A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Welling Conference Room, 740 Main Street, East Hartford, Connecticut on June 26, 2013.

CALL TO ORDER

The meeting was called to order at 8:43PM

APPROVAL OF MINUTES

Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission Voted
(6-0-1) to Approve with Kathleen Salemi abstaining because of her absence from the meeting.


   PRELIMINARY AND FINAL LAOUT SUBDIVISION APPLICATION – Property of Timothy J. Moynihan Trust, two lot subdivision on 1.13 acres of land located at 190 Naubuc Avenue.

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

Article 4.6E.6 Depiction of all proposed utility connections

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

Article 5.4K Conservation Plan

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

Article 5.5H Underground Electric, Phone, and Cable Utilities

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

Article 8.9C Construction of Sidewalks

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

Article 8.7 Installation of Street Trees

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi it was voted (7-0) that the Planning and Zoning Commission Approve the above waiver.

SUBDIVISION MODIFICATIONS:

1.      Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut that is responsible for the work.
2.      On the subdivision plan, add all the logs for soil testing that has been conducted per section 4.6D.7 of the subdivision regulations.
3.      On the subdivision plan, add a copy of the administrative review to the plan or a note specifying all of the conditions outlined within the Health Departments approval of the subdivision.
4.      On the subdivision plan, add a note specifying that the development of lot 2 will require plot plan approval by the Engineering Department prior to the issuance of a building permit.
5.      On the subdivision plan, specify for the installation of monuments per section 5.4J.5.d of the subdivision regulations.
6.      On the subdivision plan, add a note specifying that the required plot plan shall graphically depict the proposed conceptual three bedroom house with all supporting appurtenances including but not limited to: grading, flood plain filling compensatory area and utilities.
7.      On the subdivision plan add a note specifying that the required plot plan shall demonstrate how the development of the proposed lot will accomplish a zero net increase in regards to the water holding capacity of the flood plain.
8.   Subdivision bond set in the amount of $1,350.00.


SPECIAL PERMIT USE APPLICATION – Under Section 404.2s to allow used Automotive and truck sales and service facility on land located at 14-16 George Street.

Upon a motion Tom Fitzgerald, seconded by Peter Bonzani, the Commission Voted (7-0) to Approve the above Special Permit Use Application with the following conditions.

  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • On the site plan, provide more information depicting areas designated for outdoor truck and equipment storage.
  • On the site plan, add notes to specify zoning variances that were approved for this project.
  • On the site plan, add notes to specify the removal of fencing, a CL&P pole, and guard rail that appear to conflict with the proposed parking layout.
  • On the site plan, add a note to specify all existing pavement markings are to be eradicated.
  • On the site plan, revise the parking lot layout to conform to section 209 of the zoning regulations and add dimensions to all proposed parking aisles demonstrating a minimum of 24’ width.
  • On the site plan, specify for the installation of a bollard mounted handicapped parking sign.

     SITE LOCATION APPROVAL APPLICATION – 14-16 George Street under C.G.S. Section 14-54 for the establishment of a used automobile and truck sales license.

Upon a motion by Peter Bonzani, seconded by Travis Simpson, the Commission Voted
(7-0) to Approve the above Site Location Ap1plication with the following conditions:

1. Applicant shall combine all parcels by deed with demonstration of filing on the East Hartford  
    land records prior to signature of the Chairman of the Town Planning and Zoning Commission   
    on the State of Connecticut Department of Motor Vehicles K-7 form.
2. Applicant shall be limited to the exterior parking as depicted on site plan entitled “Site Plan  
    for Special Permit Use Vehicle Sales” Prepared for Bigson II LLC #14 & 16 George Street  
    East Hartford, Connecticut Scale 1”=20’ Dated April 25, 2013, revised to June 26, 2013

    licensed in the State of Connecticut that is responsible for the work.
2. Provide certification by a registered professional engineer or architect that the proposed    
    improvements can withstand flood forces and are flood proofed as described within the zoning    
    regulations

SITE PLAN MODIFICATION APPLICATION – 133 Riverside Drive a/k/a Goodwin College, Widening of an existing walkway dock structure and installation of smaller floating dock structure to an existing education facility.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:
        
  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • Revise the site plan drawing so that it is drawn to scale.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:
        
  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • Revise the site plan drawing so that it is drawn to scale.
  • Revise the satellite view to a location map that is legible.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:

        
  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • On the site plan, provide a site plan approval block and engineering inspection note per section 705.2.e of the zoning regulations.
  • On the site plan, relocate the northern solar array to the southern parking lot island.
  • On the site plan, graphically depict a contractor staging and storage area.
  • On the site plan, provide dimensions to layout and locate the proposed improvements.
  • On the site plan, relocate the inverter to a parking lot island and away from the existing building in a location acceptable to the Board of Education.
  • On the site plan, graphically depict and specify for trees that will replace the existing trees that are removed for the proposed improvements.
  • On the site plan, add lines to specify pavement sawcut and pavement restoration limits.

