CALL TO ORDER
Chair Kehoe called the meeting to order at 7:31 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

Resolution Honoring Mary Alice Dwyer-Hughes

to adopt the following resolution:
RESOLUTION HONORING MARY ALICE DWYER HUGHES
Whereas, Mary Alice Dwyer-Hughes has served on the Town Council for 10 years, 4 of those years as Council Majority Leader; and
Whereas, Mary Alice Dwyer-Hughes served as the Council liaison to the East Hartford Housing Authority for 8 years and served as the Council representative on the Economic Development Commission for all 10 years; and
Whereas, Mary Alice Dwyer-Hughes served on many Town Council committees including Fees Committee, Real Estate Acquisition and Disposition Committee, Personnel and Pensions Committee and the Budget Committee; and
Whereas, Mary Alice Dwyer-Hughes is a well-respected leader on the Town Council, well-known for her passion and love for the Town of East Hartford, and for her strong advocacy for upgrading our community and improving our schools; and
Whereas, Mary Alice Dwyer-Hughes has expertly guided the majority Democrats on the Town Council, worked cooperatively with Republican councilors, reduced the level of partisanship on this elected body, and focused every member’s attention on the ultimate goal of the Town Council – making our town the best community possible.
NOW, THEREFORE BE IT RESOLVED that this Town Council extends its sincere and heartfelt appreciation to Mary Alice Dwyer-Hughes for her decade of dedicated service to the Town of East Hartford on this Town Council, and that this Town Council expresses its hope that Mary Alice Dwyer-Hughes will continue to be a strong advocate for the betterment of our community and will continue to work with the Town Council in the future.
ALSO, BE IT RESOLVED that Mayor Melody Currey joins the Town Council in this affirmation of tribute and honor for Mary Alice Dwyer-Hughes.
On call of the vote, motion carried 9/0.
The entire Council, along with the Mayor, thanked Majority Leader Dwyer-Hughes for her contributions to the town over the last 10 years. Ms. Dwyer-Hughes thanked the Council for their support and guidance during her tenure.
Chair Kehoe congratulated the Boston Red Sox on their second win of the World Series in four years.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Mayor Currey commented on the bond package that the Governor signed today that will benefit the town and expressed her gratitude to the town's legislative delegation for their hard work on this matter.

Setting a Public Hearing Date of Tuesday, November 20, 2007 re: Section 10-28 (a) and (b) of the East Hartford Code of Ordinances

to set a public hearing date for Tuesday, November 20, 2007 at 7:00 PM in
Council Chambers regarding a proposal from the Ordinance Committee to
amend section 10-28 of the Town of East Hartford Code of Ordinances to
add a new subsection (b) to provide severely disabled veterans with a tax
exemption.

OPPORTUNITY FOR RESIDENTS TO SPEAK
Susan Kniep, 50 Olde Roberts Street commented on the following: (1) the use of Mercer Avenue as an exiting road from Rentschler Field; (2) the agreement signed by the Mayor between the town and union employees that have been relocated to other town positions due to the leasing of the East Hartford Golf Course; (3) the redevelopment of the Burnside Avenue properties recently discussed at a Real Estate Acquisition & Disposition Committee; (4) questioned the authority of the Inland/Wetlands Commission and the Engineering department regarding applications for activity within a regulated inland/wetland area.
Mayor Currey addressed the comments of the previous speaker as follows: (1) Mercer Avenue – no immediate plans for use of Mercer Avenue as an exit from Rentschler Field, but there were two public hearings on the environmental impact of the development of Rentschler Field which included Mercer Avenue as an exit. The Mayor stated that there would be ample time prior to the build-out for input from neighborhood residents; (2) the East Hartford Golf Course contract - the Mayor has addressed this issue several times in the past, but will be available for answers to any questions from citizens; (3) redevelopment of Burnside Avenue - when completed, the site will house a $2.1M building and will generate real estate and personal property taxes of approximately $100,000 annually; (4) the Inland/Wetlands Commission and Engineering
Department have the responsibility of determining if a fine should be levied if a violation occurs.
