MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, September 24th, 2013

The meeting was called to order at 7:35 pm the in the Town Council Chambers on the 2nd Floor of the East Hartford Town Hall.

OLD BUISNESS

  • Application #2013-012 for Freemont Prestige I LLC to conduct a regulated activity within an inland wetland and inland wetland upland review area to expand an existing stormwater detention basin supporting a parking area expansion on a property located at 311 Prestige Park Rd.
Jim Cassidy spoke on behalf of the application.

Cmsr. Watkins moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
  • Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
  • All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within five (5) years from the effective date.  The activity shall be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted based on the description of work, information submitted with the application and plans revised September 10, 2013.
  • Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
  • On the Improvement Location Survey – Proposed, graphically depict and specify wetland compatible plantings for the stormwater management area.
  • Provide drainage computations for the project.

b.  Application #2013-013 for the Town of East Hartford to conduct a   regulated activity within an inland wetland and inland wetland upland review area to construct a multi-use recreational trail on a property located adjacent to Interstate 84 from Forbes Street to Simmons road and on a property located along Route 2 from the Charter Oak bridge to Willow Street.

  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