  • On the site plan, add a note to the plans specifying that existing light poles, fixtures and related hardware are to be salvaged and delivered to the Board of Education
  • On the site plan, add a note specifying that all disturbed areas are to receive 6” of topsoil and turf is to be established unless otherwise specified.
  • On the site plan, add a note specifying that construction, staging, and storage of materials shall be coordinated with the Board of Education contact Al Costa (860) 622-5952.
  • On the site plan, add a note to the plans specifying that the contractor shall at all times be prepared to sweep surrounding paved areas at a minimum of once per week or as directed by the Town Engineer.
  • On the site plan, revise the column configuration on the canopies to a single column where the double columns cannot be contained within a parking island.
  • On the site plan, add construction details for all proposed improvements and specify for pigeon protection.
  • Applicant shall seek approval from the Board of Education on minimum vertical clearance over paved areas for the canopies.
  • On the site plan, add a note specifying for the contractor to call before you dig and add the telephone number to the plan.
  • On the site plan, graphically depict and add notes to specify modifications to security cameras to account for the proposed improvements.
  • Provide a photometric plan for the lighting proposed under the proposed canopies.

SITE PLAN APPLICATION – 40 Remington Road a/k/a Norris Elementary School, Installation of carport solar structures and associated ground equipment to an existing elementary school.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:
        

  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • On the site plan, provide a site plan approval block and engineering inspection note per section 705.2.e of the zoning regulations.
  • On the site plan, relocate the solar canopies so that the columns do not interfere with the diagonal parking configuration.
  • On the site plan, graphically depict a contractor staging and storage area.
  • On the site plan, provide dimensions to layout and locate the proposed improvements.
  • On the site plan, provide additional property line information to west of the proposed improvements.
  • On the site plan, relocate the proposed canopies so that they are not sited underneath overhead electrical wires and maintain OSHA clearances (10’ min. clearance for workers on and around the canopies).
  • On the site plan, graphically depict and specify for trees that will replace the existing trees that are removed for the proposed improvements.
  • On the site plan, add lines to specify pavement sawcut and pavement restoration limits.
  • On the site plan, relocate the inverter to a point adjacent to the solar array and a location acceptable to the Board of Education.
  • On the site plan, graphically depict all proposed underground conduit locations and add notes to specify for the remove and reset of parking lot signs that are affected by construction.
  • On the site plan, graphically depict and specify for the restoration of lawn areas underneath the canopies with shade tolerant turf, landscaping treatment, or similar treatment to minimize bare soil erosion.
  • On the site plan, add a note specifying that all disturbed areas are to receive 6” of topsoil and turf is to be established unless otherwise specified.
  • On the site plan, add a note specifying that construction, staging, and storage of materials shall be coordinated with the Board of Education contact Al Costa (860) 622-5952.
  • On the site plan, add a note to the plans specifying that the contractor shall at all times be prepared to sweep surrounding paved areas at a minimum of once per week or as directed by the Town Engineer.
  • On the site plan, revise the column configuration on the canopies to a single column where the double columns interfere with parking spaces.
  • On the site plan, add construction details for all proposed improvements and specify for pigeon protection.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:
        
  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • On the site plan, provide a site plan approval block and engineering inspection note per section 705.2.e of the zoning regulations.
  • On the site plan, relocate the northern solar canopy so that the columns are not in the parking area.
  • On the site plan, graphically depict a contractor staging and storage area.
  • On the site plan, provide dimensions to layout and locate the proposed improvements.

Upon a motion by Peter Bonzani, seconded by Kathy Salemi, the Commission Voted (6-1) to Approve (Travis Simpson voted in opposition to the motion) the above Site Plan Application with the following conditions:
        
  • Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
  • On the site plan, provide a site plan approval block and engineering inspection note per section 705.2.e of the zoning regulations.
  • On the site plan, relocate the solar canopies north behind the existing curbing so that the columns do not interfere with the parking configuration.
  • On the site plan, graphically depict a contractor staging and storage area.
  • On the site plan, provide dimensions to layout and locate the proposed improvements.
  • On the site plan, provide additional existing feature information to the east of the proposed improvements.
  • On the site plan, relocate the proposed canopies so that they are not sited underneath overhead electrical wires and maintain OSHA clearances (10’ min. clearance for workers on and around the canopies).
  • On the site plan, graphically depict and specify for trees that will replace the existing trees that are removed for the proposed improvements.
  • On the site plan, add lines to specify pavement sawcut and pavement restoration limits.
  • On the site plan, graphically depict all proposed underground conduit locations.
  • On the site plan, graphically depict and specify for the restoration of lawn areas underneath the canopies with shade tolerant turf, landscaping treatment, or similar treatment to minimize bare soil erosion.
  • On the site plan, add a note specifying that all disturbed areas are to receive 6” of topsoil and turf is to be established unless otherwise specified.

  • Memorandum from Gary Zalucki, Assistant Zoning Enforcement Official regarding interpretation of propane exchange stations.
It was the consensus of the Commission to have staff work on a text amendment allowing propane exchange stations within certain parameters.


8-24 REFERRALS

  • Installation of roof top solar panels systems and associated ground equipment to 50 Chapman Place (*Community Cultural Center), 1235 Forbes Street (Goodwin School), 31 School Street (Public Safety Complex), 15 Mercer Avenue (Silver Lane School), and 110 Longhill Drive (Woodland School).
Upon a motion by Peter Bonzani, seconded by Paul Roczynski, the Commission Voted
(7-0) to Approve the above 8-24 referral.

  • Installation of solar panel canopy systems and associated ground equipment to 857 Forbes Street (Connecticut IB Academy), 56 Farm Drive (O’Brien School), 301 May Road (O’Connell School), and 40 Remington Road (Norris School).
Upon a motion by Peter Bonzani, seconded by Paul Roczynski, the Commission Voted
(7-0) to Approve the above 8-24 referral.
