REGULAR SESSION MEETING MINUTES
PLANNING AND ZONING COMMISSION
JUNE 11, 2014

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 11, 2014.

CALL TO ORDER

The meeting was called to order at 7:49 PM.

At the public hearing, Chair Bonzani declared a quorum and the Commission would be voting with 7 members, including Alternates Crystal Hernandez and John Ryan.


APPROVAL OF MINUTES

  • Design Review Minutes ñ May 14, 2014
Upon a motion by Travis Simpson, seconded by Crystal Hernandez, the Commission Voted (5-0-2) to approve the Design Review Minutes of May 14, 2014. (Commissioners Whaples & Povinelli abstained)

  • Regular Session Minutes ñ May 14, 2014
Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted (5-0-2) to approve the Regular Session Minutes of May 14, 2014. (Commissioners Whaples & Povinelli abstained)
  • Plan of Conservation and Development Workshop Minutes ñ June 4, 2014
Upon a motion by Mary Whaples, seconded by Paul Roczynski, the Commission Voted (6-0-1) (Alternate Crystal Hernandez abstained) to approve the Plan of Conservation and Development Workshop Minutes of June 4, 2014 with the following correction:

Under Miscellaneous: The Chair suggested holding a workshop on this item storage bins in the near future.



SPECIAL PERMIT USE APPLICATION ñ Under Section 209.2 to allow the allocation of 25 off-site
parking spaces located at 33 Leggett Street for the adjacent parcel known as 47 Leggett Street.

Applicant: Rome Clifford Katz & Koerner, LLP
(application postponed from the May 14, 2014 meeting)

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above special permit use application with the following conditions:

  • Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
  • There are no sidewalks on Leggett Street in this area, and there does not appear to be a paved path for pedestrian traffic to travel from the parking area at 33 Leggett Street to 47 Leggett Street, except by having to walk in Leggett Street.  Verify and indicate route of expected pedestrian traffic.
  • Applicant shall install a permanent bituminous or concrete pedestrian walkway in compliance with the Engineering Departmentís specifications between properties known as 33 Leggett Street and 47 Leggett Street.

MISCELLANEOUS

  • Bond Releases: Goodwin College, Inc.
Upon a motion by Mary Whaples, seconded by Paul Roczynski, the Commission Voted (7-0) to release the following site modification surety bonds posted by Goodwin College, Inc. as follows:

  • 29 & 95 Willowbrook Road in the amount of $544,000
  • 133/195 Riverside Drive in the amount of $19,000
  • 135-211 Riverside Drive in the amount of $12,000
  • Comments
  • Paul Roczynski commented that there is a great need for road repairs on Handel Road and Naubuc Avenue.
  • Travis Simpson reported that MDC needs to provide a permanent repair in the vicinity of High Street/Naubuc Avenue/Broad Street.  
  • Town staff reported that the Inspections and Permits Department deemed the structure at 118 Main Street as not being in eminent danger of failure or collapse.
