MAY 14, 2008

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 14, 2008.

The meeting was called to order at 7:00 p.m.

Chairman Anthony Kayser declared a quorum present.  Chairman Kayser appointed Alternate ----- Travis Simpson to vote in the absence of Commissioner John Ryan.  Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 164 School Street – Construction of a 16,975 square foot addition to existing industrial building – United Steel, Inc.
Applicant: Corneau Limited Partnership

Upon a motion by Thomas Fitzgerald,  seconded by Kathleen Salemi,  the Commission  Voted (7-0) to grant the applicant’s request to Postpone the above Site Plan Application to the June 11, 2008 Meeting and acknowledged the applicant’s waiver of the statutory time requirement until June 12, 2008.


SOIL-EROSION AND SEDIMENTATION CONTROL APPLICATION – 164 School Street – 16,975 square foot addition to existing industrial building – United Steel, Inc. Applicant:  Corneau Limited Partnership

SITE PLAN MODIFICATION REQUEST – 211 Riverside Drive, a.k.a. Goodwin College – Modification request to allow a revised site lighting plan of a previously approved educational facility.
Applicant:  Goodwin College

Upon a motion by Paul Roczynski,   seconded by Thomas Fitzgerald,  the Commission Voted  (7-0) to Approve the above Site Plan Modification Request.

 
SITE PLAN APPLICATION – 2 Edgewood Street (between #61 & #75 Highview Street) Reconstruction of an existing water booster pump station.
Applicant: Mr. Jack Proulx, P.E., Manager of Maintenance/Solid Waste, The Metropolitan District

Commission John Grottole disqualified himself from voting on the above application.  Chairman Kayser appointed Alternate Mary Whaples to vote on his behalf.

Upon a motion by Elaine Carey,   seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      Street address number shall be placed on the front façade and/or on a ground sign, 6” height minimum.
2.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
3.      Final plan are to be signed and stamped (ink and impression) by a Professional Engineer.
4.      Street address for the site will be known as No. 67 Highview Street – label on cover sheet.
5.      Provide a waiver of claim for the storm sewer lateral connection.
6.      Provide location of the proposed anti-tracking pad on the erosion & sedimentation control plan.
7.      Revise construction details – provide 4’ sump on proposed catch basins.
8.      Revise the maintenance and operation plan to include sweeping of the driveway.
9.      Maximum slope for lawn areas is 3:1 – revise grading of plans or provide permanent ground cover - IE: pachysandra.
10.     Prior to submitting final plans, all test pits are to be completed and data labeled on the plans.
11.     Invert elevations for proposed storm and sanitary sewer structures are to be revised based on the test pit data.
12.     Revise pipe sizing calculations and plans - maximum velocity is 12 feet per second.      
13.     Provide additional information in the drainage calculations – provide back-up data as to how the number of 4.25 CFS was arrived.


SITE PLAN APPLICATION – 54 Wrobel Place – Construction of a new 70’x 11’ truck scale to an existing automobile junkyard.

Upon a motion by John Grottole,   seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following condition:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.


SITE PLAN APPLICATION – Columbus Circle, a.k.a. Veterans Terrace – Construction of an addition to the Veterans Terrace Housing Authority Community Building.
Applicant: Dan Russell, Architect

Due to the applicant’s absence, it was the consensus of the Commission to move the above Site Plan Application to the first item on the May 14, 2008 Regular Session Agenda.


It was the consensus of the Commission to move the following Site Location Application from the May 14, 2008 Regular Session Agenda to the May 14, 2008 Design Review Agenda.

Special Regular Session Meeting – April 30, 2008

Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above minutes.

It was the consensus of the Commission to move the following Site Plan Application from the May 14, 2008 Design Review Agenda to the first item on the May 14, 2008 Regular Session Agenda, due to the late arrival of the applicant.

SITE PLAN APPLICATION – Columbus Circle, a.k.a. Veterans Terrace – Construction of an addition to the Veterans Terrace Housing Authority Community Building.

