09-21-11 Redevelopment Agency Meeting Minutes
A Regular Meeting of the EAST HARTFORD REDEVELOPMENT AGENCY was held in the Second Floor Conference Room, 740 Main Street, East Hartford, Connecticut on Wednesday, September 21, 2011.

  • CALL TO ORDER
  • The meeting was called to order at 6:03 p.m by Chairperson Pearson
  • ROLL CALL

MOTION  by Mr. Ryan, seconded by Mr. Maine to approve the bills list

  • APPROVAL OF MINUTES
  • June 15, 2011 regular meeting
MOTION  by Mr. Maine, seconded by Mr. Ryan to approve the minutes

  • June 17, 2011 special meeting
MOTION  by Mr. Ryan, seconded by Mr. Maine to approve the minutes

  • NEW BUSINESS
  • Chairperson Pearson questioned Mr. Choquette on the community’s satisfaction with the Agency’s handlings of current RDA sites
  • Ms. McCreery requested that 957 Main Street (Area 2, Corner of Main & Governor Street) be added to future agendas under “Old Business”
  • OLD BUSINESS
  • 590 Burnside Avenue – Daley Court
  • Mr. Choquette spoke with Reginald Fairbairn, President  & CEO of New Samaritan Corp, who indicated that he will not have the status of the HUD application until December 2011.
  • Mr. Maine inquired about the approvals necessary to move the project forward
  • Mr. Choquette reported that they are looking at having the project put on the October agenda for Planning & Zoning.
  • Mr. Ryan asked about alternative funding should the HUD application not be accepted.
  • Chairperson Pearson requested correspondence be sent to Mr. Fairbairn informing his agency that the RDA is concerned they may need to take another look at the property and that it is imperative he proceed with the necessary site approvals while New Samaritan’s intent is still in place.  She will request that he provide his permitting schedule and when he intends to come before the Planning & Zoning Commission.

  • Ms. McCreery asked if CREC, currently leasing St. Rose, would be interested in utilizing the property.
  • Mr. Ryan inquired about the taxes that would be potentially paid to the Town on this site
