PLANNING AND ZONING COMMISSION
JUNE 26, 2013

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Welling Conference Room, 740 Main Street, East Hartford, Connecticut on June 26, 2013.

CALL TO ORDER

The meeting was called to order at 7:00PM

ROLL CALL

SITE PLAN APPLICATION – 452 Main Street a/k/a Miller Garden Apartments, Installation of an emergency generator and concrete pad to an existing multi-family building.
Applicant:  David Homes, Capital Studio Architects, LLC

Upon a motion by Thomas Fitzgerald seconded by Paul J. Roczynski, the Commission Voted
(7-0) to Approve the above Site Plan Application with the following conditions:

1. Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer,
   and/or Architect who is responsible for the work.

2. On the site plan, revise the location of the proposed bollards to a location that does
   not conflict with existing underground piping.
3. On the site plan provide a construction detail and dimensions to layout the proposed
   bollards.
4. On the site plan, verify the diameter of the existing drainage structure adjacent to the
   proposed generator.
5. In evaluating this application, the Planning and Zoning Commission has relied upon  
    information provided by the applicant and, if such information subsequently proves to be  
    false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or   
    revoked.


SITE PLAN APPLICATION – 100 East River Drive, Installation of new pole mounted parking lot light fixtures and wall lighting to an existing hotel.
Applicant:  Con Serv. Inc., Dennis Ring

Upon a motion by Peter Bonzani, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application.

1. Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer,
   and/or Architect who is responsible for the work.
2. On the site plan, provide date, north arrow, and graphic scale per section 705.2b of
    the zoning regulations.
3. On the site plan, provide boundary line information per section 705.2b.2&3 of the
   zoning regulations.
4. On the site plan, provide a site plan signature block and engineering inspection note
   per section 705.2e of the zoning regulations.
5. In evaluating this application, the Planning and Zoning Commission has relied upon     
    information provided by the applicant and, if such information subsequently proves to be  
    false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or   
    revoked.


SITE PLAN MODIFICATION APPLICATION – 65 Pitkin Street, East Hartford water pollution control facility head words upgrade and screening improvements.
Applicant:  Mr. Scott Bonett, P.E. (Hazen and Sawyer, PC)

Upon a motion by Kathleen Salemi, seconded by Travis Simpson, the Commission Voted
(7-0) to Approve the above Site Plan Modification Application with the following conditions:

1. Final plans are to be signed and stamped by the Professional Engineer and/or Land
   Surveyor licensed in the State of Connecticut that is responsible for the work.

2. Provide a site plan signature block on sheet A-01 of the plan set.
3. On Sheet C-03, provide dimensions for the proposed pre-fabricated building and
   additional information and dimensions for the dumpster that will be sited west of the
   new headworks building. Specify for the dumpster to be installed on a concrete pad
   and provide a detail. Verify if the Health Department will require an enclosure for
   the dumpster; if so include all necessary details for the enclosure.
4. In evaluating this application, the Planning and Zoning Commission has relied upon    
    information provided by the applicant and, if such information subsequently proves to be     
    false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or  
    revoked.


SITE LOCATION APPROVAL – 284(B) Rear Tolland Street under C.G.S. Section 8-6 for the establishment of a used automobile and truck sales and service license.

Applicant: Jonathan Hall dba  J & R Automotive LLC  

Upon a motion by Thomas Fitzgerald, seconded by Kathleen Salemi, the Commission Voted
(7-0) to Postpone the above Site Location Approval Application and acknowledged the applicants consent to a waiver of the sixty five day requirement.


ADJOURNMENT

Upon a motion by Peter Bonzani, seconded by Thomas Fitzgerald, the Commission Voted
(7-0) to Adjourn at 7:17 P.M.
