PLANNING AND ZONING COMMISSION
AUGUST 19, 2009
A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on August 19, 2009.
CALL TO ORDER
The meeting was called to order at 7:03 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in the absence of Elaine Carey and that Mary Whaples would be voting in the absence of Thomas Fitzgerald. Chairman Kayser stated additionally, that the Commission would be voting with seven members

SITE PLAN APPLICATION – 400 Main Street A.K.A. Installation of Torit
dust collector roof to an existing industrial building.
Applicant: Pratt & Whitney, David M. Russell
Upon a motion by Paul Roczynski, seconded by John Ryan, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this
permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On sheet 6 of 9 revise the typical storm drainage trench to specify a minimum
cover of 3’ for plastic piping.

SITE PLAN APPLICATION– 1492 Silver Lane A.K.A Crossroads Community
Cathedral, Installation of twelve PCS antennas, generator and condensing units
to an existing house of worship.
Applicant: Cellco Partnership d/b/a Verizon Wireless
Upon a motion by Mary Whaples, seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this
permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink and impression) by the Professional
Engineer and Land Surveyor.
3. Provide the Town of East Hartford site plan approval block on all of the site plan
sheets per section 705.2.e of the zoning regulations. Include inspection note on
title sheet.
4. Show proposed locations of relocated shrubs.

SITE PLAN APPLICATION – 221 Governor Street, Installation of a sidewalk
and exterior door to an existing commercial building.
Applicant: Marc Rienow
Upon a motion by John Grottole, seconded by Kathleen Salemi, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this
permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On Sheet 1 of 1, provide boundary line information specified in 705.2.b.2 of the
zoning regulations.
4. On the title sheet and sheet 1 of 1, provide site plan approval block per section
705.2.e of the zoning regulations, include Town of East Hartford Engineering
inspection note.
5. On sheet 1 of 1, revise the note to specify the entity that granted the easement and
specify which parcel is being referenced.
6. On sheet 1 of 1, clarify existing and or proposed spot grades to show how the
proposed concrete sidewalk will be constructed.
7. On sheet 1 of 1, provide a construction detail for the integral concrete walk and
curb, specify the depth of base material for the integral concrete walk and curb.
Specify what is to be done with the existing curbing, show the proposed location
of the relocated tree, and provide information on restoration for all disturbed
areas.
8. On the architectural drawings, coordinate plans to what is shown on sheet 1 of
1.1.
9. Site plan modification bond set in the amount of $3,000.00.

SITE PLAN APPLICATION – 100 Main Street, Conversion of an existing
residential building to an office building and construction of a parking lot and
associated storm water drainage system.
Applicant: 100 Main Street LLC
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, the Commission
Voted (7-0) to Approve the above site plan application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this
permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. Site plan modification bond set in the amount of $15,100.00.
