PLANNING AND ZONING COMMISSION
February 9, 2011

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 9, 2011.

The meeting was called to order at 9:15 p.m.

3.      ZONE CHANGE APPLICATION: Master Plan Modification Request to a previously approved Design Development District I (DDDI) on ~56.02 acres of land located at 1-5, 133, 135, 167,195, 211 Riverside Drive, and 84, 90 Colt Street.

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to approve
the above zone change application with the following conditions:

        1.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer, Land Surveyor, or Architect that is responsible for the plan sheet.
        2.      On the master plan, provide accurate linear and angular dimension on the property boundary of the proposed zone change per section 603.6.j.3 of the zoning regulations.  Many of these dimensions are not legible.
        3.      On the master plan, provide existing and proposed contours per section 603.6.j.4 of the zoning regulations
        4.      Provide a written response describing how each of the above comments has been addressed.

4.      SPECIAL PERMIT USE APPLICATION: Under Section 207.9 & 209.2 to allow modification of a previously approved special permit to increase the number of off-site parking spaces at 211 Riverside Drive from twenty five to fifty seven spaces to serve a ~proposed magnet school use on land located at 167/195 Riverside Drive.

Upon a motion by John Ryan, seconded by John Grottole, the Commission Voted (7-0) to approve the above Special Permit Use Application with the following conditions:

        2.      Location Plan - map is not legible
        3.      Location Plan - draw to scale
        4.      Label other Goodwin College buildings (#I33, #167, #I95)
Site Plan - Additional Parking (211 Riverside Drive)
        5.      Final drawing is to be signed and stamped by the Connecticut licensed design professional responsible for the work. If this is the easement map, the drawing should be signed and stamped by a licensed land surveyor,           
                who will also need to certify the map accuracy.
        6.      Background not clearly legible.
        7.      Clarify the three division lines within the easement area.

        8.      Building shown on this drawing is the proposed structure at #195 Riverside Drive, which does not match the 200 'Radius Map.
        9.      Show proposed signage on this drawing.
        10.    Show a detail for sign installation.

        11.      Final plans are to be signed and stamped by the Connecticut licensed design professional responsible for the work.
        12.      Correct the boundary of the DDD-I zone (does not match the northeast corner of the proposed easement).
        13.      Remove easement lines shown as property lines (e.g. north side of #133 & #L67 Riverside Drive).
        14.      Remove the signature block for site plan certificate of approval.
        15.      Add #135 Riverside Drive to the list of adjacent owners.
        16.      Correct number of parking space shown on callouts(check all parking counts);add callout for 9 spaces west of #133 Riverside Drive; clarify the limits for parking counts(e.g. Are the 57 to be transferred included in the      
                  callout?); label all parking as existing.
        17.     Provide a full illustration of the required parking, existing parking, and proposed transfer of parking spaces between properties (including spaces at #135 Riverside Drive).
        18.     Provide documentation for the use of parking spaces on #133 Riverside Drive by #167/195 Riverside Drive.
        19.     Provide backup to support the number of required parking spaces for each building (e.g. Approved by ... on ...); account for the increase in parking required for the new, larger building at #195 Riverside Drive (which is
                  shown on the Site Plan- Additional Parking).
        20.     Provide a written response describing how each of the above comments has been addressed.

5.      SITE PLAN APPLICATION – 167/195 Riverside Drive, Construction of a new 17,180 square foot two story educational school building.

Upon a motion by Peter Bonzani, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above Site Plan Application with the following conditions:
1.   In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this       permit shall be modified, suspended or revoked.
2.   Comply with all engineering department comments
3.   Final plans are to be signed and stamped (ink & impression) by the Professional Engineer, Land Surveyor, or Architect that is responsible for the plan sheet.
      4.   Provide a storm drainage system narrative regarding the impact of the proposed site modifications and the change in building/impervious area.
           The Parking Calculations Table on Sheet GN-1 has been enhanced and now illustrates the existing, required, and proposed parking for the uses on 133 and 167/195 Riverside Drive. The table includes the off-site parking
           provided for 167/195 Riverside Drive on the 211 Riverside Drive parcel. The table requires several corrections:
  • the number of required parking spaces should use 3.75 spaces per teaching station for

  • the 167 Riverside Drive building (56 spaces required; 108 spaces total required)
  • number of existing spaces should be corrected (64 spaces [total] in the new parking lots for 133 &, 167/195 Riverside Drive and 28 spaces in the existing easement on 211 Riverside Drive);
  • parking should be separated by Assessor's parcel designation (map/lot);
  • number of additional spaces in the larger easement (should be 29);
  • totals should be provided (existing plus proposed)
It appears that 130 spaces are provided and 108 are required. The inclusion of the 3 extra spaces behind 133 Riverside Drive for use by the high school is questionable. Even without those spaces, 127 spaces are provided, which exceeds the required parking. Is a parking easement on 133 Riverside Drive needed? Was that easement filed (show limits on the drawings)?
     5.        The PZC should consider the request to remove the requirement to install a chain link fence along the property line between Route 2 and 133/195 Riverside Drive (from the application). It is the opinion of the Engineering
                Division that the fence should be installed as a matter of safety, separating the high school use from Route 2 traffic.
Site Plan (SP-l)
     6.        Approval of the building location within 7 feet of the side yard is dependent upon the Master Plan Modification application, since a reduction of that requirement of the underlying zone is included in that application.
     7.        Per our original request, you have provided a sidewalk connection from the south exit door on the building to the parking lot between the buildings at 195 and 211 Riverside Drive. [This is a bond item.]
     8.        Provide a 4 foot wide concrete sidewalk between the building at 195 Riverside Drive and the easement area. The walk should be on the north side of the drive aisle leading to/from the easement area. Three (3) accessible
                ramps are required, along with a painted crosswalk at the stop sign. [This is a bond item.]
     9.        The 22 foot by 10 foot paved area immediately south of the existing dumpster enclosure shall be striped and signed to indicate "Loading Area" and a time limit for such parking. [This is a bond item.]

     10.        Show the sidewalk connections to the parking areas requested in Comments 21 and 23.
     11.        Label the original parking easement.
Landscaping Plan (LP-1)
     12.        Per Zoning Regulations §227.2.b, flowering trees shall be: two-inch caliper, singles tem, and eight foot height.
     13.        Provide bushes or groundcover in the 10 foot by 8 foot area immediately west of the site light at the southern entrance to dissuade pedestrians from walking over the slope.
     14.        Provide a written response describing how each of the above comments has been addressed.
     15.        Site plan bond modification for 2,100

  • Maple Street culvert replacement easement acquisition – Temporary and permanent property easements at 117,132,139,140 Maple Street for the replacement an existing drainage culvert.
Upon a motion by John Grottole, seconded by Kathy Salemi, the Commission Voted (7-0) to approve the above 8-24 Referral.
