PUBLIC BUILDING COMMISSION MEETING MINUTES
THURSDAY, DECEMBER 13, 2012 (DRAFT) revision #1
A special meeting of the Public Building Commission was held on Thursday, December 13, 2012 in the Welling Conference Room in the East Hartford Town Hall. The meeting was called to order at 7:02 P.M. by Chairman Daniel DePietro.

APPROVAL OF OCTOBER 18, 2012 MEETING MINUTES:

To approve the Minutes of the October 18, 2012 meeting.
Vote: Motion approved unanimously.
RAYMOND LIBRARY ADDITION AND RENOVATION:
Architects Bruce Tuthill and Peter Wells presented a number of design boards showing the proposed façade elevations and site plan. In addition, Mr. Johnston described the proposed parking plan. Highlights of the presentations included the following: number of curb cuts to be reduced from the current four to only two; drainage will be via on-site dry wells with only the overflow going into the municipal drainage system; flow of parking will be two-way; a wooden fence is proposed as a buffer to the residence located on the eastern property line.
The parking plan will require a number of side and rear yard variances. These will be brought before the Zoning Board of Approvals at their meeting scheduled for January 24, 2013.

Peter Wells described plans for a terrace to be constructed on the south side in front of the window that will display the J57 engine model. He also pointed out plans for a handicapped access ramp into the lower level community rooms, the addition of windows to the existing blank wall on the south side, the raising of the floor level in the Children’s section to provide for proper headroom height in the community rooms, and the replacement of a stair on the main level to comply with the Fire Code.
Loren Grabinsky distributed information on the variable refrigerant flow HVAC system and noted that the building will not have lightning protection but will have surge protection.
Chairman DePietro expressed an interest in knowing why the unexcavated section of the basement will remain and what materials are present in that area. Architect Bruce Tuthill stated that it is not known what materials are present and that this area is not slated to be investigated under the current plans.
It was determined that the next meeting of the Commission will take place at Raymond Library so that a tour of the building can be held in addition to a presentation on the progress of plans for the mechanical, electrical, and plumbing designs. The meeting was tentatively scheduled to take place on Thursday, January 17, 2013 pending the availability of all parties.

NEW BUSINESS:
A discussion was held regarding meeting Freedom of Information requirements for all Commissions. Mary Martin and Al Costa, Director of Facilities for the East Hartford Board of Education,will work together to be sure proper notice is given to the public.
