3) noted that access to phase II of Silver Lane Cemetery is blocked off and asked to have it opened.
Rich Kehoe complimented the registrars of voters and the poll workers for their dedication and their professionalism during the recent election.
OPPORTUNITY FOR RESIDENTS TO SPEAK
Mayor Currey addressed the Council on the meeting that she had attended earlier in the evening regarding the improvements to the intersection of Silver Lane at Forbes Street. The Mayor distributed brochures generated by the State of Connecticut Department of Transportation that outlined the details of the project, i.e. proposed sidewalks, the acquisition of property, new drainage pipes, etc. The Mayor also announced that the leaf collection program had begun.
