DESIGN REVIEW MINUTES
PLANNING AND ZONING COMMISSION
FEBRUARY 24, 2010


A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 24, 2010.

The meeting was called to order at  7:01 p.m.
ROLL CALL

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Thomas Fitzgerald, Peter Bonzani would be voting in place of Elaine Carey, and Mary Whaples would be voting in place of Kathleen Salemi and that the Commission would be voting with seven members. Chairman Kayser also appointed Mary Whaples acting secretary for the meeting.

SITE PLAN APPLICATION– 170 Tolland Street, Construction of an 8,150 square foot car wash & automobile lube facility, parking lot and associated storm water drainage.
Applicant: 170 Tolland Street, LLC C/O Primrose Co’s
(Postponed from the December 16, 2009 Design Review Meeting)

Upon a motion by Travis Simpson, seconded by Paul J. Roczynski, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.

3. Provide separate plans for each individual application and label accordingly.

4. Revise the configuration of the curb line for the entrance only driveway and the orientation of the catch basin that is to be replaced along Tolland Street.

5. Provide documentation from the Metropolitan District Commission that their infrastructure can support the proposed project.

6. Add a curb radius to the eastern island at the end of the six parking spaces adjacent to the car wash. Review the grading at this location there appears to be a low point without a catch basin.

7. On the site plan, add additional one-way signs, painted pavement traffic arrows, and revise the “not an exit” signs at the proposed exit to more appropriate signs.

8. Provide evidence that the proposed common driveway easement has been executed and filed on the land records.

9. On the standard detail sheet, add all necessary details to construct the project including but not limited to: a handicapped parking sign, catch basin hood, and dumpster enclosure details.

10. On the landscape plan, coordinate all proposed site improvements to what is shown on the site development plan.
11. At the car detailing facility revise the sidewalk note to specify that a portion of the sidewalk is to be replaced and depict the limits on the plan.

12. Revise the field inlet to specify a yard drain, add a detail to the plans and specify reinforced concrete pipe instead of HDPE.

13. Applicant shall submit to the Commission for review the use of the adjacent building on site if integrated with the proposed car wash & automobile lube facility other than storage

14. Site Plan Modification Bond Set in the amount of $43,000.00.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION––

(Postponed from the December 16, 2009 Design Review Meeting)

Upon a motion by Mary Whaples, seconded by Paul J. Roczynski, the Commission Voted (7  -0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

1. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.

2. Provide separate plans for each individual application and label accordingly.

3. Relocate the erosion control plan signature block from the site plan sheet to the erosion control plan sheet.

SITE LOCATION APPLICATION – 170 Tolland Street, Under C.G.S. Section 8-6 and 14-54 for a new Limited Repairer’s License.

Applicant: Idilio Santos
(Postponed from the December 16, 2009 Design Review Meeting)

Upon a motion by  Paul J. Roczynski, seconded by Travis Simpson, the Commission Voted (7-0) to Approve the above Site Location  Application with the following conditions:

1.  Applicant shall obtain a certificate of occupancy prior to signature of the chairman of the Town Planning and Zoning Commission on the state of Connecticut Department of Motor Vehicles K-7 Form.

2   Applicant shall be limited to the exterior parking  as depicted on site plan entitled “Site Location Application Plan VIP East Hartford, LLC. 170 Tolland Street  East Hartford, Connecticut” dated December 1, 2009, with a revision dated December 11, 2009 prepared by Larry B Edwards, professional engineer and land surveyor #10937.

3.  Submitted site plan shall be revised to depict the location of the main entrance to the proposed automobile lube facility and correct the spelling of the title block.

4.  In evaluating  this application, the Planning and Zoning Commission  has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended, or revoked.

SITE PLAN MODIFICATION APPLICATION – 100 Main Street, Modification request to install a storage shed and free standing ground sign.
Applicant: 100 Main Street LLC

Upon a motion by  John Grottole, seconded by John Ryan, the Commission Voted (7--0) to Approve the above Site Plan Modification Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer or Land Surveyor.

SITE PLAN APPLICATION – 94 Connecticut Boulevard, Installation of electrical generator to an existing office building.
Applicant: Gary Sweet / ADM Architects

Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.

3. Provide a note on the plans referencing any variances obtained for the proposed improvements.

4. On the plans, provide the mapping specified within section 705.2.b.3 of the zoning regulations, submission of MDC mapping is acceptable to this office.

SITE PLAN APPLICATION– 411 Prospect Street, Installation of electrical generator to an existing office building.
Applicant: Gary Sweet / ADM Architects

Upon a motion by Travis Simpson, seconded by Paul J. Roczynski, the Commission Voted (7  -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.

3. Provide a note on the plans referencing any variances obtained for the proposed improvements.

4. Demonstrate that the proposed improvements will not conflict with existing underground utilities by adding additional underground utility information to the plan in the vicinity of the proposed improvements.

5. On the plans, provide the mapping specified within section 705.2.b.3 of the zoning regulations, submission of MDC mapping is acceptable to this office.
