MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, November 26th, 2013

The meeting was called to order at 7:33 pm the in the Town Council Majority Office on the 2nd Floor of the East Hartford Town Hall.

Chairman Judith Shanahan appointed Alt. Cmsr. Mary Manns and  Alt. Cmsr. Ashley Stewart as  voting members.

APPROVAL OF MINUTES

OLD BUISNESS

  • Application #2013-015 for Buckeye Partners, L.P., to conduct a regulated activity within the inland wetlands to inspect and repair a 10” pipeline; construct a temporary cofferdam and perform dewatering activities in the vicinity of Keeney Cove.
Michael Musumeci spoke on behalf of the application.

Cmsr. Morrison moved to REMOVE the application from the table

Cmsr. Watkins moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
  • Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
  • All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within five (5) years from the effective date.  The activity shall be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted based on the maps submitted with the application with plans dated July 10, 2013 and revised to October 28, 2013

  • Application #2013-016 for Antea Group to conduct a regulated activity within the inland wetland upland review area to perform soil remediation at 1083 Burnside Avenue.

Cmsr. Morrison moved to APPROVE the application with the following conditions:

  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
  • Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
  • All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within five (5) years from the effective date.  The activity shall be completed within one (1) year from the commencement of the activity.

  • Site plan to be in accordance with specifications published in the Town of East Hartford Manual of Design and Inland Wetland Regulations (available on the town’s website www.easthartfordct.gov)
  • Show location of inland wetlands and upland review areas on plan.
  • Show location of flood zone limits.
  • Show location and details of erosion control measures.
  • Add a general note to the plans specifying that unless otherwise specified all soil areas that are disturbed by construction shall receive 6” of topsoil and turf is to be established.

  • Application #2013-017 for the Town of East Hartford to conduct a regulated activity in the inland wetland upland review area to reconstruct various streets for the 2014 Road Improvement Project.

  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.

  • Add a general note to the plans specifying that unless otherwise specified all soil areas that are disturbed by construction shall receive 6” of topsoil and turf is to be established.
  • Add Town of East Hartford standard details for temporary and permanent pavement patch construction.
  • Show erosion and sediment control layout and details.
