PLANNING AND ZONING COMMISSION
JUNE 13, 2012
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 13, 2012.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Pete Bonzani. Additionally, Chairman Kayser stated that the Commission would be voting with five members.

SITE PLAN APPLICATION – 330 Roberts Street, Installation three (3) ITE antennas, six (6) remote radio head units and one (1) GPS antenna to an existing fixed wireless facility.

Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted (5-0) to approve the above Site Plan Application with the following condition:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

SITE PLAN APPLICATION – 400 Main Street A.K.A Pratt & Whitney, Construction of a new utility building associated with the main chiller building.
Applicant: Pratt & Whitney, James Kodman
Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted
(5-0) to approve the above Site Plan Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and sealed by the Land Survey, Professional Engineer, or Architect who is responsible for the work.
3. Provide a site plan approval block and engineering inspection note on all sheets of the plan set.
4. Add a general note to the plans specifying that all area disturbed by construction are to receive a 6” depth of topsoil and turf is to be established unless otherwise noted on the plans.
5. Add a general note to the plans specifying that the contractor shall at all times be prepared to sweep paved areas adjacent to the work area of accumulated soil and sediment and that surrounding areas are to be swept at a minimum of once a week or as directed to by the Town Engineer.
6. Add a general note to the plans specifying that modifications and substitutions to the plans are subject to review and approval by the Town of East Hartford Planning and Zoning commission or designated agent(s).
7. On sheet 4, provide additional layout dimensions to layout parking, sidewalks, curbing, etc.
8. On sheet 4, revise the plan to better define existing and proposed contour information and provide additional spot grades within the parking areas and sidewalks to better describe the proposed grading adjacent to the building.
9. On sheet 4, graphically depict the ramp and grading for the roll-up door and provide a benchmark on the plan.

10. On sheet 4, graphically depict and specify ADA sidewalk ramps where required.
11. On sheet 5, specify for the installation of a minimum of 12” diameter cast iron storm drainage piping where within the building, relocate the southern catch basin to eliminate the change in direction for the pipe, remove the blind connection that is just north of the building, and add a run of pipe from the manhole at the based of the staircase to the manhole that is north of the stair case.
12. On sheet 5, relocate the chilled water lines to a point away from the foundation for the gates with two 45 degree bends instead of a single 90 degree bend.
13. On sheet 5, verify that the stair footings do not conflict with the existing 11kv duct bank, additionally check all potential underground conflicts and revise the plan accordingly.
14. On sheet 6, graphically depict the limits of the anti-tracking pad, add a material stockpile area and detail to the plan.
15. On sheet 7, provide details for all proposed site improvements, including but not limited to, catch basin, electrical vault, manhole and ADA sidewalk ramp.
16. On sheet 7, clarify where the painted pavement markings are to be installed.

SITE PLAN APPLICATION – 400 Main Street A.K.A Pratt & Whitney D-1 Lot, Construction of a new parking lot, stormwater drainage outlet, lighting and landscaping.
Applicant: Pratt & Whitney, James Kodman
Upon a motion by John Ryan, seconded by Paul Roczynski, the Commission Voted
(5-0) to approve the above Site Plan Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, or Architect who is responsible for the work.
3. On sheet 3, add signs to supplement the painted arrows to specify the one-way traffic circulation to parking lot users.
4. On sheet 4, provide a benchmark on the plan.
- On sheet 7, revise the catch basin detail to specify a 4’ deep sump.
- Site Modification Bond set in the amount of $17,160.00.

Chairman Kayser noted the arrival of Vice Chair Pete Bonzani and stated that Travis Simpson would be voting in place of Tom Fitzgerald. Additionally, Chairman Kayser stated that the Commission would be voting with six members.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION – 400 Main Street A.K.A Pratt & Whitney D-1 Lot, Construction of a new parking lot, stormwater drainage outlet, lighting and landscaping.
Applicant: Pratt & Whitney, James Kodman
Upon a motion by Pete Bonzani, seconded by Travis Simpson, the Commission Voted
(6-0) to approve the above Soil Erosion and Sedimentation Control Application with the following conditions:
1. Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, or Architect who is responsible for the work.
2. On sheet C2.0, provide a name and telephone number for the individuals responsible for the temporary and permanent erosion controls.
3. On sheet C2.2, provide a signature block with the language specified within section 217.6 of the zoning regulations.
4. On sheets C2.1, 2.2, & 2.3, provide perimeter erosion controls like sediment filter fence, staked haybales or similar means.
5. On sheet C2.3, revise the location of the construction entrance closer to the existing gate and gravel area.

MINOR FLOOD HAZARD DEVELOPMENT PERMIT– 211 Riverside Drive, To allow repair of erosion at an existing stormwater drainage outlet.
Applicant: Goodwin College, Inc.
Upon a motion by Kathy Salemi, seconded by Pete Bonzani, the Commission Voted
(6-0) to approve the above Major Flood Hazard Development Permit with the following conditions:

- Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
2. Provide documentation specifying that access across the adjacent property to the south is acceptable to the owner of the abutting property.
3. On all plan sheets, graphically depict and add notes to delineate the FEMA floodway.

Chairman Kayser noted the arrival of Commissioner John Grottole. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 111 Roberts Street, Relocation of an existing electrical generator and construction of a new concrete pad to an existing industrial office building.
Applicant: Charles S. Schwartz
Upon a motion by Pete Bonzani, seconded by Kathy Salemi, the Commission Voted
(7-0) to approve the above Site Plan Application with the following conditions:
- In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
3. Provide a site plan approval block and engineering inspection note on each sheet of the plan set.
4. On sheet P-1, add a note to specify that all disturbed areas are to have turf established unless otherwise specified on the plan.
- On sheet P-3, provide dimensions to layout and locate the proposed bollards and provide all necessary details to construct the proposed site improvements.

6. On the survey sheet, verify that the proposed generator location will not conflict with the existing gas service to the building and depict relocation of existing parking spaces if necessary.
