CALL TO ORDER

Chair Kehoe called the meeting to order at 7:35 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

At this point, Minority Leader Pitkin asked the Chair's position on the propriety of passing multiple actions with a single motion. The Chair responded that he didn't see a problem with consolidation of certain motions.
                
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Pat Sirois, Chair of the Beautification Commission, addressed the Council on the upcoming Holiday Fest. The Councillors purchased "holiday buttons" from Ms. Sirois, who stated that the proceeds will go to the East Hartford fuel bank.
Mayor Currey stated that (1) "Lunch with the Mayor" is continuing and will be the last Thursday of the month at noon; (2) she contacted the congressional delegation for their support in moving the decertification of the town's dike date further out on the calendar to give the town more time to comply with federal mandates.  Additionally, the Mayor has looked into applying for funds from the State Flood Control Bond Act to help offset the cost of repairing the town's dikes; (3) she thanked the community for voting in favor of the most recent bond referendum for the repair of the town's dikes.

Dial-A-Ride Operating Assistance Grant

Currey is authorized to make, execute and approve on behalf of this corporation, any and all contracts or amendments thereof with the Greater Hartford Transit District in relation to an $11,766.44 grant to the Town of East Hartford to be used to support costs associated with the operation of the Dial-A-Ride Program.

Parks Improvements Grant Agreement

RESOLVED: that Melody A. Currey, Mayor of the Town of East Hartford be and hereby is authorized to execute on behalf of this municipal corporation a Personal Services Agreement with the State of Connecticut for financial assistance to improve seven recreation areas as identified in a memo from Grants Administrator Mary Martin dated November 2, 2007.

Local Prevention Grant: East of the River for Substance Abuse Elimination (ERASE)

                to adopt the following resolution:
RESOLVED, that Melody A. Currey, Mayor of the Town of East Hartford, be hereby authorized to execute on behalf of this municipality, a grant application in an amount not to exceed $5,675 with the State of Connecticut Department of Mental Health and Addiction Services to support the activities of a local alcohol, tobacco, and other drug abuse Prevention Council, and to file any amendments or reports as may be required to successfully complete the terms of the grant contract.

Majority Leader Leclerc announced that Cephus Nolen, Youth Services Director, had been inducted into the East Catholic High School Hall of Fame. The Town Councillors congratulated Mr. Nolen on this honor.

Department of Economic and Community Development Grant re: East Hartford Boulevard South

                to adopt the following resolution:

WHEREAS, the State of Connecticut Department of Economic and Community Development is authorized to extend financial assistance for economic development projects, and

WHEREAS, it is desirable and in the public interest that the Town of East Hartford make an application to the State for $7,000,000 (seven million dollars) in order to undertake the planning, design, regulatory review and construction of an access roadway project known as “East Hartford Boulevard South and Associated Roadway Improvements”, to be located at the southern end of Rentschler Field, and to execute an Assistance Agreement.

NOW, THEREFORE, BE IT RESOLVED by the Town Council that the filing of an application for State financial assistance by the Town of East Hartford in an amount not to exceed $7,000,000 (seven million dollars) is hereby approved and that Mayor Melody A. Currey is directed to execute and file such application with the Connecticut Department of Economic and Community Development, to provide such additional information, to execute such other documents as may be required, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an agreement is offered, to execute any amendments, decisions, and revisions thereto, and to act as the authorized representative of the Town of East Hartford.

State of Connecticut Regional Performance Incentive Grant Program:

Animal Control Facility

East Hartford Works Website

Jeanne Webb, the town's Development Director, announced that the redesign of the
East Hartford Works website is completed and highlights the available development
status of different areas in the community. The website is located at www.ehworks.com.


Holiday Fest Update

The Chair noted that Holiday Fest Chair Pat Sirois had updated the Council on this event
earlier in the evening.

Recommendation from the Ordinance Committee re: Section 10-28(a) and (b), Severely Disabled Veterans' Tax Exemption Ordinance

                new subsection (b) as set forth in the October 24, 2007 draft of the
                severely disabled veterans' tax exemption.

Severely Disabled Veterans Tax Exemption

Section 10-28 of the town ordinance is amended to add a new subsection b as follows:


Sec. 10-28. Exemption from Property Tax for Veterans.
(a). The Town adopts the provisions of Connecticut General Statutes section 12-81f to allow an additional exemption from property tax of five thousand dollars for the October 1, 2004 grand list and of ten thousand dollars for the October 1, 2005 grand list and subsequent grand lists for persons who are veterans and who meet the eligibility requirements set forth in said section, provided such veteran's qualifying income does not exceed an amount equal to eleven thousand dollars more than the applicable maximum amount as provided under Connecticut General Statutes Section 12-81l.