Upon a motion by Elaine Carey, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and stamped (ink and impression) by the design professionals.
3.      Remove lines and labels for the 30 foot zoning set back line.
4.      Provide dimensional ties from the proposed building to the property line.
5.      Provide additional dimensions for the proposed concrete walks.
6.      Provide ductile iron pipe for that portion of roof drain located under the parking lot.
7.      Provide a note on the catch basin detail to install a DOT Type A grate.


ZONE CHANGE APPLICATION:  Residence I (R-1) to Design Development District II (DDD-2) on a vacant 28.46 acre parcel of land with 22.79 acres to be changed from R-1 to DDD-2 located at 90 Long Hill Road (Rear) for the construction of 41 units of age-restricted residential development.

Upon a motion by  Kathleen Salemi, seconded by Thomas Fitzgerald,  the Commission Voted  (7-0) to Approve  the waiver provisions as follows:

1.      Side yard requirement per Section 603.5.3
2.      Buffer requirement per Section 603.4.5


SITE PLAN APPLICATION - 90 Long Hill Road (Rear) – Construction of 41 units of age restricted residential development on 28.46 Acres

Upon a motion by Kathleen Salemi,  seconded by Thomas Fitzgerald,  the Commission Voted  (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Provide documentation from the adjacent property owners (East Hartford Business Park) granting permission to regrade the existing swale located to the east of the existing building.   See page GN-1, note 71.
3.      Final plans are to be signed stamped (ink and impression) by the Professional Engineer, Land Surveyor and Soil Scientist.
4.      Provide poles and netting along the along the westerly property line of the project. See copy of report of meeting dated 4-22-08.  Include all necessary details, dimensional ties, etc.  
5.      Provide separate plans for each application – label accordingly.
6.      Provide lines and labels for all erosion and sedimentation control measures on the phased construction plans.
7.      Provide additional erosion and sedimentation control measures along the perimeter of “wetlands creation area” sheet ES-4.
8.      Provide additional labels for “haybales“ ? located to the east of  “wetlands creation area” sheet ES-4.
9.      Provide additional proposed contours on sheet CP-1 to the north and south of note “Phase II, see sheet CP-2”   
10.     Provide a complete package containing all reports/documents that have been submitted to the Town including documents that were submitted to the Inland Wetlands Commission.
11.     Provide additional lines and labels for existing parking lot located to the south and east of existing building on the East Hartford Business Park property.
12.     Provide all necessary construction details for the installation of the off site sanitary sewer main and the restoration of site modifications prior to the submitting of the final plans.
13.     Provide a new bench mark and coordinates for point located on Ice Pond Road in the vicinity of the existing guide rail.
14.     Provide erosion control measures for construction activities drain located in the existing parking lot and on adjacent property.
15.     Provide additional lines and labels for existing conditions and utilities on Tolland Turnpike at the East Hartford/Manchester Town Line.
16.     Provide lines and labels for the location and connection point of proposed underground utilities along Ice Pond Road - electric, telephone and cable TV. Include note in “General Construction Sequence – off site”
17.     Provide additional data for each pond report – add “Q in” and “Q out” storage table (in addition to the hydrograph plots) for each storm event.
18.     Provide a complete set of corrected and final drainage calculations – document is to be signed and stamped by the Professional Engineer.
19.     Site Plan Modification Bond to be set at a future date.
20.     Revise layout of proposed homes to conform with section 603.5.3 (B)2.b of the regulations- provide dimensions and dimensional ties for the layout of each house.
21.     Provide documentation from the Metropolitan District Commission regarding the approval the final design of the proposed water main, sanitary sewer and agreement with the Town of Manchester.  Documentation to be provided prior to final approval of the plans.
22.     Provide additional survey data along the along the East Hartford/Manchester Town Line to clarify the map – label accordingly.
23.     Provide additional notes and labels on the plans stating that the proposed sanitary sewer main that will service the Manchester portion of the project will be owned and maintained by the homeowners association.
24.     Provide documentation from the State of Connecticut, Department of Environmental Protection approving the sanitary sewer system prior to final approval of the plans.
25.     Provide copies of final approval letter from the Town of Manchester for the approval of the proposed water main, gas main, electric, telephone and cable television lines. Documentation to be provided prior to final approval of the plans.
26.     The report dated October 2, 2007 stated, “… an STC determination request will be submitted to ConnDOT staff for review to determine if this project has no significant impact on State roadways indicating that an STC certificate is not required.”  The February report did not resolve this matter.
27.     The traffic log data, from the Town of Manchester, indicates a number of traffic stops and motor vehicle accidents. Provide an analysis if there is a trend that needs to be addressed.
28.     The applicant shall complete the following off-site work as outlined in Zuvic Associates, Inc. letter to Atty. Robert DeCrescenzo, dated May 13, 2008, prior to commencement of any on-site construction:
A.      Approval by the East Hartford Town Council of the Easement and License Agreement for the installation of a 440’ long by 50’ high golf net along the Twelfth (12th) Fairway.  The net will be installed on the golf course property in the approximate location shown on the site plans dated 5/7/08.  The exact location will be located in the field.  The net will be installed between November 1 and March 31.
B.      Installation of a new drainage structure in Ice Pond and all associated site work and grading.  This includes removing all sand and debris from the pond to the satisfaction of the Engineer and Town personnel.
C.      Widening of Ice Pond Road to a minimum width of 24 feet.  This will include the relocation of any existing street lights as required to provide a minimum distance of 18” from the edge of pavement to the face of the light pole base.  The existing metal guide rail along Ice Pond will also be reset as required.
D.      Reestablishing the existing drainage swale on the parcel located west of the existing site.  The property is currently owned by East Hartford Business Park.
E.      Installation of a sanitary sewer line from Tolland Street to the proposed entrance of the site on Ice Pond Road.  The sanitary sewer will be located in the existing utility easement on the property owned by East Hartford Business Park.
F.      Installation of water service, gas service and electrical/cable/telephone service from Tolland Turnpike in Manchester along Ice Pond Road to the proposed site entrance on Ice Pond Road.

