A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on September 10, 2008.

MINOR FLOOD HAZARD DEVELOPMENT APPLICATION: 264-266 Naubuc Avenue – Construction of a 24’ x 12’ garage

Applicant: Douglas Zajicek
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Minor Flood Hazard Development Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Provide lines and labels for limits of the 100 year flood zone.
3. Provide dimensional ties for the layout of the proposed structure.
4. Provide compensatory flood storage as per section 601.10a.1 of the zoning regulations.
5. Provide measures to anchor the proposed structure so as to resist hydrostatic and hydrodynamic loads and the effects of buoyancy as per section 601.10a.1 of the zoning regulations.
SITE PLAN APPLICATION: 922 Silver Lane (a.k.a. Walgreen’s) – Installation of rooftop solar panels to an existing retail facility.

SITE PLAN APPLICATION: 524 Main Street –Maintenance upgrades to an existing gas station

Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3. Provide Town note for inspection on the cover sheet.
4. Provide a plan showing existing conditions within 200 feet of the sit as per section 705.2b.3 of the regulations (read section) – Use MDC 1” = 200’ mapping – label accordingly.
SITE PLAN APPLICATION: 20 Church Street – Construction of a twenty-car parking lot and associated storm water drainage system.

Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3. Provide a legible copy of the existing condition plan – Use MDC 1” = 200’ mapping – label accordingly.
4. Provide a lighting level plan as per section 209.6 of the regulations – maximum one half foot candle illumination at all property lines.
5. Provide a bench mark on the plans – label accordingly.
6. Provide lines and labels for proposed contour 63 at the northeasterly corner of the site.
7. Provide dimension for the height of the drywell – label accordingly.
8. Provided 4’ wide concrete walk for handicap ramp and walk – revise plans and detail accordingly.
9. Site Plan Modification Bond set in the amount of $5,375.00.
SITE PLAN APPLICATION: 303 Burnham Street – 12,000 square foot addition to existing industrial building
Applicant: PDS Engineering & Construction
Upon a motion by Kathleen Salemi, seconded by Elaine Carey, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans and drainage calculations are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3. Provide separate plans for each application – label accordingly
4. Check and revise proposed grading in the vicinity of existing and proposed overhead doors.
5. Revise location of dumpster pad to accommodate turning movements of an SU-30 vehicle turning template.
6. Provide dimensions for the layout of the detention basin.
7. Revise the limits of clearing.
8. Provide additional construction details on the plans – manhole and roof drain clean-out.
9. Revise the drainage calculations accordingly to accommodate area 2.
10. Revise calculations for sizing of the hydrodynamic separator.
11. Provide pipe sizing calculations using DOT format.
12. Provide HGL calculations using DOT format.
13. Revise the proposed drainage area map to include limits of drainage area # 3 – need to combine areas 1 & 2 on the map.
14. Provide an existing drainage area map for the project.
15. Provide additional proposed grades in the vicinity of the detention basin so as to provide 1 foot of freeboard on the 100 year storm event.
16. The configuration of the proposed detention basin is subject to change based upon revisions to the drainage calculations.
17. Provide an Operation Maintenance plan for the site to address post construction storm water runoff – include all activities.
18. Site Plan Modification Bond set in the amount of $13, 310.00.
SOIL-EROSION AND SEDIMENTATION CONTROL APPLICATION: 303 Burnham Street – 12,000 square foot addition to existing industrial building, parking lot addition, and associated storm water drainage system.