(b). The Town adopts the provisions of subsection (c) of Connecticut General Statutes section 12-81 (21) to allow for a total exemption from local property taxation for the dwelling and property on which such dwelling is located for a severely disabled veteran who has received financial assistance for specially adapted housing under the provisions of 38 U.S.C. section 2101.

                pursuant to C. G. S. §8-137 to approve the sale of property at 482-484
                Burnside Avenue for $12,500 provided that:
                
        1.      the property shall not be sold or transferred to a non-profit entity
        2.      provided that if the redeveloper sells or transfers such property within ten years of the sale by               East Hartford Redevelopment Agency to the redeveloper, the redeveloper shall pay the Town of            East Hartford the difference between the fair market value of 482-484 Burnside Avenue on the            date of the sale by the East Hartford Redevelopment Agency to the redeveloper minus $12,500             according to the following schedule:
                        a.      100% of the difference if sold between initial conveyance date through year 5 after
                                initial conveyance date;
                        b.      80% of the difference if sold in the 6th year;
                        c.      60% of the difference if sold in the 7th year;
                        d.      40% of the difference if sold in the 8th year;
                        e.      20% of the difference if sold any time after the 9th anniversary of the sale and on, or
                                before, the 10th anniversary of the initial conveyance date.

Capital Improvement Program – Lease Purchase Agreement

                to adopt the following resolution:

RESOLUTION TO AUTHORIZE A MUNICIPAL TAX-EXEMPT
LEASE PURCHASE FINANCING AGREEMENT

WHEREAS, the Town of East Hartford intends to purchase various capital equipment as part of the Town of East Hartford’s Approved 5-Year Capital Improvement Plan for the Years 2007-2008 through 2011-2012 totaling $1,160,385; and

WHEREAS, in an action approved on June 19, 2007, the Town Council directed unexpended funds from the 2006-2007 fiscal year totaling $725,000 to be moved to the Capital Expenditure Reserve Fund; and


WHEREAS, the cost of the various capital equipment and replacement furniture designated for lease-purchase financing totals $435,385; and


WHEREAS, the Town will budget approximately $125,000 for four years beginning in fiscal year 2008-2009 in the General Operating Fund to pay principal and interest for the purchases.  


THEREFORE BE IT RESOLVED, that the Mayor of the Town of East Hartford is authorized to enter into a master lease purchase agreement and related documents with the town’s master lease provider in the principal amount not to exceed $435,385.  The interest rate, payment schedule and other details of the financing shall be mutually determined between the company and the Mayor, whose signatures will indicate approval of specific terms and conditions.


BE IT FURTHER RESOLVED, that the Town declares its intent to be reimbursed for any temporary advances from the General Fund to pay for any part of the equipment from proceeds of the lease financing in accordance with Treasury Regulation 26 CFR 1.103-18 and/or 26CFR1.150-2.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Pat Harmon inquired on (1) the completion date of the renovations at Firehouse #1; and (2) the possibility of cross-training a police dog in the town's K-9 division to be utilized for drug enforcement.

Don Pitkin requested (1) an update on the plans for the development of DiPietro Park; (2) an update on the Silver Lane Cemetery matter with the Army Corps of Engineers; (3) plans/prints on the renovations and modifications to Town Hall.

Eric Thompson asked what plans are pending for Elizabeth Shea Park, located on Mercer Avenue.

Jason Rojas inquired on (1) the feasibility of installing a soccer field at Shea Park; (2) requested an update on the Youth Task Force Committee; (3) thanked the Mayor for her quick response to his questions on various agenda items.

                the property located at 950 Silver Lane, owned by Stop & Shop

OPPORTUNITY FOR RESIDENTS TO SPEAK

Patrick Sanzo, 23 Risley Street, commented on the following: (1) stated that the soils at Shea Park would not be conducive to the construction of soccer fields; (2) inquired on what the economic impact has been to Silver Lane businesses since the construction of Rentschler Field; (3) suggested that the town allow visitors to Rentschler Field to park in downtown parking lots and that the town provide a shuttle bus for transportation to Rentschler Field; (4) congratulated the Town Council on their recent election success.


Councillor Thompson called for a point of order to wish everyone a Happy Thanksgiving.  The Council joined him in wishing the citizens of East Hartford a wonderful holiday.
