CALL TO ORDER

Chair Kehoe called the meeting to order at 7:32 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


The Chair stated that he had represented the town at the “Walk for Peace” that was held in Martin Park by
members of the Ghanaian community in East Hartford for a peaceful election in Ghana.  

Minority Leader Pitkin passed along greetings from former Police Commander Robert Kenary.

RESOLUTIONS

Charter Oak Greenway Project Grant

MOTION  By Jason Rojas
                        seconded by Eric Thompson
                        to adopt the following resolution:

BE IT RESOLVED, that it is in the best interest of the Town of East Hartford, Connecticut, to enter into contracts with the State of Connecticut Department of Environmental Protection pertaining to a $50,000 grant for the design of the Charter Oak Greenway Project.

IN FURTHERANCE OF THIS RESOLUTION, Melody A. Currey, Mayor of the Town of East Hartford, is duly authorized to enter into and sign said contracts on behalf of the Town of East Hartford.  The Mayor is further authorized to provide such additional information and execute such other documents as may be required by the State or Federal government in connection with said contracts and to execute any amendments, rescissions and revisions thereto.

Memorandum of Understanding – State of Connecticut re: Federal Department of Homeland Security Grant Program

                to adopt the following resolution:

RESOLVED, that the Town Council of the Town of East Hartford, Connecticut, may enter into with and deliver to the State of Connecticut Department of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate regarding a memorandum of agreement to participate in regional funding through the 2007 Department of Homeland Security grant program; and

FURTHER RESOLVED, that Melody A. Currey, as Mayor of the Town of East Hartford, Connecticut, is authorized and directed to execute and deliver any and all documents on behalf of the Town of East Hartford and to do and perform all acts and things which she deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.

On call of the vote, motion carried 7/0.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Jason Rojas asked that the Council receive a report from the Administration regarding all the regional partnerships that the town is involved with.

Eric Thompson noted that the sidewalk near the School Street entrance to the Public Safety Complex is crumbling and in need of repair. Also, Councillor Thompson asked if the Administration had answered Councillor Rojas’s question that he posed at the August 5, 2008 meeting where he inquired on the possibility of paying taxes every three months, instead of every six months, in order to make the payment amounts more manageable.

Don Pitkin inquired on the hiring policy and practices of the Administration in light of the recent hiring of the new Fire Chief.
