PLANNING AND ZONING COMMISSION
MAY 12, 2010
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 12, 2010.

The meeting was called to order at 8:01 p.m.
ROLL CALL

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that
Mary Whaples would be voting in place of Elaine Carey, Peter Bonzani would be voting in place of Thomas Fitzgerald, and that Travis Simpson would be voting in place of John Ryan. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES
Design Review Meeting – April 14, 2010
Upon a motion by Paul J. Roczynski, seconded by Travis Simpson, the Commission
Voted (6 -0-1) to Approve the above minutes. John Grottole did not vote due to his absence from the meeting.

SPECIAL PERMIT APPLICATION –Under sections 207.9 & 207.10(a) to
allow modification of a previously approved special permit for the installation
of handicapped accessible bleacher system on land located at 307 Burnside
Avenue, A.K.A Martin Park.
Assessor’s Map #25 & 36 Lot #157
Applicant: Town of East Hartford Parks and Recreation, Robert McDonald
Upon a motion by Mary Whaples, seconded by Kathleen Salemi, the Commission Voted (7 -0) to Approve the above Special Permit Application.

MAJOR FLOOD HAZARD DEVELOPMENT PERMIT APPLICATION –
Under section 601 to allow construction of a handicapped accessible bleacher
system on land located at 307 Burnside Avenue, A.K.A Martin Park.

Applicant: Town of East Hartford Parks and Recreation, Robert McDonald
Upon a motion by Mary Whaples, seconded by Kathleen Salemi, the Commission Voted (7 -0) to Approve the above Major Flood Hazard Development Application.

SITE PLAN APPLICATION- 307 Burnside Avenue, A.K.A Martin Park,
Replacement of existing bleachers with handicap accessible bleachers and new
bituminous asphalt base with ramps.
Applicant: East Hartford Parks and Recreation, Robert McDonald
Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following condition:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

REVIEW OF CORRESPONDENCE
- Sunlight Construction, Inc. dated April 23, 2010 regarding site plan approval six month extension request for completion of remaining work for Phillips Farm Age Restricted Residential Development located on Silver Lane.
Upon a motion by Kathleen Salemi, seconded by Travis Simpson, the Commission Voted (7 -0) to Approve the request for a six month extension request till November 25, 2010 for completion of remaining work for Phillips Farm Age Restricted Residential Development.
- Paras LLC, dated May 4, 2010 request for one year extension on a previously approved special permit for a automotive filling station at 75 Burnside Avenue.
Upon a motion by Kathleen Salemi, seconded by John Grottole, the Commission Voted (7 -0) to Approve a one year extension request till September 10, 2011 on a previously approved special permit for a automotive filling station at 75 Burnside Avenue.

BOND RELEASES/REDUCTIONS/SETTINGS
- Action on Meadow Lane Farms Subdivision Maintenance Bond under section 6.3 of the East Hartford Subdivision Regulations
Upon a motion by John Grottole, seconded by Paul J. Roczynski, the Commission Voted (7 -0) to postpone action on this item until the regular scheduled meeting of Planning and Zoning Commission on June 9, 2010.
- 270 Burnside Avenue, Site Plan Modification Bond reduction request
Applicant: Robert Katz
Upon a motion by Mary Whaples, seconded by Kathleen Salemi, the Commission Voted (7 -0) to Approve the above request for a bond reduction in the amount of $4805.00 with a remaining account balance of $3,780.00. .

Upon a motion by Paul J. Roczynski, seconded by Kathleen Salemi, the Commission Voted (7 -0) to Approve the above 8-24 Referral.
- 30 Remington Road A.K.A McAuliffe Park ,pedestrian bridge demolition
Upon a motion by Travis Simpson, seconded by Kathleen Salemi, the Commission Voted
(7 -0) to Approve the above 8-24 Referral.

REVIEW OF PROPOSED SIGN REGULATION AMENDMENTS
Staff presented the final version of the proposed sign regulation amendments indicating that it is scheduled for June 23, 2010 public hearing. No votes taken.

MISCELLANEOUS
Denise Horan; Town Engineer reported on the annual levee system maintenance. It was the consensus of the Commission to allow the annual levee system work as maintenance, provided no State or Federal permits are required.