SITE PLAN MODIFICATION APPLICATION: Goodwin Village (Joanne Drive & Vincent Court) –Modification request to change approved site lighting to a previously approved site plan application.
Applicant: Rocamora Acquisitions, LLC
Upon a motion by Paul Roczynski, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. The Goodwin Village Association shall submit a letter to the Planning and Zoning Commission certifying that all homeowners acknowledge and accept electrical charges for the lighting along with the maintenance and repairs of said lighting.
SITE PLAN MODIFICATION APPLICATION: 211 Riverside Drive – Modification request to allow installation of two concrete patios and grass pavers for Fire Department access, revised driveway layout, elimination of retaining wall, relocation of dumpster pad, and installation of one monument sign to a previously approved site plan application.
Applicant: Goodwin College
Upon a motion by Thomas Fitzgerald, seconded by Elaine Carey, the Commission Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer.
3. Clearly label all proposed modifications on each sheet – line weights are to be modified accordingly.
4. Site plans and Inland Wetlands plans are to be consistent.
5. Provide a profile of the fire lane/concrete pad for the northerly location – check grades vs profile of fire truck (see copy of fire truck template) .
6. Provide supporting data for the design/loading on the grass pavers. Data is to be signed and stamped by a Professional Engineer.
7. Provide 4” granite sloped curbing at access points to fire lanes – label accordingly.
8. Provide construction details on the plans – 8” reinforced concrete slab (include layout for expansion joints) and grass paving stones, sloped granite stone curbing.
9. Provide 8” reinforced concrete for patio located along the north side of the building – label accordingly.
10. Revise labels for various storm drainage structures – check all TF, EL and IE - labels need to be consistent.
11. Provide TF elevation for CB 53 and OGS #1.
12. Revise drainage structure/table accordingly.
13. Provide lines and labels for light pole in the vicinity of OGS #2 on sheet GP3 – check location vs. fire lane - revise accordingly.
14. Provide lines and labels for proposed pipe run from CB5 to CB5A – length and slope.
15. Provide calculations for sizing of pipe run between CB5 and CB5A – include all back up data.
16. Provide labels and dimensions for proposed concrete walk between the concrete slab and the existing concrete walk.
17. Provide labels for access manholes on structure OSG #2 on sheet GP-1.
18. Provide dimensional ties for the layout of the proposed monument sign.
19. Provide lines and labels for proposed utilities to the monument sign.
20. Provide lines and labels for line of sight in the vicinity of the proposed monument sign – revise location accordingly.
21. Provide revised drainage calculations for additional pavement/drainage structures.
SITE PLAN APPLICATION: 869 Forbes Street – (a.k.a. East Hartford High School) – Scoreboard replacement located on the football field at an existing educational facility.
Applicant: East Hartford Public Schools

1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3. Provide documentation from Connecticut Light & Power concurring with the proposed design.
4. Revise note # 1 on Sedimentation and Erosion Control Notes - Provide 6” topsoil for all disturbed areas.
5. Provide measures to prevent vehicles from driving over the sidewalk in the vicinity of the HC parking spaces – label accordingly. Include construction details.
6. Provide label to reset granite stone curbing at existing curb cut on Simmons Road.
7. Provide a standard trash rack at the outlet structure in the detention basin – see Manual of Technical Design for sample.
8. Provide additional construction details on the plans – guide rail/end anchorage, dumpster pad with fence, yard drain and trash rack.
9. Revise construction details - yard drain.
10. Provide a north arrow on the key map.
11. Provide labels on the existing guide rail to install end anchorage.
12. Revise the material for roof drain pipe that connects to catch basin # 2.
13. Revise location of the hydrodynamic separator to a point immediately up-stream of the detention basin.
14. Provide calculations to verify the sizing of the hydrodynamic unit.
15. Provide location of the test pit on the site plans – date of test and data is also to be shown on the plans.
16. Prior to the start of construction, the property owner is to file a “Waiver of Claim” for connecting the proposed storm drainage system into the Town drainage system. (form available from the Engineering Division Office)
17. Site Modification Bond set in the amount of $13,175.00.

CAPITOL REGION COUNCIL OF GOVERNMENTS: Discussion regarding Regional Draft Plan of Conservation and Development.
Staff distributed reading material and a Regional Draft Plan of Conservation and Development. It was the consensus of the Commission to review the material for discussion at the next Commission Workshop Meeting.
