06-16-10 Redevelopment Agency Meeting Minutes
A Regular Meeting of the EAST HARTFORD REDEVELOPMENT AGENCY was held in the Second Floor Conference Room, 740 Main Street, East Hartford, Connecticut on June 16, 2010.

  • CALL TO ORDER
  • The meeting was called to order at 6:05 p.m.
  • ROLL CALL

MOTION  by Ms. McCreery, seconded by Mr. Ryan to approve the bills list

  • BURNSIDE AVENUE REDEVELOPMENT
  • 430 Zeligzon/Arlette – Possible Executive Session
  • Matter was deferred to a future meeting - TBA
  • 550 Burnside – RFP
  • Ms. Webb met with Dave Souza from Clough Harbor, who has agreed to look at the site, pro bono, and come up with a presentation to be given at a future RDA and/or P&Z meeting;
  • Mr. Ryan asked about “zig-zag” striping down Burnside to slow traffic;
  • Ms. Pearson asked that bike lanes be taken into consideration when a plan is being developed;
  • Ms. Webb suggested revisiting the road plan to be included in the final draft of the RFP as well as taking a look at including floating zones;
  • Ms. Webb’s final recommendation is to hold off on putting the RFP out until the issues above have been addressed.
  • 590 Burnside – Progress Report
  • Ms. Webb should hear on June 30, 2010 on the outcome of the HUD application and she will notify Commissioners of same.
  • NEW BUSINESS
  • Commissioners discussed the Gazette article addressing the incentive housing zones and if a response was appropriate.
  • OLD BUSINESS
  • Housing For Economic Growth Project
  • Final draft of report should be received by July 10, 2010.
  • Main Street Improvement Project
  • Neighborhoods have been broken down from bridge to bridge with corresponding lists ready for data collection on the conditions of these areas.  If Commissioners would like to assist in the data collection, lists are available in the Development Department – contact Aya Beckles;
  • A perennial planting design is being but together for Main Street businesses;
  • CEDF is working on obtaining funds to purchase solar operated trash cans which will automatically notify Public Works when they are full;
  • A meeting was held with the owner of Church Corner Inn and a number of issues were discussed;
  • Mr. Ryan suggested surveillance cameras be placed on the high rise behind the building or on the police substation to monitor activity behind the Inn.
  • Ms. Webb met with Mark Bassos to look into an East Hartford store along Main Street.  Greg Lewis at CEDF may get involved with this project.  If Commissioners know of any retirees that may want to have ownership in this with management responsibilities, please notify Ms. Webb.
