CALL TO ORDER

Chair Kehoe called the meeting to order at 7:30 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Ginny Lynch, 77 Chapel Street, had questions arising from a transportation problem that her son experienced with the Greater Hartford Transit District. Additionally, Ms. Lynch asked when the Youth at Risk Task Force would be implemented and believes that there is a great need for it in the community.

Bill Brown, 877 Burnside Avenue, spoke in favor of revising Section 16-5 of the town ordinances that deals with trash collection policies for condominiums.  Mr. Brown also asked that the town look for other ways to assist this small condominium complex.

Cindy Brown, 894 Burnside Avenue, spoke in favor of the revision to Section 16-5 of the town ordinances that deals with trash collection policies for condominiums.

Mayor Currey addressed the Council on the following issues: (1) stated that she will get the answers to questions that Ms. Lynch had on the Greater Hartford Transit District; (2) attended the meeting that honored Moe Belanger for his years of fundraising for Riverfront Recapture; (3) the Mayor will give the Council an update on the repairs of the town's dike system in January 2008; (4) there will be a public hearing on the FEMA mapping for the town's flood control system in mid-January 2008; (5) Cephus Nolen will be updating the Council on the Youth at Risk Task Force in January 2008; (6) the town's leaf collection is still in progress; (7) the Mayor extended Season's Greetings and a Happy New Year to the Council and to the citizens of East Hartford.

RESOLUTIONS

HIV/AIDS Prevention and Intervention Services Grant

                        to adopt the following resolution:

That Mayor Melody A. Currey has been empowered to make application to, execute contracts and any or all amendments thereto, on behalf of the Corporation, between the Corporation and the State of Connecticut Department of Public Healthor its successor agency concerning a grant to fund an HIV/AIDS Prevention and Intervention Services Program.

Revision to the Town of East Hartford's Plan of Conservation and Development re: 351 Silver Lane

                        to adopt the following resolution:

The Town Council approves a request to expand the commercial node in the western Silver Lane Corridor including one property of 1.34 acres knows as 351 Silver Lane.  This change to the Plan of Conservation and Development also requires action by the Planning and Zoning Commission.

COMMUNICATIONS AND PETITIONS

Resignation of Barbara Rossi from the Historic District Commission

The Chair announced the resignation of Councillor Rossi from the Historic District
Commission in compliance with Section 2-80(b) of the Town of East Hartford Code of
Ordinances.  Ms. Rossi stated that she enjoyed serving on the Commission and will miss
all those she served with.

Presentation by the Greater Hartford Transit District

Peter Bonzani, one of the town's representatives to the Board of Directors of the Greater
Hartford Transit District (GHTD), introduced Sandra Sheehan, the Director of Grants for
the GHTD.  Ms. Sheehan started her presentation by acknowledging the issue that Ms.
Lynch had brought forth at the beginning of the Town Council meeting, and stated that
she would get answers to Ms. Lynch as soon as possible.  Ms. Sheehan gave a brief
synopsis of the services provided by the District.

Mobile Home Delinquent Tax Collection

                investigate the issue and report back to the Town Council with its

Properties Recommended for Tax Lien Sales

                to refer to the Tax Policy Committee the recommendation by the Town's
                Finance Director to include tax liens on fifty properties in town totaling
                $821,000.00 in a tax lien sale with instructions to the Committee to
                consider the proposal and to report back to the Town Council with its   
                recommendations, if any.

Eric Thompson inquired on (1) the future use of Shea Park and the possible remediation of the soils; (2) the completion date of the renovations of Firehouse #1; (3) improving communications between Councillors and the community.

Don Pitkin (1) commented on the length of time for the completion of the renovations at Firehouse #1; (2) stated that the area known as Shea Park was filled in during Councillor Pitkin's first term on the Town Council in the late 1960's; (3) indicated he is against moving any more town departments to the East Hartford Community Cultural Center.

Jason Rojas suggested that if the town does not plan to utilize Shea Park as a park, he would like to see it re-forested.

OPPORTUNITY FOR RESIDENTS TO SPEAK

Ginny Lynch, 77 Chapel Street, thanked both the Council and Ms. Sheehan of the Greater Hartford Transit District for their response to a recent issue with transportation for her son.

Mayor Currey announced that on Thursday, December 13, 2007 at noon "Wreaths Across America" will be held at Hillside Cemetery and all of the Council is invited.

Bill Horan thanked the Council for his appointment as a Commissioner to the Metropolitan District Commission.

Don Pitkin thanked Channel 5 for the hours they volunteer throughout the year and wished all a Merry Christmas and Happy New Year.
