PLANNING AND ZONING COMMISSION
OCTOBER 27, 2010

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on October 27, 2010

1.      CALL TO ORDER

The meeting was called to order at 7:02 p.m.

ROLL CALL

Also Present:
      Michael Dayton, Town Planner
Denise Horan, Town Engineer

Chairman Anthony Kayser declared a quorum present.  Chairman Kayser stated that            
Travis Simpson would be voting in place of Elaine Carey, Mary Whaples would be voting in place of Kathy Salemi and would be acting secretary for the meeting.  Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

       SITE PLAN APPLICATION – 36 Main Street, Installation of new siding, soffit, and glass railings to an existing commercial building.

Upon a motion by John Grottole, seconded by Tom Fitzgerald, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

        SITE PLAN APPLICATION– 1068 Tolland Street, Fill, re-grade and pave driveway to an existing commercial building.

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following condition:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.

        SITE PLAN APPLICATION– 400 Main Street A.K.A Pratt & Whitney, installation of L.E.D street lights to Willow Street.

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7 -0) to Approve  the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   
       information provided by the applicant and, if such information subsequently proves to      
       be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified          
       suspended or revoked.
2.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
3.      On the plan, add property boundary information to satisfy the requirements of section 705.2.b.2 of the zoning regulations.
4.      On the plan, graphically depict the location of all utilities within the limits of work to satisfy the requirements of Section 705.2.b.3 of the zoning regulations.
5.      On the plan, graphically depict existing and proposed grading if grade alteration of the site is proposed per section 705.2.b.4 of the zoning regulations.
6.      Provide a site plan approval block and engineering inspection note on each sheet of
        the plan set.
7.      On the plans, graphically depict the limits of work and specify that the existing
        pavement is to be sawcut where proposed pavement matches existing pavement.
8.      On the plans, add a note specifying that all areas that are disturbed by construction shall receive a 6" depth of topsoil and turf shall be established unless otherwise noted on the plans.
9.      On the plans, revise the plans to avoid conflicts with existing site features such as
        fences, drainage structures, etc.
10.     On sheet C-t02, add additional dimensions and coordinates for the layout and
        location of the proposed lights and their foundations.
11.     On sheet C-l02, provide more information on the installation of the new lighting
        circuit that is proposed.
12.     On sheet C-l02, revise the layout of the proposed underground conduits to avoid existing utilities or if needed show the relocation of existing utilities. As presently shown the proposed conduit is being shown going through an existing catch basin.
13.     On sheet C-l03, graphically depict additional erosion controls and details including but not limited to stockpile, lay-down, and construction entrance areas.
14. On the plans, provide details for all work proposed including but not limited to utility relocation, fence relocation, and pavement restoration.
15. On the plans, graphically depict the 20' buffer per note 10 of the general notes.

        SITE PLAN APPLICATION Site Plan Application – 400 Main Street A.K.A Pratt Whitney, M1 parking lot, installation of ornamental fencing, site lighting, landscaping, and asphalt overlay to an existing industrial manufacturing site.
~~~     Applicant: Pratt & Whitney, James E. Wilkinson.

Upon a motion by Mary Whaples, seconded by John Ryan, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   
       information provided by the applicant and, if such information subsequently proves to      
       be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified          
       suspended or revoked.
2.      The project plans do not appear to contain minimum information required by the zoning regulations. Provide additional information outlined within the comments below to meet minimum requirements and expectations.
3.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
4.      On the plan, add a note specifying the distance to the nearest property boundary to satisfy the requirements of section 705.2.b.2 of the zoning regulations.
5.      On the plan, graphically depict the location of all utilities within the limits of work to satisfy the requirements of section 705.2.b.3 of the zoning regulations'
6.      On the plan, graphically depict existing and proposed grading if grade alteration of the sites proposed per section 705.2.b.4 of the zoning regulations.
7.      On the plan, graphically depict and add notes specifying all proposed landscaping per section 705.2.b.5 of the regulations.
8.      On the plan, provide additional dimensions and coordinates for the layout of the proposed parking lot and appurtenances.
9.      On the plans, provide a site plan approval signature block and engineering inspection note per section 705.2.e of the zoning regulations for each sheet.
10.     Revise the plan to demonstrate that the route from the proposed accessible parking spaces to the building meets ADA requirements outlined within the Connecticut Building Code.
11.     On the plan, graphically depict the limits of work and specify that the existing pavement is to be sawcut where proposed pavement matches existing pavement.
12.     On the plan, provide information to better describe how the activities outlined within general note number 14 will be implemented.
13.     Provide construction details for all proposed improvements including but not limited to all signs, guide rail, end anchorages, curbing, paving, fencing, and water main modifications.
14.     On the plan, revise the accessible parking spaces to account for van accessible spaces required by Connecticut building code. Specify that all handicap parking signs are to be bollard mounted and provide a detail.
15.     On the plan, specify stop signs and lane configuration signs to the exits and entrances adjacent to runway road and add a stop sign to the western end of the center parking aisle. All signs and pavement markings are to conform to MUTCD and STC regulations requirements.
16.     Revise the channelization pavement markings to consist of 10' long mark and 30' long gap, specify double yellow pavement markings where they appear to be proposed, and specify that all arrows shown on the plans are to be painted pavement markings.
17.     On the plan, revise the location of the stop bars and crosswalk to maintain a minimum separation distance of 4'.
18.     On the plan, graphically depict all existing features and add notes to specify all site elements that are to be removed.
19.     On the plan, specify that the existing bike rack is to be relocated and specify a location for it.

20.     On the plan, specify the installation of a concrete pedestrian ramp for the proposed sidewalk at the northwest corner of the parking area.
21.     On the plan, specify the depths of all proposed landscape surface treatments.
22.     On the plan, provide more detail for the installation of the proposed ring down phones and specify what is to be done with the existing guard shack.
23.     On the plan, add existing and proposed spot grades to demonstrate a 2% maximum grade across the proposed accessible parking spaces and the accessible route to the building entrance.
24.     On the plan, graphically depict all end anchorages for the proposed timber guide rail.
25.     On the plan, add erosion controls including but not limited to inlet protection for catch basins, stockpile areas, and construction entrances.
26.     On the plan, add a note specifying that all areas that are disturbed by construction shall receive a 6" depth of topsoil and turf shall be established unless otherwise noted on the plans.
27.     Revise the lighting layout to provide for a minimum intensity of ½ foot candle over the proposed parking area.
28. Site plan modification bond set in the amount of $46,000.00.
