A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on September 15, 2010
CALL TO ORDER
The meeting was called to order at 7:03 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that
Mary Whaples would be voting in place of Elaine Carey. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 765 Main Street, Repair of a handicapped ramp to an
existing medical office building.
Applicant: Rubina Ali
Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission
Voted (7 -0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.

SITE PLAN APPLICATION – 20 Church Street, Installation of ground mounted
air-condition condenser units and fence to an existing house of worship.
Applicant: Thanh Chung
Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission
Voted (7 -0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On the plan, provide a site plan approval block and engineering inspection note.
4. On the plan, clarify if the condenser units will be installed on concrete pads and
provide a detail for the pads.
5. On the plan, provide more information with respect to existing utilities within the area
of the proposed improvements.
6. On the plan, provide additional details, including but not limited to: concrete pad and
fence details
7. On the plan, provide more detail on the surface treatment for the proposed fenced
area.
8. Add a note to the plan specifying that all disturbed areas are to receive 6” of topsoil
and turf is to be established.
9. On the plan, provide additional layout dimensions for the proposed concrete pads.

SITE PLAN APPLICATION – 54 Wrobel Place, Installation of a chain link fence and
site lighting to an existing metal recycling facility.
Applicant: Anthony Biase
Upon a motion by Mary Whaples, seconded by Tom Fitzgerald, the Commission
Voted (7 -0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On the plan, provide a site plan approval block and engineering inspection note.
4. On the plan, provide additional details, including but not limited to: fencing, light
pole, light, and conduit trench details
5. On the plan, clarify which existing and proposed fence is being permitted within the
context of this application.
6. On the plan provide an easement or relocate the fence that is on the eastern side of the
Kleeberg property. If an easement is sought for use of the property and installation of
the fence, provide documentation that an easement has been secured and been filed on
the land records.
7. Provide more information on the 30’ wide right of way on the southwest portion of
the property. Provide a gate on the plan if there are rights of access that will be
impeded by the proposed fence.
8. On the plan, provide additional dimensions for the proposed fence and gates such as
length of fences, offsets from property lines, and width of gates.
9. On the plan, specify which containers are to be moved or removed and tree clearing
limits to accommodate the installation of the proposed fence.
10.Provide a photometric plan for the proposed site lighting.
11.On the plan graphically depict the proposed wiring for the site lighting and specify if
they are underground or overhead.

SITE PLAN APPLICATION – 499-501 Main Street, Construction of a 6’x5’ loading
dock and ramp to an existing commercial building.
Applicant: Damian Tedone
Upon a motion by Kathy Salemi, seconded by Tom Fitzgerald, the Commission
Voted (7 -0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On the elevation drawing add more information on proposed lighting.
4. On the plan there appears to be an encroachment onto an adjacent property with the
placement of a storage trailer.
5. Site plan modification bond set in the amount of $500.000.

SITE LOCATION APPLICATION – 298 Governor Street – Under C.G.S. Section 8-6 and 14-54 for for ownership change of a general repairer license.

Upon a motion by Tom Fitzgerald, seconded by Kathy Salemi, the Commission Voted (7 -0) to Approve the above site location application with the following conditions:
1. Applicant shall obtain a certificate of occupancy prior to signature of the
chairman of the Town Planning and Zoning Commission on the state of
Connecticut Department of Motor Vehicles K-7 Form.
2. Applicant shall be limited to the exterior parking as depicted on a site plan
entitled “ Map Prepared for Angel O. Luna, DBA Luna’a Autobody
Signature LLC Property of Governor Street Partners, LLC 298-306
Governor Street East Hartford, Connecticut” dated August 24, 2010
prepared by Delmastro Survey, 32 Sawmill Road Rocky Hill, Connecticut
06067, Stamped by Emilio J. Delmastro Land Surveyor Connecticut
licensed land surveyor No. 7384.
3. Approved plan shall not be modified for licensing purposes without written
authorization from the East Hartford Town Planning and Zoning

SITE PLAN APPLICATION - 333 Burnham Street, Installation of an exterior electrical
generator and concrete pad to an existing industrial building.
Applicant: Rick Guerreri
Upon a motion by Tom Fitzgerald, seconded by Mary Whaples, the Commission
Voted (7 -0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer and Land Surveyor.
3. On general note 6 revise the depth of topsoil to 6” deep.
4. On the underground conduit note revise the minimum depth to 30” below grade.
5. Provide a width dimension for the proposed gate and size specification for the
proposed crushed stone.
6. Specify on the plan that the roof leader piping is to be repaired and reconnected if
encountered during construction.
