PLANNING AND ZONING COMMISSION
DECEMBER 12, 2012
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on December 12, 2012.
The meeting was called to order at 8:18 p.m.

CALL TO ORDER
Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in place of Kathleen Salemi and would be acting secretary. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES
Regular Session Meeting – November 14, 2012
Upon a motion by Tom Fitzgerald, seconded by Mary Whaples, the Commission Voted (5-0) to Approve the above minutes. Commissioner Bonzani, Commissioner Roczynski, and Commissioner Grottole did not vote due to their absence at this meeting.

APPLICATION FOR MAJOR FLOOD HAZARD DEVELOPMENT PERMIT-Under section 601 to allow pipe investigations and potential repairs to an existing underground petroleum pipeline located on land in Great River Park.

Upon a motion by Pete Bonzani, seconded by Travis Simpson, the Commission Voted (7-0) to Approve the above Application for Major Flood Hazard Development Permit with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
2. On sheet C-1, graphically depict the floodway and NRCS soil types.
3. On sheet C-2, add a brief narrative outlining the sequence of construction.

Upon a motion by Mary Whaples, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
2. For final filing provide full size (24”x36”) of the plans for the project.
3. On the plans, graphically depict NRCS soil types and the floodway on the plan sheets.
4. Provide computations depicting compensatory excavation for any fill brought in. Add notes to the plans to specify that proposed grades are to match existing grades.
5. On sheet C-501, revise the permanent pavement restoration detail to specify the type(s) of bituminous concrete.
6. On sheet EDRM0001, graphically depict and add notes for proposed erosion controls around the work area.

SPECIAL PERMIT APPLICATION-Under section 207.10 to allow construction of a nature trail/walkway on land owned by the Town of East Hartford located at the terminus of Phase II at Hillside Street, Along the Hockanum River Corridor toward the historic mill near the end of Cottage Street connecting back onto Olde Roberts Street.

Upon a motion by Mary Whaples, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Special Permit Application with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
2. Provide a list of property owners within 200 feet and a map per section 207.4.a.10 of the zoning regulations.
3. Provide a vicinity map per section 207.4.b.2 of the zoning regulations.
4. On sheet C-2.0, provide additional existing contour labels on the plan.
5. On sheet C-4.4, revise the drainage outfall to include a riprap preformed scour hole or similar erosion control measures.

Upon a motion by Tom Fitzgerald, seconded by Paul Roczynski , the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
2. Provide calculations from a Professional Engineer licensed in the State of Connecticut demonstrating that the proposed timber boardwalks can withstand flood forces outlined within the zoning regulations.
3. Provide a calculation on the plans demonstrating that the proposed earthwork for the trail is balanced within the floodplain.

Upon a motion by Travis Simpson, seconded by Pete Bonzani, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon ~~information provided by the applicant and, if such information subsequently proves to ~~be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
3. Provide dimension labels on property line information shown on the project mapping.
4. On sheet C-2.0, provide additional existing contour labels on the plan.
5. On sheet C-4.4, revise the drainage outfall to include a riprap preformed scour hole or similar erosion control measures.
6. Traffic control device shall be employed at the entrance to the Olde Roberts Street trailhead to prevent vehicle parking.

Upon a motion by Pete Bonzani, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
2. Provide dimension labels on property line information shown on the project mapping.
3. Provide a vicinity map per section 217.3.b of the zoning regulations.
4. Graphically depict NRCS soils on the plans.
5. Provide a construction sequence on the plan per section 217.3.c.6-8 of the zoning regulations.
6. Provide a narrative with the information outlined within section 217.3.d of the zoning regulations.
7. On the erosion control plan provide a signature block per section 217.6 of the zoning regulations.
8. On sheet C-2.0, provide additional existing contour labels on the plan.
9. On sheet C-4.4, revise the drainage outfall to include a riprap preformed scour hole or similar erosion control measures.

SITE PLAN APPLICATION– 451 Main Street, construction of a 3,500 square foot addition to an existing bottling works facility.
Applicant: Coca-Cola Refreshments, USA, Inc. – Rade Cavic, Project Manager
Upon a motion by Tom Fitzgerald, seconded by Pete Bonzani, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional Engineer or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
3. Add a site plan approval block and engineering inspection note to the survey sheets of the plan set.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION:~Under section 217 to allow 2013 Roadway Improvement Project consisting of roadway mill & overlay and pavement reclamation.

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application.

REVIEW OF CORRESPONDENCE
- Letter from Attorney David S. Hoopes dated December 6, 2012 regarding 800 Connecticut Boulevard.
It was the consensus of the Commission to have staff to work with Attorney Hoopes on limiting the scope of the use variance request.

REVIEW/ RECOMMENDATION FOR TOWN PLANNING AND ZONING COMMISSION’S BUDGET FOR FISCAL YEAR 2013-2014
Staff reviewed the existing Commission budget. It was the consensus of the Commission to go with the same budget line items with the exception of the line item for the update to the Plan of Conservation and Development.

MISCELLANEOUS
Correspondence from Anthony Barbosa regarding a proposed haunted house attraction at 27 Church Street
It was the consensus of the Commission to have applicant submit a special permit application for indoor commercial recreation.
Correspondence from Atty. DeCrecenzo dated December 7, 2012 regarding 1900 Corporation billboard relocation.
It was the consensuses of the Commission to have staff send a memorandum to the Town Council and Mayor asking if there is any interest in considering billboard request. If so the Commission would be requesting a joint workshop with the Town Council to discuss the issue.

Upon a motion by John Grottole, seconded by Pete Bonzani, the Commission Voted (7-0) to Adjourn the meeting. The meeting was adjourned at 9:10 p.m.
