Workshop Session Minutes


A Workshop Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, Town Hall, 740 Main Street, East Hartford, Connecticut on June 4, 2014.

The meeting was called to order at 5:40 p.m.

ALSO PRESENT:

Eileen Buckheit, Development Director
Frank Fish, BFJ Planning, Consultant


Review of Public Comment Worksheet and Public Hearing Draft Change Pages


Mike Dayton, Town Planner, reviewed the public comment worksheet formatted by Susan Favate of BFJ Planning with the Commission.  The Town Council’s suggestions were reviewed as well.  It was noted that some clarification of the recommendation by the Town Council regarding “…the establishment of a campus zone along south Main Street…” and”… requiring retail development along Main Street…” was necessary.

Discussion of Additional Revisions to Public Hearing Draft

Frank Fish provided a draft copy of the POCD which showed the additions and deletions as expressed by town staff, Town Council and the public.


Discussion of Next Steps

  • Compilation of Final Plan of Conservation and Development
It was the consensus of the Commission that, once all the revisions are added to the draft copy of the POCD, the final plan could be adopted this month.


  • Plan Adoption
Upon a motion by Thomas Fitzgerald, seconded by Mary Whaples, it was voted (7-0) to place the final draft of the Plan of Conservation and Development on the Regular Session agenda of the June 25, 2014 meeting for consideration.



Miscellaneous

  • It was noted that there is a clothing drop box on the corner of Sutton Avenue and Main Street.  The Chair suggested holding a workshop on this item in the near future.
  • A Commission member inquired on the condition of the building on 118 Main Street.
  • It was noted that MDC has yet to complete some repairs in the High Street area,

MOTION by Mary Whaples, seconded by Travis Simpson, to adjourn 6:47 p.m.
