REGULAR SESSION MINUTES
PLANNING AND ZONING COMMISSION
APRIL 10, 2013


A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on April 10, 2013.

The meeting was called to order at  9:27 p.m.

ROLL CALL

Present:

Anthony F. Kayser; Chairman;
Peter Bonzani; Vice-Chairman;
Thomas Fitzgerald;

Valentine Povinelli;
Mary Whaples (Alternate);
Crystal Hernandez (Alternate);

Kathleen Salemi; Secretary

Michael Dayton, Town Planner
Denise Horan, Town Engineer


CALL TO ORDER

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in place in Kathy Salemi and be acting secretary. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES

Regular Session Meeting – March 13, 2013

Upon a motion by Paul Roczynski, seconded by Crystal Hernandez, the Commission Voted (5-0) to Approve the above minutes. Pete Bonzani and Travis Simpson abstained due to their absence from the meeting.

SPECIAL PERMIT USE APPLICATION- Under Section 202 to allow a less restrictive use to extend into a more restrictive zone for a para-transit facility on land located at 148 Roberts Street.
Assessor’s Map #35 Lot# 18
Applicant: Greater Hartford Transit District


Pete Bonzani recused himself from this application.  Chairman Kayser appointed Crystal Hernandez to vote on this application.  Upon a motion by Travis Simpson, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Special Permit Application with the following conditions:

1.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
  • Provide separate plans for each application and label them accordingly.

SITE PLAN APPLICATION- 148 Roberts Street, Façade renovation, installation of a fuel tank, construction of a parking lot, fencing, landscaping, site lighting and associated storm- water drainage system to an existing commercial building.
Applicant: Greater Hartford Transit District

Pete Bonzani recused himself from this application.  Chairman Kayser appointed Crystal Hernandez to vote on this application.  Upon a motion by Travis Simpson, seconded by Crystal Hernandez, it was Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
Provide separate plans for each application and label them accordingly.
Provide site plan signature blocks on all sheets of the plan set.
On sheet S-2, graphically depict and add notes to specify the installation of the underground electrical service to the service building.
On sheet S-5, Provide details necessary to construct all proposed improvements including but not limited to: fence and gate detail for dumpster, underground conduit, and legible light, light pole, and foundation details.
  • Provide drainage calculations.

Pete Bonzani recused himself from this application.  Chairman Kayser appointed Crystal Hernandez to vote on this application.  Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, it was Voted (7-0) to Approve the above Soil Erosion and Sedimentation Application with the following conditions:

1.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      Erosion Control Bond set in the amount of $13,095.00.

APPLICATION FOR ZONING TEXT AMENDMENT- To section 210.6 (L) (3) Billboard Sign regulations to allow a maximum of two sign faces no larger than six-hundred and seventy to (672) square feet per sign face.
Applicant: The 1900 Corporation


Upon a motion by Tom Fitzgerald, seconded by Pete Bonzani, it was Voted (7-0) to Approve the above Text Amendment Application and setting the effective date 15 days from the date of the legal advertisement of decision with the following amendment “A safety study shall be prepared by a licensed State of Connecticut Traffic Engineer determining that the proposed billboard will not create or promote any traffic hazards or disrupt the normal flow of traffic”.

SPECIAL PERMIT USE APPLICATION- Under section 207.9 & 207.10 to allow expansion of a previously approved special permit use on land located at 740 Main Street A.K.A East Hartford Town Hall. ~

Upon a motion by Travis Simpson, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Special  Permit Application provided the Town continue to strive to make the Main Street and Saunders Street entrances and exits safer.

Applicant: Town of East Hartford


Upon a motion by Travis Simpson, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
  • A stormwater hydrodynamic separator shall be installed to pre-treat all on-site stormwater prior to discharge.

Upon a motion by Travis Simpson, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Soil Erosion and Sedimentation Application.

REVIEW OF CORRESPONDENCE
  • Correspondence from the Metropolitan District Commission dated April 3, 2013 regarding the Metropolitan District East Hartford water pollution control facility headworks upgrade and screenings improvements.
It was the consensus of the Commission not require a special permit application.
  • Memorandum from Mr. Greg Grew; Director of Permits and Inspection dated March 28, 2013 regarding ZBA Variance for Yves Michaud located at 63 Shawnee Road.
It was the consensus of the Commission  that the intent of the Zoning Regulations under section 214 governing commercial vehicles over three (.75) quarter ton did not apply to the Zoning Board of Appeals  variance for Yves Michaud located at 63 Shawnee Road.

Upon a motion by Mary Whaples seconded by Pete Bonzani, it was Voted (7-0) to Approve the above 8-24 Referral.
  • 100 Sunset Ridge Drive A.K.A Veterans Memorial Clubhouse, Metro PCS Upgrade
Upon a motion by Mary Whaples seconded by Pete Bonzani, it was Voted (7-0) to Approve the above 8-24 Referral.

DISCUSSION REGARDING PLAN OF CONSERVATION AND DEVELOPMENT UPDATE PROJECT SCHEDULE

The Commission discussed setting a public informational kick off meeting for May 22, 2013 in the Town Council chambers at 7:00 P.M.



MISCELLANEOUS

  • Site Plan Modification Bond Release – 168 Burnside Avenue
Upon a motion by Pete Bonzani, seconded by Paul J. Roczynski, the Commission Voted (7 -0) to release the bond in the amount of $8,850.00.


ADJOURNMENT

Upon a motion by Travis Simpson, seconded by Valentine Povinelli, the Commission Voted (7-0) to Adjourn the meeting. The meeting was adjourned at 10:32 p.m.
