PLANNING AND ZONING COMMISSION
FEBRUARY 13, 2013

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 13, 2013.

The meeting was called to order at 8:23 p.m.

CALL TO ORDER

Chairman Kayser introduced new Commissioner Valentine Povinelli and welcomed him to the Planning & Zoning Commission.  

Chairman Anthony Kayser declared a quorum present. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES

SPECIAL PERMIT USE APPLICATION- Under Section 304.2 & 207.9, To allow expansion of a previously approved adult daycare facility on land located at 870 Burnside Avenue.

Upon a motion by Kathy Salemi, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Special Permit Use Application with the following conditions:

1.      Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
2.      Provide a map of abutters within 200’ feet of the subject property per section 207.4.a.10 of the zoning regulations.
3.      On the site plan, provide a 200’ offset from the subject property and provide additional mapping of the properties within 200’ of the subject property.

Upon a motion by Pete Bonzani, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon ~~information provided by the applicant and, if such information subsequently proves to ~~be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
3.      Provide separate plan sets for each application and label them accordingly.
4.      On the site plan, provide construction details for all proposed site improvements. Details shall include but not be limited to site lights, light poles, concrete light base, fence, gate, sign and mounting details.
5.      On the site plan, add additional layout dimensions for the layout and location of the proposed parking area.
6.      On the site plan, graphically depict and specify underground conduit for proposed site lighting.
7.      On the site plan, revise the parking lot landscaping to comply with section 209 of the zoning regulations.
8.      On the site plan, demonstrate with proposed spot elevations that the proposed grading across the proposed accessible parking spaces does not exceed 2% and demonstrate that the accessible route to the building meets building code standards.
9.      On the site plan, revise the dumpster enclosure specification to include a gate and provide a construction detail for the gate.
10.     On the site plan, specify for the installation of inlet protection erosion controls at all existing and proposed catch basins and provide a detail.
11.     On the detail sheet revise the catch basin detail to include a 4’ sump and add notes to specify the use of a hood on the catch basin outlet pipe.
12.     On the detail sheet revise the concrete sidewalk to comply with the Town of East Hartford sidewalk detail.
13.     Provide a photometric plan demonstrating that the proposed improvements are in compliance with the zoning regulations.
14.     Within the drainage report, provide the volume calculation for the infiltration systems.
15.     Within the drainage report, provide a watershed map depicting the contributing area to the infiltration systems.
16.     Within the drainage report, provide sizing calculations for infiltration galley serving catch basin 4.
17.     Within the drainage report, provide backup for all assumptions, the time of concentrations noted do not appear to match with rainfall intensities used.
18.     Within the drainage report, provide capacity and hydraulic grade line computations for all proposed drainage piping.
19.     Site Modification Bond set in the amount of $12,320.00.

Upon a motion by Kathy Salemi, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Final Layout Subdivision Application with the following modifications:

1.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      On the subdivision plan, revise the title block to include all items specified within section 4.6B.3 of the subdivision regulations.
4.      On the subdivision plan, revise the Tolland Street right-of-way to include location and width information per section 4.6D.1 and 5.4H.1 of the subdivision regulations.
5.      On the subdivision plan, graphically depict and add notes to describe all easements per section 4.6D.3 and 5.4H.2 of the subdivision regulations.
6.      On the subdivision plan, add additional pipe information to the plan per section 4.6D.4 of the subdivision regulations.
7.      On the subdivision plan, add additional utility type and size information per section 4.6D.5 of the subdivision regulations.
8.      On the subdivision plan, provide valuable site resources mapping per section 4.6D.10 of the subdivision regulations.
9.      On the subdivision plan, graphically depict and add notes to describe all easements necessary per section 4.6E.2 of the subdivision regulations.

10.     On the subdivision plan, provide a copy of the subdivision plat at a scale of 1”=100’ and 1”=200’ per section 5.0I of the subdivision regulations.
11.     On the subdivision plan, provide lot numbers per section 5.4H.3 of the subdivision regulations.
12.     On the subdivision plan, provide tie-ins to three street monuments per section 5.4J.2 of the subdivision regulations.
13.     On the subdivision plan, provide monuments per section 5.4J.5.d of the subdivision regulations.
14.     On the subdivision, graphically depict and add notes to specify all utility and drainage easements necessary for each lot across one another.
15.     Subdivision Bond set in the amount of $16,550.00.

2.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Add a site plan signature block to each of the sheets within the plan set.
5.      On sheet CP-1, add additional traffic circulation signs to convey the one-way circulation to patrons and add a note to the plans specifying that all signs and pavement markings shall meet requirements outlined within the MUTCD and OSTA regulations.
6.      On sheet CP-1, provide additional dimensions to layout and locate the proposed parking area.

7.      On sheet CP-1, add notes and clarify the limits of concrete pedestrian ramps and curbing at the driveway entrance and eliminate cape cod curbing along Tolland Street.
8.      On sheet CU-1, graphically depict and add notes to specify all drainage and electrical easements necessary for the lots and review and revise proposed contour labels.
9.      Provide turning movement diagrams to demonstrate that an AASHTO SU-30 design vehicle can access and service the dumpster enclosure, verify the vertical clearance of the canopy if part of the circulation pattern.
10.     On sheet CD-1, revise the accessible parking post detail to specify a minimum sign mounting height of 7’.
11.     On sheet CD-3, revise the dumpster pad detail to include fence and gate details, revise the concrete sidewalk detail to meet East Hartford specifications, include an 8” thick sidewalk detail.
12.     On sheet CD-4, revise the volume computation to utilize an assumption of 33% voids in the stone surrounding the subsurface infiltration system.
13.     On the detail sheets, add all details necessary to construct the proposed improvements.
14.     Within the drainage report, coordinate the configuration of the drainage system to the one depicted on the site plans.
15.     Within the drainage report coordinate the proposed conditions outlet control structure information to the site plan details.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION – 170, 148-150 Tolland Street, ~Modification to include three drive thru lanes and underground detention for storm- water management and additional water quality measures.

Upon a motion by Pete Bonzani, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

1.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      On sheet CD-2, add a note to specify the location where the proposed catch basin hood is to be used on the site and coordinate the note to the site plan sheet.
4.      Erosion Control Bond set in the amount of $13,150.00.

Upon a motion by Travis Simpson, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon ~~information provided by the applicant and, if such information subsequently proves to ~~be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
3.      Provide separate plan sets for each application and label them accordingly.
4.      On sheet SP-1, add notes to specify 8” thick concrete sidewalk within the limits of a driveway, clarify the specification for curbing types on Crosby Street and relocate the proposed sidewalk to a point within the roadway right-of-way.
5.      Within the drainage computations, revise the pipe lengths to coordinate with what is specified on the plans.
6.      Site Improvement Bond set in the amount of $17,600.00.

Upon a motion by Paul Roczynski, seconded by Travis Simpson, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

1.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plan sets for each application and label them accordingly.
3.      Erosion Control Bond set in the amount of $5,700.00.

MISCELLANEOUS

  • Letter from Goodwin College dated February 1, 2013 regarding 120 Colt Street.
It was the consensus of the Commission to consider an application to allow the installation of a three foot by three foot earthen pad as a minor modification to the original approved Major Flood Hazard Development Permit.