·       400 Main St., a.k.a. Rentschler Field – Site Plan Modification Bond “Temporary Road” – Request for Bond Release

Upon a motion by Elaine Carey, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve  the above request for a full bond release in the amount of $4,375.00.

·       400 Main St., a.k.a. Rentschler Field – Site Plan Modification Bond – “Permanent Access Road” – Request for Bond Reduction
Applicant:  Rentschler Field Development Company, LLC

Upon a motion by Thomas Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above request for a bond reduction in the amount of $50,540.00 and to retain $46,760.00 for pedestrian nodes.

·       131 Hartland Street – Site Plan Modification Bond – “Cardinal Health” – Request for Bond Release

Upon a motion by Thomas Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above 8-24 Referral.

MISCELLANEOUS

·       Gaetan Rocamora – Request for clarification of Regulation 603.5.3 – Side Yard Requirements in the DDD-2 Zoning Regulations

It was the consensus of the Commission that the zoning distance reduction between structures would be applicable to the proposed four foot (4’) wall projections with side windows.

·       Gaetan Rocamora – Request for deletion of wooden guardrails at Goodwin Village – Six Month Review

Upon a motion by Thomas Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the deletion of the guardrail requirement from the two detention basins at the Goodwin Village.

·       State of Connecticut Department of Environmental Protection – Comprehensive Review of East Hartford’s Flood Hazard Zone Regulations – Section 600

It was the consensus of the Commission that staff move forward with a Text Amendment Application regarding State of Connecticut D.E.P. Flood Hazard Zone Regulation Modification recommendations.

·       A memo to Planning and Zoning Commission from Development Director, Jeanne Webb, was distributed regarding a Resolution for Incentive Housing Zones

Upon a motion by Travis Simpson, seconded by John Grottole, the Commission Voted (7-0) to Approve the proposed Resolution for technical assistance for Incentive Housing Zones, provided the funds are not used for the creation of new additional affordable housing, but for the rehabilitation and reinvestment in historic areas in town.
