PLANNING AND ZONING COMMISSION
JUNE 25, 2014

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 25, 2014.

CALL TO ORDER

The meeting was called to order at 7:00 P.M.

Michael Dayton, Town Planner
Denise Horan, Town Engineer

Chair Peter Bonzani declared a quorum and the Commission would be voting with 7 members.


SITE PLAN APPLICATION – 76 Meadow Street, Installation of two 250KW and one 300KW
emergency electrical generators to an existing natural gas utility facility.
Applicant: Connecticut Natural Gas Corporation

Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to postpone action since the applicant was not in attendance.  The applicant arrived at 7:15 and the following motion was made:

Upon a motion by Travis Simpson, seconded by Kathleen Salemi, the Commission vote (7-0) to approve the above site plan application, with the following conditions:
  • Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Provide erosion controls for the catch basins located easterly and westerly of the proposed generator installation (labeled CB#7 and CB#8 on the plans provided).
  • Provide detail of the proposed cleanout with curb box top.
  • Provide construction details, elevations, etc. for proposed generator pad.
  • Provide details for chain link fence enclosure.
  • Provide details of new pavement striping – color, layout, etc.
  • Show call-outs on plan for the curbing details adjacent to the proposed construction.
  • Site Modification bond set in the amount of $3,000.00.

SITE PLAN APPLICATION – 869 Forbes Street, aka East Hartford High School, Reconstruction and surface rehabilitation of existing tennis courts and installation of a perimeter sidewalk.
Applicant: Town of East Hartford, Department of Public Works

Upon a motion by Kathleen Salemi, seconded by Mary Whaples, the Commission Voted (7-0) to approve the above site plan application.


SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION – 869 Forbes Street, aka East Hartford High School, Reconstruction and surface rehabilitation of existing tennis courts and installation of a perimeter sidewalk.
Applicant: Town of East Hartford, Department of Public Works

Upon a motion by Kathleen Salemi, seconded by Mary Whaples, the Commission Voted (7-0) to approve the above soil erosion and sedimentation control application.


8-24 REFERRAL

  • Tennis Court Improvements at 869 Forbes Street, aka East Hartford High School
Upon a motion by Kathleen Salemi, seconded by Mary Whaples, the Commission Voted (7-0) to approve the above 8-24 referral for the tennis court improvements at East Hartford High School located at 869 Forbes Street.


ADJOURNMENT

The meeting adjourned at 7:20 P.M.
