PLANNING AND ZONING COMMISSION
MARCH 12, 2014
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in Town Council Chambers, 740 Main Street, East Hartford, Connecticut on March 12, 2014.
CALL TO ORDER
The meeting was called to order at 8:05 PM.

Vice Chair Peter Bonzani declared a quorum and the Commission would be voting with 7 members, including Mary Whaples as a voting member.
ELECTION OF OFFICERS/REPRESENTATIVES/COMMITTEE MEMBERS
- Chair/Vice Chair/Secretary/CRCOG Representative/CRCOG Alternate Representative/EDC Representative/Design Review Committee Member
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, the Commission Voted (7-0) to postpone action on the election of officers, representatives and committee members until next month.
APPROVAL OF MINUTES
- Design Review Minutes – February 19, 2014
Upon a motion by Paul Roczynski, seconded by Crystal Hernandez, the Commission Voted (7-0) to approve the Design Review Minutes of February 19, 2014.
SPECIAL PERMIT APPLICATION-Under section 207.10 to allow construction of two segments of the East Hartford multi-use recreational trail on properties located adjacent to Interstate 84 from Forbes Street to Simmons Road and on properties located along Route 2 from the Charter Oak Bridge to
Willow Street.
Applicant: Town of East Hartford Department of Public Works, Tim Bockus; Director of Public Works
Upon a motion by Travis Simpson, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to TABLE the above special permit application for the purposes of allowing the applicant to meet with the Connecticut Department of Transportation to address safety issues along the properties located off Route 2 near Exit 5 at the intersection of Riverside Drive and Willow Street.
APPLICATION FOR MAJOR FLOOD HAZARD DEVELOPMENT PERMIT -Under section 601 to allow construction of two segments of the East Hartford multi-use recreational trail on properties located adjacent to Interstate 84 from Forbes Street to Simmons Road and on a property located along
Route 2 from the Charter Oak Bridge to Willow Street.
Applicant: Town of East Hartford Department of Public Works, Tim Bockus; Director of Public Works
Upon a motion by Travis Simpson, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to TABLE the above application for major flood hazard development permit for the purposes of allowing the applicant to meet with the Connecticut Department of Transportation to address safety issues along the properties located off Route 2 near Exit 5 at the intersection of Riverside Drive and Willow Street.
SITE PLAN APPLICATION – Construction of two segments of the East Hartford multi-use trail located between Charter Oak Bridge to Main Street and Silver Lane to Forbes Street.

Upon a motion by Travis Simpson, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to TABLE the above site plan application for the purposes of allowing the applicant to meet with the Connecticut Department of Transportation to address safety issues along the properties located off Route 2 near Exit 5 at the intersection of Riverside Drive and Willow Street.
SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION -~Under section 217 to allow construction of two segments of the East Hartford multi-use trail located between Charter Oak Bridge to Main Street and Silver Lane to Forbes Street.
Applicant: Town of East Hartford, Tim Bockus; Director of Public Works
Upon a motion by Travis Simpson, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to TABLE the above soil erosion and sedimentation control application for the purposes of allowing the applicant to meet with the Connecticut Department of Transportation to address safety issues along the properties located off Route 2 near Exit 5 at the intersection of Riverside Drive and Willow Street.
8-24 REFERRALS
- Construction of two segments of the East Hartford Multi-use Trail located between Charter Oak Bridge to Main Street and Silver Lane to Forbes Street.
Upon a motion by Travis Simpson, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to TABLE the above 8-24 Referral for the purposes of allowing the applicant to meet with the Connecticut Department of Transportation to address safety issues along the properties located off Route 2 near Exit 5 at the intersection of Riverside Drive and Willow Street.
9. MISCELLANEOUS
- Town staff indicated that the draft of the Plan of Conservation and Development would be available soon and ready for the public hearing set for May 21st .
- Paul Roczynski and Travis Simpson had questions regarding the town’s road improvement program.
