PLANNING AND ZONING COMMISSION
FEBRUARY 9, 2011

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 9, 2011.

1.      CALL TO ORDER

The meeting was called to order at 7:00 p.m.

Denise Horan, Town Engineer

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that  Peter Bonzani and Mary Whaples would be voting in place of Elaine Carey and John Ryan.  Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

2.      SITE PLAN APPLICATION – 65 Pitkin Street a.k.a. The Metropolitan District Water Pollution Control Facility, Construction of a new 32x20 foot containment structure to an existing water pollution control facility.
~~~     Applicant: Scott Bonnett, Hazen and Sawyer


Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission
Voted (7-0) to approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2  Comply with all engineering department comments.
      3        Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut and is responsible for the work (ZR 705.2.b)
      4        The Fire Department should review the application regarding the storage of hazardous materials.
      5        Label all pipe runs with required information (pipe material, pipe size, length, slopes, inverts, etc.).
      6        Eliminate pipe conflicts between the 3” sump discharge line and the outlet from the proposed catch basin.
      7        Provide a written response describing how each of the above comments has been addressed.

3.      SITE PLAN APPLICATION – 411 Connecticut Boulevard, Installation of a roof dormer and signage to an existing automobile sales facility.

Upon a motion by John Grottole, seconded by Tom Fitzgerald, the Commission
Voted (7-0) to approve postponement of the above Site Plan Application with an extension to the statutory sixty five day requirement until the March 9, 2011 meeting.

4.      SITE PLAN APPLICATION – 268 Silver Lane, Installation of handicapped accessibility upgrades to sidewalks, pedestrian ramps, handicapped parking / loading areas, installation of a menu board canopy and vehicle height warning sign at an existing automobile oriented restaurant.

Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission
Voted (7-0) to approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon  information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
     2         Comply with all engineering department comments.
     3 Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor licensed in the State of Connecticut that is responsible for the work.
     4 On each sheet of the plan set, provide a site plan approval block and an engineering inspection note per section 705.2.e of the zoning regulations.
     5 On sheet C2.0 note 13, revise the note to specify the species of the replacement tree.
     6 On sheet C2.0 note 20, revise the mounting height of all proposed signs to 7’ minimum from the ground elevation to the bottom of the sign, and add a specification for a van accessible placard.
     7 On sheet C2.0, add a general note to the plans specifying that all on site signs and pavement markings shall conform to MUTCD and State of Connecticut State Traffic Commission regulations.
     8 On sheet C2.0 note 23, provide a construction detail for each type of pedestrian ramp used on site and the detail shall specify that the detectable warning strip shall be a cast-in-place type.
     9 On sheet C2.0 note 25, graphically depict the crosswalk on the plan to consist of a bar type crosswalk.
     10        On sheet C2.0 note 30, add dimensions to the plan for the site’s parking spaces.
     11        On sheet C2.0 note 40, specify that western handicapped parking sign is to be bollard mounted with a van accessible placard and provide a construction detail.
     12        On sheet C2.0 note 42, provide a construction detail for the concrete pad, minimum 8” thick reinforced concrete.
     13        On sheet C2.0 note 67, specify a 2% maximum slope on all handicapped parking spaces.

1       On sheet C2.0, provide a width dimension for all proposed sidewalks, a sign construction detail, and graphically depict all proposed underground conduits.
2       On sheet C2.0, specify on the plan what is to be done with the existing handicapped parking sign located to the east of the site entrance.
3       On sheet C2.0, add existing and proposed spot grades within and adjacent to the proposed pavement overlay area to demonstrate positive drainage and a 2% maximum slope across the accessible parking spaces.
4       On sheet C2.0, provide a comparison of the overall dimensions and area of the existing and proposed menu boards.
5       On sheet C1.1, revise the bituminous concrete paving detail to graphically depict the depths of the layers proportional to one another, revise the thickness of the concrete to 8” thick and eliminate the specification for tack coat 6        or revise it to specify an expansion joint.
6       On sheet C1.1, provide a detail for the bituminous concrete overlay or “shim” within the detail specify that the edges of the overlay are to be cold planed the depth of the overlay to key in the new material.
7       On sheet L1.0, add quantities for all landscape plantings to the plant schedule.
8       Provide a written response describing how each of the above comments has been addressed.
9       Site Plan modification bond in the amount of $5,000.

  • SITE PLAN APPLICATION – 585 Connecticut Boulevard, Construction of an 879 sq.ft. building addition to an existing new automobile and truck sales and service dealership.
~~~   Applicant: Gengras Chevrolet

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission
Voted (7-0) to approve the above Site Plan Application with the following conditions:

  • In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
  2    Comply with all engineering department comments.
  • Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut that is responsible for the work.

1       On the Architectural sheets, add a site plan approval block to each of the sheets.
2       Add the pipe specification information from the alternative roof drain connection to the note for the proposed underground piping immediately adjacent to the proposed building addition, specify a cleanout to grade at the    
        connection point, and provide a cleanout detail on the plan
3       Provide a written response describing how each of the above has been addressed.

  • SITE PLAN APPLICATION – 540 Connecticut Boulevard, Façade renovation to an existing commercial building.
     Applicant: Marc Rienow

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission
Voted (7-0) to approve the above Site Plan Application with the following condition:

  • In evaluating this application, the Planning and Zoning Commission has relied upon  information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
