DESIGN REVIEW MINUTES
A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 13, 2007.
The meeting was called to order at 7:02 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 60 Prestige Park Road, Loading dock modifications to an existing industrial building.
Applicant: Dan Lyman Russell
Upon a motion by Elaine Carey, seconded by John Ryan, it was Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed stamped (ink and impression) by the Professional Engineer and Architect.
3. Site Modification Bond set in the amount of $700.00
SITE PLAN MODIFICATION APPLICATION – 600-750 Connecticut Boulevard – Site plan modification request to add 3,000 square feet office space to a previously approved site plan for an existing automobile dealership.
Applicant: Jeffrey S. Hoffman
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Land Surveyor and Professional Engineer.
3. Provide a zoning data block for the proposed addition – check for required parking on the site.
SITE PLAN APPLICATION – 40 Forbes Street (a.k.a. 2 Forbes), Proposed 2,250 square feet warehouse expansion to an existing industrial building.
Applicant: Cellu Tissue Corporation
Upon a motion by John Grottole, seconded by Kathleen Salemi, Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer.
3. Revise labels for the proposed storm drainage pipes – plans do not agree with calculations.
4. Revise drainage calculations to conform with section 5A of the East Hartford Manual of Technical Design” – include catchment area map.
5. Provide a pipe/trench/bedding detail.
SITE PLAN APPLICATION – 55 Hartland Street, Installation of an exterior emergency generator, pad, and enclosure to an existing office building.
Applicant: Architectural Building Systems, Inc.
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the designer.
3. Provide a separate sheet for the proposed generator enclosure (in addition to the construction manual)
4. Provide approval block and inspection note on the cover sheets.
5. Provide a plan showing existing conditions within 200 feet of the site as per section 705.2b.3 of the zoning regulations – use MDC 1” = 200’ mapping, label accordingly (read section of regulations).
6. Provide CBYD notes.
7. Provide town note for inspection and approval block on the site plans.
8. Provide TF and INV elevations for existing drainage structures in the vicinity of the proposed structure.
9. It appears that there is a conflict with the existing storm drainage pipe and the proposed foundation – provide information/details to address issues.
10. Provide a bench mark on the plans.
11. Provide elevation of the proposed concrete pad.
12. Provide dimensions and dimensional ties for layout of the proposed concrete pad.
13. Provide construction details on the plans: pavement patch, concrete sidewalk, pipe trench detail, concrete slab/footing/wall details, etc.
14. Provide lines and labels for electrical connections.
SITE LOCATION APPROVAL – 225 (a.k.a. 227) Burnside Avenue, under C.G.S. Section 8-6 & 14-54 for used car dealers license and general repairs license ownership change.

Upon a motion by Elaine Carey, seconded by Thomas Fitzgerald, it was Voted (7-0) to Approve the above Site Location Approval.
SITE PLAN MODIFICATION APPLICATION – 71 Alna Lane, Site plan modification request for Phase II parking lot modifications/expansion to a previously approved site plan.
Applicant: Dave Caron
Upon a motion by Elaine Carey, seconded by Paul Roczynski, it was Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3. Provide separate plans for each application – label accordingly.
4. Provide additional dimensions for the layout of the site
SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION: 71 Alna Lane, parking lot expansion and associated storm water drainage system.

Upon a motion by Paul Roczynski, seconded by John Ryan, it was Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:
1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2. Provide separate plans for each application – label accordingly.
SITE PLAN APPLICATION – 98 -100 Burnside Avenue, Façade renovation of an existing commercial building.

Regular Session Meeting – May 9, 2007
Upon a motion by John Grottole, seconded by Thomas Fitzgerald, it was Voted (7-0) to Approve the above minutes. Commissioners Kathleen Salemi and Elaine Carey did not vote on the above due to their absence at the May 9, 2007 Meeting.

RESUBDIVISION APPLICATION: Property of 262 Timber Trail – Anthony Palazzo and Matthew Bartlett – Preliminary and Final Layout Approval – Two (2) lots on .67 acres of land located at 262 Timber Trail

Upon a motion by Elaine Carey, seconded by John Ryan, it was Voted (6-1) (Commissioner John Grottole voted in opposition), to Approve the above Resubdivision Application with the following modifications:
1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2. Add elementary school district section 4.6B3b of the East Hartford Subdivision Regulations.
3. Provide 100 and 200 scale maps in accordance with section 5.0I3, 4 of the East Hartford Subdivision Regulations.
4. Provide revision date on plans.
5. Provide labels for trees to be removed.
6. Provide a bench mark on plans.

13. Add CALL BEFORE YOU DIG numbers.
14. Provide bearing & distance dimensions for water and sanitary sewer easement in favor of Lot 1.
15. Add street address #270 for lot 2.
16. Provide lines and labels to remove and repair cracked sidewalks and walks with toe trip.
17. Waiver of claim is required to tie into Storm drain located on Brandon Rd.
18. Show all proposed utility connections. – Gas, Electric, Telephone.
19. Prior to final plan, Test Pits are to be performed to verify locations of existing utilities.
20. Provide additional information in title block as per section 4.6B3.
21. Provide Right Of Way widths for existing street within 200’ of the site as per section 5.4H.
22. Subdivision Bond set in the amount of $635.00
Upon a motion by Elaine Carey, seconded by Thomas Fitzgerald, it was Voted (6-1, (Commissioner John Grottole voted in opposition), to Approve the waiver provisions as follows:
1. Provide Seepage and Boring test data Section 4.6D.7.
2. Site Sources Mapping Section 4.6D.10
3. Monuments (Existing) Section 5.4J.5
4. Conservation Plan Section 5.4K
5. Street Trees Section 8.7A (one existing and one to be planted)
ZONE CHANGE APPLICATION: Residence 3 (R-3) to Incentive Development Zone (IDZ) on 1.47 acres of land located at 364 Silver Lane.

Upon a motion by Thomas Fitzgerald, seconded by John Ryan, it was Voted (7-0) to Approve the above 8-24 Referral.

REVIEW OF CORRESPONDENCE FROM:
· Attorney Robert Weinstein dated May 31, 2007, regarding 230 Main Street
It was the consensus of the Commission to have the property owner pursue a less non-conforming use by special permit.
· Attorney Frank Leone dated June 5, 2007, regarding 700 and 710 Silver Lane – (Discussion on the above correspondence was postponed to the June 27, 2007)
