PLANNING AND ZONING COMMISSION
April 8, 2009
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on April 8, 2009.
The meeting was called to order at 7:30 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in the absence of Elaine Carey and that the Commission would be voting with seven members.

APPROVAL OF MINUTES
- Joint Workshop Meeting with The Redevelopment Agency – March 3, 2009
Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above minutes.
- Design Review Minutes – March 11, 2009
Upon a motion by Paul J. Roczynski, seconded by Thomas Fitzgerald, the Commission Voted (5-0) to Approve the above minutes. Kathleen Salemi, Peter Bonzani, John Grottole, did not vote due their absence from the meeting.

SPECIAL PERMIT APPLICATION: Under Section 207.10 (a) to allow
incubator space for a proposed magnet high school use on land located at
1137 Main Street, 16 Orchard Street, & 10 Howard Street.

Upon a motion by John Ryan, seconded by Kathleen Salemi, the Commission Voted (7-0) to Postpone the above Special Permit Application prior to the public hearing.

Site Plan Application – 720 Silver Lane, Façade alteration and installation
of two new signs to an existing commercial building.
Applicant: Marc R. Hortie
Upon a motion by Kathleen Salemi, seconded by John Ryan , the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information subsequently
proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be
modified suspended or revoked.

Upon a motion by Thomas Fitzgerald, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

existing commercial building.
Applicant: Dan Lyman Russell
Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information subsequently
proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be
modified suspended or revoked.

Upon a motion by Paul J. Roczynski, seconded by John Grottole, the Commission Voted (7-0) to Postpone the above Site Plan Application.

Construction of a pitched trussed roof to an existing municipal school building.
Applicant: East Hartford Public Schools; Albert Costa
Upon a motion by Paul J. Roczynski, seconded by John Grottole, the Commission Voted (7-0) to Postpone the above Site Plan Application.

Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission Voted (7-0) to Approve the above quarterly sign report.

MISCELLANEOUS
8-24 Referral
- 28 & 36 Central Avenue Town of East Hartford property disposition to the Raymond Library Corporation Company
Upon a motion by Paul J. Roczynski, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above 8-24 Referral.
Proposed new zoning regulation for High Tech, Laboratory, and Office Research
Staff presented a second draft of the proposed new zoning regulation for High Tech, Laboratory, and Office Research. It was the consensus of the Commission to have staff move forward with a text amendment application.
Part-time clerk
The Commission requested staff to explore getting a part-time clerk to take the minutes for the meeting. It was noted that the Planning and Zoning Commission is the only Commission who does not have a clerk. Commissioners expressed concern that board was at a disadvantage for not having a clerk.
