PLANNING AND ZONING COMMISSION
FEBRUARY 24, 2010
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 24, 2010.
The meeting was called to order at 8:58 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Thomas Fitzgerald, Peter Bonzani would be voting in place of Elaine Carey, and Mary Whaples would be voting in place of Kathleen Salemi and that the Commission would be voting with seven members. Chairman Kayser also appointed Mary Whaples acting secretary for the meeting.

Upon a motion by John Grottole, seconded by Paul J. Roczynski, the Commission Voted (7 -0) to Approve the above minutes.

APPLICATION FOR MAJOR FLOOD HAZARD DEVELOPMENT PERMIT
Under Section 601 to allow environmental assessment, including limited excavation and backfilling of test pits, drilling of two inch diameter soil borings, installation of two inch diameter permanent groundwater monitoring wells, sample collection and backfilling, and limited brush clearing on land located at 1 Pent Road

Upon a motion by Peter Bonzani, seconded by Travis Simpson, the Commission Voted (7-0) to Approve the above Application for Special Permit Use with the following conditions.
1. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer or Land Surveyor.
2. Offsite parking spaces assigned to 195 Riverside Drive shall be clearly designated with appropriate signage within the parking lot of 211 Riverside Drive.

SITE PLAN APPLICATION – 133/195 Riverside Drive, Construction of a modular school building, parking lot and associated storm water drainage system.
Applicant: Goodwin College Inc.
Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted (7-0) to Approve the above site plan application with the following conditions.
1. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
2. Provide separate plans for each application and label accordingly.
3. A tentative building number of #167 has been established for the proposed building on the Engineering Department house number maps.
4. Provide revised storm drainage computations.
5. Verify with the Town of East Hartford Inspections and Permits department that the proposed parking calculation meets minimum zoning requirements.
6. Provide a photometric plan for the proposed site lighting.
7. Graphically depict on the plans the existing parking spaces located on 211 Riverside Drive that will serve this project.
8. On sheet GN-1, revise general construction sequence note 3 to remove the second sentence related to off-site stockpiling of material or revise the note to reference a previous approval for the activity.
9. On sheet SP-1, add dimensions and coordinates so that the proposed parking lots can be laid out in the field.
10. On sheet SP-1, graphically depict on the plan access easements and parking signage designations resulting from the review for the special permit applications for off-site parking.
11. On sheet GUP-1, graphically depict on the plan the proposed site lighting and underground conduit locations.
12. On sheet LLP-1, provide more information on the plan for site lighting around the proposed building and for the eastern side of the parking areas.
13. On sheet MD-1, provide all necessary sign details.
14. Site plan modification bond set in the amount of $19,000.00.

Upon a motion by Paul J. Roczynski, seconded by Mary Whaples, the Commission Voted (7 -0) to Approve the Minor Flood Hazard Development Permit Application.

REVIEW OF CORRESPONDENCE
- Letter from Mr. Francis B. DelMastro dated February 2, 2010 regarding modifications to a previously approved special permit application for 725 Main Street.
It was the consensuses of the Commission to have the applicant appear at the next regular meeting on March 10, 2010 to discuss the proposed modifications.
- Letter from Mr. E. Everett Milam, P.E. dated February 4, 2010 regarding updated master plan Goodwin College River Campus building square footage tabulated discrepancies.

- Site Modification Bond Release – 411 Burnham Street, Applicant: PDS Engineering & Construction
Upon a motion by Travis Simpson, seconded by John Grottole, it was Voted (7 -0) to Approve the above bond release in the amount of $24,200.00.
