09-22-10 Redevelopment Agency Meeting Minutes
A Regular Meeting of the EAST HARTFORD REDEVELOPMENT AGENCY was held in the Second Floor Conference Room, 740 Main Street, East Hartford, Connecticut on September 22, 2010.

  • The meeting was called to order at 6:01 p.m.

  • EXECUTIVE SESSION FOR DISCUSSION OF PENDING CLAIM REGARDING RAFAEL ZELIGZON AND ARLETTE, LLC
MOTION  by Mr. Maine, seconded by Ms. McCreery to move in to executive session.
Administrative personnel were requested to remain for this session.

  • Agency action on executive session matter regarding Rafael Zeligzon and Arlette, LLC

  • Daley Court – 590 Burnside Avenue
  • Reginald W.H. Fairbairn, representing New Samaritan, presented the Commissioners with HUD’s standard rating criteria application for the 202 Program grant (supportive housing for the Elderly).  This application was given a score of 92.  Mr. Fairbairn reported that typically scores over 88 are given funding, but that the project was awarded to a group out of Waterbury scoring a 96.  Mr. Fairbairn suggested ways in which this application may pick up a few points, and after reviewing the assessors card on file, 2 additional points should be rewarded in the next round which is slated for October/November 2010.
  • Ms. Pearson requested that Mr. Choquette review the contract the Agency has with New Samaritan to see if any additional actions must be taken by Commissioners prior to the re-submittal of the HUD application.
